Qloathi are explorers so a good number of Expansion. Rias pacifist, Orions mercantile. Seyek maybe hawk/development mix? Gaeni and Caldonians not sure, they may form a new party like Rigel, if not then the Gaeni will be some expansionist and Caldonian more development.

No Sydraxian Report? I really think we should stay up-to-date with their little revolution. It's a prime target to weaken or even shatter the Ashalla Pact.

I think they both have a chance of being pacifist, since the goals of a "science party" would probably be pretty close to what the pacifist are already doing. Though if the Gaeni have been sufficiently influenced by the recent war they could actually end up a bit hawkish, would be a cool twist to their hat.

The thing is I see the Gaeni being science explorers, so more in line with the Expansionists, while Caldonians are more science researchers and likely to stay home, so more in line with Development. You can even see the difference in ship design with the Gaeni going out and meeting people along with working on an explorer class ship to travel further. More to the point I see Gaeni in Starfleet looking to serve on Oberths and EC ships, to find new things while Caldonians are more likely to end up in the research teams and starbases and less on the starships.

I don't think we need an Interstellar Commonwealth Diplomatic Posture Report just yet. We haven't known them long enough for the FDS to get more than initial impressions, and we already know what those are - "Oh wow, these aliens aren't trying to kill us! That's so weird!" We'd be better off waiting a year, both so that the FDS has a better grasp of them, and so that their stance towards us has a chance to develop what we already know it to be.

Expansionists dont have a monopoly on going out there, meeting new people and seeing cool strange shit though, Pacifist are probably actually more into the idea of starfleet focusing on that instead of on military stuff than the expansionists.
It might depend on whether the gaeni and the caledonians feel annoyed about the member embargo holding them back for so long though, since if we kept up the diplo pace we had before it they both would have already been enjoying the benefits of membership for a while.

So a slight loss in terms of BR thanks to the Courageous, positive SR gains, oh and a ton of PP and RP! And a lot of relationship boosts... Tauni should be affiliates as well now so I think that +5 goes to them. And Licori are liking us a bit more. It may take time but they could end up in the Federation in the long run though I really hope we can finish off these crazy remnants.

I wouldn't be surprised if they don't become Federation members until after the Enterprise D launches whenever that is.

We've never gotten a full Cardassian shipyard report - just had some info in 2310 in the Ghost & Whispers epilogue, and snippets of intel on newly completed shipyards. edit: I could be convinced to trade this with a Cardassian Shipbuilding Report since it's bound to include some of the same intel, even if not all berths are used, along with what they're building.

Huh? We already know the stats of their Heavy Warbird. We got to see it in action in the Biophage crisis, and its stats are listed on the front page.
