- Is the Ranaldian bounty system anonymous and secure enough for Mathilde to seek out illegal/heretical/chaotic/etc books for the purpose of safeguarding them under lock and key?

Not really that related, but something I want to note is that it'd be a bounty system within the Cult of Ranald so they wouldn't be random thief's (as in the same way some peasant or knights may have Sigmar as their God but that doesn't make them part of the Cult of Sigmar or in the same way that Mathilde despite having Trascendental Ranald doesn't form part of the Cult).

Also I feel that with our contacts (like Heidi) we could probably specify how would we want it? Like for example if we set the Bounty System through Heidi or someone else we could tell them to only mention the bounty to Priest they think are trustworthy and skilled.

Besides this some of the scriptures of Ranald mention that betraying a fellow Ranaldan to the authorities is a cardinal sin and to not trust in thiefts but that there's honor between Ranaldans so it makes me think we wouldn't have too much about that part.
 
While taking Eike to Nagarythe seems like a very bad idea- that's very much a "veteran adventurers only" area from what we know- actually taking her to Ulthuan sounds like a very nice one.

If I was in her shoes, I would be absolutely thrilled with the idea of spending three months hanging around in Lothern while sensei is off doing whatever she is doing in the shady parts of the continent. It's arguably the greatest trading city in the world, and there is the whole fairy tale aspect of being in Ulthuan.

It really sounds like a fabulous adventure.

Like all the rulers of Kislev, Kattarin was descended from the Khan-Queens, but from a modern perspective it's hard to tell if she was actually an Ice Witch or if that was just a cover to explain away some of the more apparent signs of Vampirism.

We're 48 into the vote, and the 6 top spots have remained the same for the last 24 hours. Elementalism and Sofia still hold the top two spots, while Gretel still holds the third - but Gretel also narrowed her gap from the second place, and she's now 9 votes away from Sofia, down from a previous 13.
House Filuan is 3 votes behind Gretel (up from 1) and 4 votes ahead of The Black Water Canal (they were previously tied). And in the sixth spot the Gold College remains 1 single vote behind The Black Water Canal, just as it was 24 hours ago.

The fight is mostly for the third to fifth spot, where The Black Water Canal, Gold College, House Filuan and Gretel could still all make it. This late in the vote it feels like Gretel's 7 vote lead over Gold College makes her relatively secure, but this could still change as people see the tally and change their approval votes so don't rest on your laurels and keep sending her your energy, Gretel voters.

The gap between sixth to seventh place has actually decreased, from 22 votes to 20, but it's pretty unlikely for any option out of the top 6 to make this big of a comeback this late in the vote. Still, stranger things have happened, and you should keep voting for your favorite option even if it's nowhere near the top five.

She is, by Empire standards, already an adult, and by the time we actually head on the Elfcation in two or three years she will be getting relatively close to heading out on her journey. I think if we did bring her for this when we go, it'd be fine.

On the other hand, I expect there'll be a lot of other options for what she can do while we're killing Drucchi to pick from.

I think a possible intrigue action for Eike, would be to find a black market to buy already stolen books.

It doesn't look too dangerous and if later on some dangerous books pop up Mathilde could just buy them (and pass tips about the potential buyers).
 
I don't think that we actually need to spend extra effort to have Eike fight something. It's a dangerous world and with mage armor she is better able to handle it then most people.

Just send her on tasks that are actually useful and use the extra time saved to tutor her.
I think I disagree for two reasons

Firstly that's an assumption that I don't think is entirely safe to make
After all Mathilde managed to make it through the entirety of her Apprenticeship without ever learning to fight properly at all, so clearly you can't rely on everyday experience alone to be your teacher

Secondly that's kinda just asking for things to go wrong at critical moments
Like I said before, part of the point here is to learn Eike's limits in a relatively controlled environment, where if something goes wrong we can be nearby and ready to intervene
And so we can learn and properly gauge what Eike is and isn't prepared for, as well as what we do or don't need to worry about teaching her
If we just bring Eike along into dangerous situations then we're effectively just throwing her into the deep end and trusting in her ability to swim without actually knowing if she can

We know she has combat skill and knowledge, but we don't know how she'll actually react in a combat situation
If we drag her into a dangerous situation what happens if she freezes up in actual combat? Or what if she freezes up after killing someone? (Again, Mathilde was heavily affected by her first human kill and took some time to collect herself)
Taking an action to actually test Eike in a combat situation also means she's more prepared for when it's unexpected. If she familiarizes herself with situations where she's expecting danger then she'll have a better idea and instinct for what to do when danger sneaks up on her. As opposed to just letting her first experience be danger that she wasn't expecting or prepared for
If it's a dangerous world, then surely it behooves us to adequately prepare Eike for those dangers

I don't really see how that would work. Sure, there's a bounty for books, but you'd need a professional scribe to make copies if they don't already exist. And if you have a scribe, they can make just as much money scribing legitimate books.

The bounty is only profitable for the Ranaldians if they're not paying for the books themselves. I.e. if they steal them.

The WEBMAT actions seem quite uncontroversial so I'll skip it.

For the Foundation, since it is implied to be the most difficult part of building a Waystone, I want at least one person of each magical tradition so approach from as many angles as possible.

For deployment I'm choosing Laurelorn over Kislev since it was part of our deal with them and it's implied the Tsar wouldn't be too impressed with what we have so far given his inclinations.

Liminal realm also seems to be uncontroversial and we want to nail the timing with the Orbs.

The book about Tylos is just a filler we can complete later, and hopefully when we are done someone can make the connection with Horned Rat Mathilde couldn't.

EIC and KAU actions also seem uncontroversial.

Now for what seems the most polemic part of my plan. Yes, I'm sending Eike to investigate the Cult of Ulric. We need to learn about it anyway, magically she's about as capable as the Hochlander and has more Intrigue than we started the quest with. She's good in a fight too, so that's also another angle to ingratiate herself with Ulricans. Plus, with her being so close to the Hochlander in terms of capabilities and EIC access it's basically a trial run as to how effective the EIC action can be in terms of gathering information. And even if she doesn't have much success, it'd be a good experience that she can learn from, so I think it's a very good idea.

Very quickly people start raising them en masse, and turnign them in for teh reward.

Finally the bounty is revoked, and the snakes are let loose.

In that case I really don't think that will happen. Starting because these wouldn't be random thiefs, but people from the Cult of Ranald. Also I don't think they can game the system in such a way cause hiring scribes is expensive.

It's the stat she's "best at", which is not necessarily the same as "highest". It's possible she's the best at intrigue because she has skills and traits that pull her stats up in specific scenarios—like how Kazador is only okay-ish at military leadership, except when he's fighting orcs with his personal army, and then he turns into a combat god.

Or you know, it is her highest stat, and I'm being needlessly pedantic.

Yes, because charcoal isn't the point. The point is to create a direct route between Middenland and Laurelorn to allow a much greater volume of trade, tying their economies together and reassuring the Eonir that Middenland has a long term strategic interest in supporting them.

This is to make them comfortable enough to share the magic secrets (and books) that they currently won't.

Boney said that in return for RoW and opening the trade route they might be prepared to send Eonir mages to lecture at the Colleges, which is a big deal.

I mean...she only has one Skill under Intrigue to be doing this and we know she has +3 Intrigue from her recently revealed 'Seen and Not Heard' as well...I'm pretty dubious she has less than Intrigue 13, though you're right that it's technically possible.
