I'm torn.

Watsonian: I do think having medical/bio labs to serve a secondary function as a pocket hospital ship is probably the most useful option.

Doylist: I'm more interested in reading the narrative blurb about the ship using its advanced scanners to de-hoist a negative space wedgie.

It's not really about being a "pocket hospital ship" so much as detecting potential pathogens and biological dangers on worlds before they are colonized. It's prevention, not treatment, though of course if some novel infection pops up on an already settled world it's likely it would respond to help analyze the cause.

Using the deflector dish to do SCIENCE to an ANOMALY in a completely unknown system seems to be more in the purview of the Explorer design, and I'd expect we will get the option to add the deflector sensors to such a design.

If I'm voting to put 3 different labs on this ship, I would very much like to not have them fighting over the same computer core time alongside the rest of the ship.

Transporter capability is bonkers good. Like, "don't leave spacedock without it" good. Advanced sensors are also important. Other than that... Eh, full science is probably the way to go.

Advanced sensors is kind of important for survey work, and also useful for science work too.

I do think the deflectors are the way to go though, on the basis that hospital ships are or should be a thing, in much more limited numbers than our survey ships should be.
Survey ships are exactly that, and should have the sensors to do their job

Remember that travel time is actually a thing; part of why high cruise speed can be very important. So unless (enough) hospital ships are stations nodally across federation territory, it could be months before one can get there. That's part of why the faster engines are so revolutionary, they make everything closer.

Planetary survey is part of the mission and the biosciences lab supports it. I'll lean strongly on the upgraded sensor analysis for the explorer. It'd likely help for mineral surveys but catching that weird hallucinogen, parasite, or tribble before we send a colony there takes my vote this time.

Setting up and tearing down surface presence and the flexibility and speed we get from the bio-transporters is worth it. Even if it's just used for tagging and moving samples, I wouldn't want the redshirts to transporter a velociraptor but I think they'd be more successful than trying to move it by shuttle. (Not sure why they'd need a raptor offworld but I AM sure it'd be a mission requirement somehow).
 
The advanced scanners would probably work out better on the explorer, didn't consider that.
