"Because of the current composition of the Supreme Soviet, giving Zimyanin control of drafting and then not passing it can be just as good, as it is almost certain anything he makes will not pass the body" just says that it's fine if the law doesn't pass, because it would still count as a favor. The damage to economy from wages and mechanization in several construction enterprises stagnating is minimal. Like, it might be just on the border of noticeable from our point of view, we don't have that many prisoners that need to be forced to work.but even beyond that it's bad for the economy if we just stagnate on cheap forced labor to get things done forever instead of driving towards greater mechanization and automation.
