Is there another round of berth-expanding techs anywhere? Even another 5% on top of the current 10% would allow us to build Excelsiors in 2mt berths, which would negate competition with the Ambassadors. Alternatively, could we knock off 100kt with a refit? Take the chines back off the engineering hull or something?
To answer my own (first) question, it's the Tier 4 '2330s Construction Techniques'; no idea whether there are plans to start it any time soon, though.

Push the Apiata to use their Foragers aggressively in the Adrazz

I think this option should be within the scope of things we can tell our member fleets to do through that sub turn, though the Orion may also need some guidance.
We will probably just vote for "Nothing" again though...

Shame that the Orion seem so unready, chances of them joining the GBZ brawl are low.

I wonder if the Cardassian will plan some attack on the presidents homeworld. It seens like a fitting strategem for someone convinced that the Federations system of government is a weakness.

I really like the Yrillian infiltration war game proposed in the tactics report. We should give that one a shot.
 
Bear in mind that our future enemies will tend to have bigger guns. If your projections for what the Cardassian cruiser refits will look like are accurate, they're going to be hitting a lot harder than most of the opposition we've faced so far in the Vanguard phases.

I don't remember if we were using the current iteration of the combat engine at Lora III, but the Sydraxians literally do not have any ships with firepower greater than Combat 4.

The Licori had quite a few frigates and light cruisers that were on the weedy side, and a relative handful of cruisers and battleships with C5 or C6- and we took quite a few frigate casualties in battle against the Licori.

By contrast, 5-10 years from now the Cardassians' median threat during the Vanguard is a Jaldun-bis with (by your own predictions) a Combat 5; there will be a considerable number of Kaldar-bis ships that may enter Vanguard phase and (by your predictions) will have Combat 7. The lightest-hitting ships we can expect to face will be 'gun Takaakis' at Combat 4.

Building frigates capable of surviving the Vanguard phase against that threat level is a somewhat different order of problem than building to face an opponent whose typical Combat scores are more like three or four.

That's not accurate. We took frigate casualties against the Licori because of mines, and in frigates that entered in the Vanguard only. Every Skirmisher escaped with scratch damage save an Oberth.

The idea that we're worried about the Skirmish frigate in the Vanguard phase is not based on any kind of fact. I wouldn't worry about it even if the Kaldar had C7.

It's a very expensive wargame, but it serves a purpose to increase Seyek readiness, motivate the Indorians to begin a refit program, point out places we need improved sensor coverage, and develop Decisive Battle doctrine experience. The political benefits are worth 17pp.

e: I've updated my vote later to a reduced exercise focused on member world preparedness, but Able Archer is still a fine exercise and I'd understand if someone voted for it.

* Hacitorus will require protection
* Get Seyek a membership as soon as possible

This is definitely the most important front to focus on. I trust I don't need to explain why.
 
I don't see a way around it really. We could run the exercise on a backwards CBZ, as in use the space internal instead of the frontier? But that's the reason I'm using computer-simulated forces rather than real task forces.
I'm just remembering how we all panicked when the Cardassians mobilized for no apparent reason during the Red October crisis, and we were asked by the President if this was war.

Then again, presumably the Cardassians will have enough decent intelligence or monitoring to notice our inner sectors like Tellar and Caitain aren't mobilizing and so it's probably not a prelude to war.

I'd rather it be a combined Seyek/Indorian/Caitian force than the current Apiata/Indorian/Seyek, which if you think about it doesn't even make sense because the Apiata aren't in the same front as the Seyek anyways.

It's scouting drills. The Caitians will be involved in rallying but not really in scouting. Their inclusion over the Apiata makes no sense.
 
Are there any downsides to changing our Roles? from what i can see it costs us nothing.

Great shopping list from this report. I think we should improve it again for next year, then maybe ask for similar on one of the colder fronts the year after.
