Also can you clarify why the restriction on starbases and colonies, is it the heavy industry teams and engineering teams tied up in the state of emergency

Probably since so many Engineering Ships are mobilized for the war effort.

On the other hand, I suppose we could do a bunch of Developments on existing Shipyards. Make sure we have the extra berths for repairs if/when we need them.

And a bunch of Diplomatic Pushes on <100 relations species.

We need to strike a deal to increase our recruitment somehow. We are so low on crew that we can't crew our repaired ships let alone anything new. There's literally no other major priority.

The techs academy expansion is not actually useful. We've still yet to set direction to balance away from techs, and can only do so by 1 point every 4 years. So a techs expansion every four years would make sense.

Engineering ships are tied down in GBZ + and LBZ, there's just not many people available who can build things for you this year.

off the top of my head we need a Starbase at Indoria, Both academy expansions, and a Shipyard expansion in the GBZ focusing on repair berths. Which faction increases PP output because I want to vote for them this time?

Reasoning being that we've got a decent number of berths at the moment, and none of the colonies are vital, so we can wait until next year when our engineering ships in the LBZ should be free.

A Starbase at Indoria is really important for defense against the Cardassians, and we are always in need of more crew. Diplomacy focused on three neutral species we want on our side, and the Honiani which we want to get up to 300 for resources and better coordination. Starfleet Intel Operations just proved their worth, so it seems fitting to give them a reward, plus I can't fit the better reports in my plan anyways.

Oh okay, that's not so bad - I thought this was some kind of more political pushback in some way and we'd be lumbered with it indefinitely.

In that case, given the surplus of pp we have this year, maybe we should take a look at:
  • Request Ongoing Budget increase 40pp (Roll for success)
Since our usual budgetary increase via colonies is stymied?



The new intel options:
  • NEW Deploy Improved Listening Posts to a Border Zone to gain a 25% chance of generating +1 Intel report for powers on that border. (pick border zone), 20pp
  • NEW Acquire additional resources for Starfleet Intelligence Operations, 20pp (Will improve ops teams next time they are required)

are all also very interesting, especially that last one. An extra intel report per year! I wonder if we can take it more than once, or even more than once per year?



Obviously given our crew troubles, the personnel options are interesting:

  • Request Science Academy Development, 15pp (Gain +1 Techs throughput)
  • Request Temporary Explorer Corps Recruitment Drive, 25pp, (Gain 2 Officer, 2 Enlisted, 2 Techs, PLUS Convert 2 Officer, 2 Enlisted, 2 Techs from normal service)
The temporary recruitment drive isn't quite as exciting as a permanent yearly boost, but given that we're in something of a crunch it might be worth considering anyway?

Also, maybe we could consider making Personnel a Vice Admiral position? The VA boosts are often pretty strong, and we might get one that will really help us out here:
  • Reorganise a Starfleet Command from a Rear Admiral position to a Vice Admiral position. Pick one: 20pp for Starfleet Intelligence, 30pp for Medical, 30pp for Explorer Corps, 30pp for Personnel, 25pp for Explorer Corps.



I don't know nearly enough about ship design to really comment on the offered refits:

Maybe someone from the design thread could tell us if they're great/worthless/average?

UP subs in for our normal shipyard building and will mean our infrastructure is better positioned to handle the repairs of a war in the future, and for an Heavy Industrial Park in the future. The research colony is the highest priority item of the remaining starbase/colony options (Starbase at Indoria is not far behind). Three diplo at three high priority, the Obar are nice but not high priority in comparison. The Intel pick is the most important of the two and we can slot in the other next year.

Only up to ONE of the following may be taken: COLONY, STARBASE, NEW SHIPYARD. A Second may be taken at +15pp. No more may be taken.

@OneirosTheWriter, can elaborate more on the bottlenecks? We need to know what action to take that can help alleviate this situation.

For colonies, we think the main bottleneck is colony ships, secondarily engineering ships and cargo/freighters; and for starbases/outposts/shipyards, we know it's the engineering ships, secondarily cargo/freighters that are the bottleneck.

Is "not many people available who can build things for you this year" indicating some other resource?

Are these still available with the Constellation-P refit? Is it still called Constellation-P? Can we get multiple such refits?
