I have received orders to transport a delegation of Federation councillors and other high level politicians from the Orion Union to Qloathi space for a high level economic summit.

My command will be arriving at the Orion Union world of Duaba shortly to bring aboard the Orion delegates for transport to Qloath.
Captain's Log, Stardate 27006.4, USS Salnas, Captain Sorek

I have set general quarters throughout Salnas as at 15:55 Hours Starfleet Underway Time Lieutenant Commander T'Pel detected three Andalusian class Hishmeri frigates emerging from under emissions control directly across our course.

I immediately ordered a course change to return to Orion space at Warp Factor 12.5 and the broadcast of a wide band distress frequency.

At 16:05 Hours Starfleet Underway Time a formation of four Thoroughbred class Hishmeri frigates were detected moving into Salnas's new course at high warp.

I have ordered another course change towards the Mar Oscura nebula to evade my command's pursuers at Warp Factor 13.5.

I intend to lose Salnas' pursuers in the sensor dampening effects, and damaging anomalies, of the dark matter nebula much as I did in our prior engagement with the Hishmeri.

At 02:30 Hours Starfleet Underway Time, while on approach to the Mar Oscura Nebula Lieutenant-Commander T'Pel detected two Hishmeri frigates inside the edge of the nebula: One Andalusian, and one Thoroughbred.

As combat with the two vessels in the nebula's edge would result in my command being overwhelmed by the pursuing Hishmeri frigates, I ordered all power to be diverted to Salnas's tractor beam and shielding systems. Then, targeting the Thoroughbred class vessel, Salnas locked the Hishmeri frigate in a maximum power tractor beam.

I intend to use the bulk of the Hishmeri vessel to clear our path through to a stable region of the Mar Oscura Nebula where my command will wait out our Hishmeri attackers until Federation reinforcements relieve us.
Captain's Log, Stardate 27007.475, USS Salnas, Captain Sorek

At 3:10 Hours Starfleet Underway Time I was obliged to recover the crew and passengers of the Hishmeri vessel in the gip of Salnas's tractor beam, as the Thoroughbred class frigate had received crippling damage from our high speed run through the damaging anomalies of the Mar Oscura Nebula.

The crew of the Hishmeri ship Sunblessed Stalker were revealed to be three hundred members of the 7th Great Sept and retainers of Majestic Glittering Hunter, along with two liaison officers from the Orion Imperial Navy.

A discussion of cost benefit analysis during the Imperial Officers' interrogation led to Lieutenant-Commander Arthur being informed that our distress call had been jammed without our detection by a device loaned to the Hishmeri Majestic as part of a newly signed alliance between his Sept and the Empress Hayant.

As I have determined the likelihood of reinforcements is minimal, at 17:59 Hours Starfleet Underway Time I ordered Salnas to make a course change to bring my command out of the Nebula.
Captain's Log, Stardate 27008.01, USS Salnas, Captain Sorek

Salnas exited the Mar Oscura dark matter nebula at 04:30 Hours Starfleet Underway time.

As we exited the Nebula; Salnas detected four Hishmeri frigates moving into position to intercept my command: two Andalusians, and two Thoroughbreds.

We were able to use a calculated trajectory release of the remaining 47% of the Sunblessed Stalker's mass to disable the lead Andalusian frigate, while a precisely targeted all weapons systems activation was able to rapidly disable the warp nacelles of other Andalusian class frigate.

With the faster Hishmeri ships disabled I ordered Salnas to make a high speed sprint at Warp Factor 14.43 towards the Quolothi fleet base located at Arqeniou.

As of 6:50 Hours Starfleet Underway Time Lieutenant-Commander T'Pel has determined that my command will be able to reach Arqeniou without our Hishmeri pursuers being able to enter weapons range of Salnas.

Upon arrival I intend to inform Starfleet Command that a faction of the Hishmeri Septs have pledged service to the Empress Hayant and that my command has two captured Orion Imperial Navy officers aboard.

Yeah, I know not everyone's a fan of the dry, precision tone of Captain Sorek. But I love it. No-nonsense ass-kicking.

Commander's Log, Task Force Beyond, Commodore Samhaya Mrr'shan

Task Force Beyond hit the ground on all fours this quarter and we've already encountered Harmony vessels and diplomatic vessels across the frontier, starting with major diplomatic dust ups involving both the OSA and the Felis.

To start off this quarter, our task force received a formal invitation to attend a major cultural festival on Ikeigenoi, thanks in large part to the efforts of the hard working embassy staff there. Additionally, also thanks to the work of the FDS embassy staff, after the arrival of Salnas and Fozarri we were able to land several invitations to appear on OSA news and media broadcasts.

To be clear: While our crews were allowed leave to attend parties in the capital, Captain Sorek and I were invited to do the late night talk show circuit to promote Starfleet. I would like to believe that my own small talents in the diplomatic sphere and and the minor celebrity that comes with having been the Captain of the Enterprise put me in good stead and I believe I came across well to the OSA populace.

I was also initially somewhat worried about the Muuyozoi reception to Captain Sorek's own appearances, but he was a smash hit, being lauded as,"possessing something of a hypnotic quality," and "Surprisingly interesting." He has also become popular with the Jaikai, although the Embassy staff tells me this is less surprising.

That media success was welcome news as we were not the only great power invited to attend the festivities: a pair of Harmony Scientist class vessels, the HSDV Aeleanos vas Renais and HSDV Kasha were also invited to attend. The Kasha's Moy captain went right into beya-war, while the vas Renais' captain also made the OSA talk show circuit.

They even shared the stage with us in direct debate; and the final night of the invitations saw Sorek and I attend a popular panel show, seated across from Scholar Naros and their assistant Porevas. It was the most polite verbal knife fight that I have ever been a party to.

While it was a near run thing at the time, most commentary and polling afterwards holds the debate was a clear win for Starfleet, with myself winning praise for soaring oratory and Sorek being lauded for his blunt logic and utter inability to be directed off topic.

I hate voting against Captain R'Cyo, but he needs at least a few weeks to get his blood pressure back under control before we send him on more adventures. Besides, @Briefvoice tells us that the crew from Voshov will allow us to send out an Ambassador on a new FYM in a year or two - we can slot him into that one.

By the way is there a hard limit for explorers? It would be nice to get all of them in.

To expand a little on the other reply.

We can certainly build enough Ambassadors to employ all the listed EC potential Captains - what we cannot do is find and train enough crew for those hungry behemoths.
Starfleet only graduates the best, and EC rated crew are the best of the best.

As you consider your recommendations, you've got a news feed on in the background, mostly to have some noise in an otherwise quiet room. Your ears perk up suddenly, at the mention of USS Mendel - the first ship you ever served on, way back as a senior cadet. You pause the news feed and rewind it, listening to the story again.

"Unexpected solar flare activity at the brown dwarf WISE 0855-0714 has severely damaged the research platform there, the former Oberth-class USS Mendel, operated by the ISE Consortium. Fortunately, there were no casualties, but an inquiry is being held into the incident..."

You tune out the news feed for a bit as you look up the WISE 0855-0714 research platform, confirming what you already were calling up from your memory. Owned by a consortium of universities, supported by Starfleet. Research is focused on atmospheric chemistry, weather patterns and ecosystem of WISE 0855−0714, along with the geology of its two rocky planets. You skim through recent journal articles published by the consortium; they seem to be slowing down, to be finding less and less of interest. Zakharov University on Alpha Centauri and Wuhan University on Earth have already pulled out of the consortium, citing a need to devote resources to other, more productive projects, and Elysium University on Mars only narrowly voted to remain in the consortium last year.

On one hand, cold logic suggests that this project is winding down. And this would have direct benefit for you: Operating and supporting the WISE 0855-0714 research platform has required notable Starfleet support; withdrawing from the project would mean a small crew infusion of experienced scientists and engineers for the year, as well as a trickle of additional crew income from no longer needing to continue to support the program. It's small, but you see that it would be enough to make it possible to crew two Ambassador-class heavy explorers in 2326 with Explorer Corps crew, rather than just one, presuming that you send Voshov to the regular fleet.

On the other hand, the Mendel has sentimental value to you. She was the first ship you ever served on. And there would be political hay raised from ending Starfleet support for even a minor platform like WISE 0855-0714. Sure, there'd be some small resource costs for repairing the platform, and you'd lose out on a bit of extra starship crew, but science is important, isn't it? Or is this sentiment talking?

Just to note, if we go to local logi pools (for example, if a war begins), both Starbases and Outposts affect how many ships you can have on a front, and both are defensive installations, but compared to costs Starbases are more of a defensive strong point and Outposts are more about supply distribution.
