I am going to be fair... I don't like developing any kind of leyline but the original. And that one is already developed by the Asur, so the main drawback of the Codifying and Swords plan for me is that we could do another waystone action instead of a Leyline.

Political eyebrows being raised seems like a thing we can safely ignore.
An Empire First policy doesn't seem wholly out of character for Mathilde. Especially as a Stirlander-born who remembers being responsible for the place and has multiple old friends there, including the Elector Countess who is the daughter of her old friend and employer.

On the other hand East Stirland has been recaptured and no imminent dangers lurk there, while the threat to Kislev is always imminent and the crown prince would be really happy about any results at all.

On the third hand, sabotage and attention from Chaos are less likely problems, which is nice for a first foray. Going to Boris with something concrete and tested also has an appeal.
In addition to what's been said about giving the benefits to the Empire first, note that we can give Kislev the knowledge to make tributaries of their own but then it will be up to the local authorities to actually get to work, and Kislev is currently ruled by a moron Tzar that has other focuses. Stirland is sort of an auto-win because of course Rosie is going to agree, and it might be easier to convince other rulers that our magic stones make cursed places less cursed if the ruler of that province with the zombies signed on to the plan.
I don't think that the Tzar micromanages the Hag Witches. But I do think that he might put a damper on the types of rewards we might get. And good point on EC buy-in.

I assure you, as part of the Windfall Cabal, I am bitterly disappointed at the thought of not doing it. I was really hype to see that conversation between Mathilde and Egrimm, to make it clear that Mathilde is not Alric and to bring along the object lesson of Eike. But I value thread harmony above all, and finishing Branarhune will be really nice, to get that Master Greatswords skill and be significantly more badass for our next set of adventures.

Because there are people on both sides voting for just one. So there are two paths to putting it into the lead: people adding it as an approval vote, or people subtracting their approval votes from other plans.

They'll share their knowledge back with their organizations back home when they think it's time.

There is no need for us to do anything, they are perfectly capable of getting it done on their own.
 
Something people dont seem to bring up about the mapping actions, is that if we have a complete atlas of the Waystone Network for the Old World, it would be way easier to convince the High Elves that we are in fact working to preserve and rebuild the network and not using the Waystone Project to pull a Kislev and steal away magic that is supposed to end up in Ulthuan and heading for the Vortex.

That would make negotiating for the spells we need to add Waystones to the network a lot simpler.

Idle thought, but there's two boatbuilding houses, right? And the Empire is pretty dependent upon its rivers for transport. So we might want to export Eonir crafted boats—especially since there's that new canal linking the Empire to the Karaz Ankor.

We could potentially upgrade the EIC's navy, assuming elven boats are in any way superior to human ones.

Also assuming the boat houses remember how to make a boat, and can do so in a timely manner.
I have a post about this, so I checked my info. Someone already mentioned that Teleri are the only ones out and out mentioned as boatwrights. Since you mentioned Quendalmanliye I should note that this family name is taken from an info broker and trader in Marienburg from canon Sold Down the River, so I assume that house is more focused on trade. Their decision to support outside contact favors this interpretation.

At least 24 hours, beyond that it ends when the vote has mostly settled and he feels like closing it. It probably won't be closed soon since he tends to start writing right after closing the vote and it's late at night in Australia meaning he'll probably wait till morning before closing the vote.

It makes us pull the research sideways into river leylines, which sounds nice and cool in practice, but Ulthuan already has the passcodes for the original and working leylines. It will pull research potential away from our main focus, which is to rebuild a waystone.

Well, if the vote closed right this moment the Red Riders plan would win, because 3 Red Riders dropped their vote for their plan while a whopping 7 voters of the non-apparition variant dropped theirs (you have the power of 4 votes, now). And let me tell you, this would not improve thread harmony one bit.

The way to make compromise plans works in an approval vote format is to vote for then in addition to your main choice. If Codifiying and Swords is such a good compromise it will win that way.

There is no point of banging out head on something that is not going to happen when Rivers are decent alternative and I remember the reason we started with Leylines was that if it turned out it was impossible we would move to other options. IT was why we didn't try rivers first.

Huh, Swords has now taken the lead.
Gentlemen, Codifying and Swords is not a compromise. It makes us pull the research sideways into river leylines, which sounds nice and cool in practice, but Ulthuan already has the passcodes for the original and working leylines. It will pull research potential away from our main focus, which is to rebuild a waystone.
Well, you could argue that having the river as a backup helps the negotiation position with the Elves (whoever we talk to), since we won't be dependant on them
 
I was going through the spellbook, and saw that of the non-Battle Magics, we have only Partial knowledge of Cloak activity and no knowledge at all of Shafow of Death. When are we planning to learn those? Because its kind of embarassing if a Lady Magister doesnt even know all the normal spells (non Battle Magic spells) of her order, and Cloak Activity is of the Relatively Simple category even.

We honestly don't have AP for it. Like we are literally Knife fighting and horse trading right here for any single of those. But if you can convince the thread to a plan with it in more power to you.
