My logic:
Diplomacy... For reasons much discussed in the thread, we need to be pushing on the Honiani before the Harmony can successfully recalibrate their diplomatic strategy. The Muuyozoi are also being courted by the Harmony, and we need to keep more members of the Hishmeri Septs from falling in the Eternal Empress's orbit. I threw the Gorn in as a kind of "why not". They're a fan favorite, and it wouldn't hurt to have friends who are flanking the Klingons.
I'm sold on the Honiani and the Muuyozoi as reinforcing the diplomatic buffer against the HOH.
I think pushing the Hishmeri to try and stop the Eternal Empress from getting her hooks in is going to run into the same issues as the Yrillians, that the Hishmeri as a polity are too fragmented to have the centralised power structure to stop fragments from getting involved with her.
The Gorn are a waste (my opinion) of a push. I believe that pushing the Licori to counter the rising Romulan influence and protect routes to the Ked Paddah, or even pushing the Ked Paddah to pre-empt HOH movement in that area are better uses of a diplomatic push.

He's the current Surgeon-General, passing him over for this position would be an expression of a lack of confidence in his abilities, I can't see Sulu doing that to McCoy. He also 92 so likely to retire relatively quickly.

On the topic of ship names, I really dislike voting for individual ship names, I'd much prefer a vote when a new ship class launches on a naming convention, and to then allow people to write ship bio's and other creative works that set a name for a ship and link it back to the naming convention.
