Nash specified that this is a temporary surge of ships to do her assault and then they get sent back again. I see no difficulties garrisoning a new border zone once that's done, and I don't see why it would be a big deal if we don't garrison the new border zone until it's done. The Council aren't dummies... they understand why we might have to wait an extra quarter.

I'd rather order the border zone now than wait an entire year to do so.
Temporary can mean a quarter, or two years, and there is no guarantee we will be able to draw down on intact ships at all. It could easily happen that we lose half a dozen ships and another dozen require repair times of 3 quarters or more. Or we could lose the entire GBZ fleet including reinforcements it things go really badly. Or things keep escalating and removing a significant number of ships means giving up on the GBZ. Even in the best case the we would only "benefit" from the border zone a quarter or two earlier than if we request it next year and garrison it immediately. So requesting it now stacks at least three different gambles:

  1. That the HBZ would be a net benefit at all.
  2. That requesting it and delaying it for a few quarters carries no negative consequences.
  3. That delaying for a few quarters is enough.
And even in the best case there is nothing that would justify the second and third gamble, those are strictly unnecessary and can easily be avoided by waiting a year.

It doesn't make much sense to recruit a sensor team this year, currently only two projects are open and they are both rather underwhelming (half of a relatively unimportant part tier). It would make more sense to research those with a generic team later (if those are still going to be a thing). We need a new sensor team next year, when 2320s Long Range Sensors are open, not this year.

Huh, I thought you had said Sensors was needed. If we did get a third Tech team this year, what would you suggest?

To expand on this we have 3 teams working Sensor research right now with 2 of them being skill 3+.

Weapons and Propulsion will be the two that need teams next year as each only has 1 3+ team assigned (and propulsion only has 1 total) Weapons has a generic, a skill 2 (which is going to move to offensive doctrine) and a skill 4.

We do need sensors, just next year instead of this one.

Probably propulsion? Or another shield team. Or just about anything, computers, medical, starship construction, analysis or doctrine with reasonable secondary specialization.

Added the tech teams, and dropped the Romulan Listening Posts and the ISC Desk for an Academy Expansion, but I feel quite strongly about having both Listening Posts and a Horizon Desk, given that they're a diplomatically-focused foe. Foreign Analysis will be important, and the Listening Posts are less for the intel report chance and more to help catch any agitators they try to slip past us.

Added the tech teams, and dropped the Romulan Listening Posts and the ISC Desk for an Academy Expansion, but I feel quite strongly about having both Listening Posts and a Horizon Desk, given that they're a diplomatically-focused foe. Foreign Analysis will be important, and the Listening Posts are less for the intel report chance and more to help catch any agitators they try to slip past us.
 
We seem really close... what would it take to get you to consolidate around my plan? Or me around yours? Right now I keep adding up your numbers and getting only to 464pp. Seems like you have 44pp left to spend.

We are pretty close - I feel more strongly about the Horizon Desk than the Listening Posts (giving 4x as many intel reports and allowing Foreign Analysis, but not helping prevent stealthy insertions of agitators.) I just feel that we aren't going to be able to effectively combat the HoH until we understand their goals and methods better, and the Desk is explicitly the way to do that.
