Maybe throw in a point about treatment of "privateers" and who is responsible for their actions? I mean it is probably a key part of any treaty anyhow but I think that since the CU has in the past favoured "deniable" ops it might be a smart idea to include some provisions against them.

For example: Signatories are legally responsible for actions of criminals originating from their sphere of influence and are liable for any costs/damages caused by such factions.
