A defiant minority. I don't like retiring ships from the Corps when I'm not sure they're incapable of the Corps' duty. And we need to get a few more regular fleet Ambassadors out there anyway; they're not Corps-only and the regular fleet has some demanding duties as well.

As much as I want more regular fleet Ambassadors myself? EC missions are exceptionally challenging and dangerous, and it's a loosing proposition to trade a next-gen Ambassador out for an Excelsior-A. The Corps is in the process of ranking up the difficulty of their missions, and Excelsiors won't be able to keep up. (Literally, as the Excelsior-B refit is planned to exclude EC required ship parts.)
We have 1 ambassador not in the EC and will have 2 more by the end of 2326.

The bravest of all Starfleet captains, if only because he feels the most fear. A surprisingly hands-on Captain, R'Cyo has dealt face to face with many opponents over the years, and though in a few cases he has been forced to resort to violence, in most cases he has been able to resolve matters with words alone.
