I don't particularly mind what hull we go for, but I do kinda want us to workshop the trinary nacelle configuration here.
 
This is not how industry scaling works. Most of the cost is in the warp drive, nacelles, deflector, impulse engines, and weapons. A 2 point difference in hull cost so we can fit enough medical bays so that it can have a second role as a hospital ship and an extra science lab and computer so that it is really good at science is not going to come close to covering the cost of a second ship, but those extra capabilities will make it noticeably better at the job it is supposed to do.
Why exactly should a surveyor be a hospital ship? There is absolutly NO duty overlap between a surveyor(A ship that spends Months checking a star system for everything before reporting back) and a Hospital ship that can sprint to epidemic crisis to provide help. Hell just stuffing all the extra equipment and doctors on it will drive up costs and guaranty that the extra doctors sit on their ass for months twiddling their thumbs.

Internal space is King for science.
It's as simple as that.
Yes, we will have to be careful to keep ourselves in check for not adding expensive non-role things in later votes, but that's much better than having to choose between different role-specific rooms that we can't fit.

We want this to prototype warp core, shields and phasers so our future ships can use them safely, and we don't need torpedoes.

Because the other options are a utility cruiser or the explorer and the survey ship is the best option of the 3. The utility cruiser is going to be hauling cargo or patrolling for pirates most of the time so the standard medbay is good enough. A utility cruiser built in large numbers would require even more doctors sitting on their ass. Meanwhile the explorer is going to spend a large amount of its time outside Federation space, and so won't be around to help when some colony has a large scale disaster and needs a lot of medical beds, and the explorer is built in even smaller numbers than the survey ship. Meanwhile a survey ship is a least as likely to need a big med bay as either of the other options due to all the weird anomalies that cause subspace parasites or nebula that makes the crew start hallucinating. It will also be hanging out in Federation, likely near the newest colonies that are going to be in the most precarious positions in terms of medical capabilities.

Using the survey ship is a good middle ground because it will be around to sprint to the crisis and increases the utility of the ship in a crisis. It might not be able to carry a lot of emergency relief supplies or a whole new atmosphere terraforming system to a colony in crisis, but when there is an emergency nearby it can go and be useful as a hospital. Also you don't really need to heavily arm your survey ships or your hospital ships, so there is good alignment in the rest of the requirements.
 
The deflector from a steamrunner or Akira class would look pretty good. Something blended (sideview) like the main deflector on the nova or intrepid would also be cool. Having the curve from the primary hull almost smoothly transition at its lowest point to a deflector would be a bit slick.

+1 to the Akira class look. It would fit well with the time period and be a good chance to do something like the canon NX design that we skipped.
