I actually suspect the CAP would kick a light unit over in the name of Interstellar Sisterhood as well if asked politely. Like unless the Orion Union is in a way more dire straits than has been indicated to us the, newer, more Interstellarist spirit that the CAP leadership has been trying to foster would require that the Union make at least a token effort to pay it forwards.

(On a Headcannon side note, I suspect that if the CAP was defeated by the TUP in recent elections it was in large part because the goals that the CAP was established for during the first revolution were accomplished and they're in a period of realignment because they won the impossible fight after decades and... now what? Making things worse, the upper ranks signed a selfless self-denying pledge along with the new constitution to assuage fears of the CAP Government afixing themselves a permanent place in power. At the very least, the oldest, most experienced cohort of the Idealistic wing of the CAP are out of power. Maybe even permanently retired. Either way the TUP were quicker off the mark to rebrand themselves and figure out a new reason d'etre)

Last I checked, Yrillian raiders aren't sanctioned by the central government.

Few governments last more than a decade in democracies particularly under a single leader, just because shit piles up and people decide on a fresh pair of eyes. I've always assumed the underlying population is more TUP-leaning than CAP leaning. If it helps, you can think of President Oyana as sort of a Stephen Harper -- a break from a long chain of Liberal PM's, although the politics are all completely different because it's the space future. It's important to note that she was in power, assuming she was elected ~2300, around as long as Christie Clark was, and longer than Harper.

Point of comparison is how in American it's rare for a party to go for two presidential terms and then manage to get another President in afterwards. The Orions are based a lot on American structures so this is pretty fitting. It's entirely possible Motarr is working with a slim TUP majority or plurality that could disappear by midterms.

If they say a 40C fleet is all that is necessary for deterrence, then I specifically and strongly disagree with a 100C show of force. If 40C deters, and the Hishmeri don't want to engage such a force, then 100C will do nothing that 40C won't. 100C only makes sense if the Hishmeri want to tangle once or twice, where such a force would discourage or quickly kill any such ideas, but they won't even tangle with 40C according to our analysts. Furthermore, the surge idea isn't viable because we'll still need to have 40C there for the full year.

I trust our xenopsych people. Just fill the requirement. Don't make up responses when we already know that 40C will be a show of force to them.

I don't think we know any other characters who are currently Commodore or Captain eligible for promotion, suitable for the position and not needed elsewhere (ka'Sharren should stay in the GBZ).

A 40C fleet is right at the edge between a Rear Admiral job and a Commodore job. During the Licori war both Thuir and ka'Sharren were commanding task forces of slightly under 40C, while T'Lorel was handling a 53C Task Force as a Rear Admiral.
