Anti-Harmony Operations, 2325.Q2
Asset - What you use to actually conduct a mission. Assets come in two types: Ground Teams and Ships. Multiple assets can and should be assigned to missions; they will roll their combined stat to determine successes. Stats - There are a number of distinct stats involved.
Kinetic - Shooting, use of lethal force as necessary to secure or destroy a target. If you have no Kinetic value, can use Subdue at 1/2.
Subdue - Use of less-lethal force to capture a target. If you have no Subdue, you can use Kinetic at 1/2.
Computer - Hacking, digital intrusion, subverting, coding, firewalling - if it involves modern computing, this skill covers it.
Analysis - Forensic work, scientific assessments, and other high-technology approaches.
SophInt - Spy work, acquiring and interacting with informats and other sophont assets.
Infiltration - Sneaking into a target. Infiltration marked with an asterisk is for use infiltrating the mission area, and is typically for use by ships to approach protected areas.
Health - Your ability to get out of a marginal mission without assets becoming disabled or permanently lost. This is handled on a component level.
Escape - Your ability to exfiltrate. Assets with an asterisk only employ this ability in the event of a failed exfiltration, or a failed mission. A subsequent failure results in the loss of assets, while a success in an emergency exfiltration results in damaged assets.
Missions and Events are handled by attempting to roll a number of successes, as per the mission or event profile. A success is, in effect, passing 7, 10, 13, 16, or 19 on your roll, in ascending number of successes.
If you equal the number of successes, you have had a clean success. If you exceed the number of successes you can gain a bonus. If you fall short by one success, it is a marginal success; you accomplish the objective, but you have to roll health and escape checks for each team (needing as many successes as the shortfall (here, 1) to pass). If you fall short by two successes, it is a marginal failure, you roll health and escape checks and do not accomplish the objective, but there is no incident. If you fall short by three successes or more, it is a blown mission; in addition to not accomplishing the objective and rolling health and escape checks, you will have to deal with an Incident.
Incidents are why you have political coverage. They usually just cost pp, but could have adverse effects in other areas like tag process, research progress, Harmony Access points, or losing access to some assets for a period of time.

This was originally intended to be a penalty against Harmony forces, however, with the event generated system for the Homefront that we eventually went with giving +4 on the generic security responder that handles any event you don't respond to. So the net effect is the same. (We ended up deciding against giving Harmony assets per se, so there was originally nothing for this to act against)
Phase One: Disruption
Terminology:
Target - A person or place known to be a hub of Harmony infiltration. Mission - An approach to engaging a target. Missions come with required Stats (the number of successes required for each stat in order to pass the mission), and with Disruption and other rewards attached. Success: On a roll of 2d6+Stat, successes are awarded as follows: 1 Success at 7, 2 Successes at 10, 3 Successes at 13, 4 Successes at 16, 5 Successes at 19. Disruption: Successful interference with Harmony intelligence operations. Disruption is spent at the end of Q2 and Q4 to gain benefits and hamper Harmony operations.

One of the subverted former Spirit crew members is strongly suspected of backdooring Federation communication protocols. The codes have changed, but the vulnerability is suspected to still remain.

At least one starship has been having their events sabotaged by their computer. All events this ship attends will operate on a -2.You suspect it is one of the Central Sector ships.
Classified ship movements near OSA space appear to be leaking. As of yet, however, the mechanism is unknown.
Reviews of data from the Courageous has revealed the presence of carefully mapped Subspace eddies that allowed small cargo shipments to bust customs and deliver to Harmony assets providing them with weapons and equipment. Perhaps other sectors face the same issue? (Certain sectors increase Kinetic and Subdue success requirements by 1)
Staff operating the Point 20 supercomputer centre at Ke'luur, the central hub of the HBZ, have started reporting data anomalies. Perhaps it is nothing, but it could represent a problem. (It is a problem, +1 to Harmony Access for any failed or marginal event within the HBZ or Okatha)
Tech Teams can be assigned to Technical Obstacles or Research Opportunities. A number of d6 equal to the Team Skill will be rolled, and the sum applied to the task each quarter. When finished, each task will provide a bonus, take away a penalty, or will reveal a hidden penalty that is in effect.

Now that Office 15 has an idea of what they are looking for they can spearhead efforts to isolate Harmony cells within Starfleet and the Federation. You can partner them with research teams that cooperate with the Ship Design Bureau to ensure that the asset is clean, and to start the process of clearing Daystrom and Amash Hagan of their suspected infiltration.
You are aided in this regard by the Integrity Office of the Federation Diplomatic Service, giving you two options each turn. They can partner with member worlds, such as helping the Amarkian Gendarmes clear their sector with the assistance of details from the Courageous.

Phase Three: Access
The job of defending the Federation from Harmony incursions is, of course, everyone's concern. And if all else fails, local authorities will be on hand to make at least some effort to defend against any event. The role of Starfleet Intelligence, and other possible defensive assets, is to be on hand for specialist situations and defray potential problems.
Almost all events that require Subdue can be re-rolled with Kinetic as a backup, but this will always generate an incident potentially costing PP.
Your Task Groups will be assigned to available assignments as listed below. You can assign multiple teams to a zone, and/or leave them empty. All events in an empty zone will be handled by the "Generic" responder, which is effectively ordinary law enforcement and other local authorities.

This is a starting point for a plan. I am not wedded to it, and am quite open to changing it.
Offensive planning here is mostly just matching teams to targets that match their skills. I'm aiming for high Disruption, but our options are still a bit limited. TG Sunglass just isn't that well set up to do much, unfortunately, mostly because they have a dismal Computer skill *and* a dismal Investigate *and* dismal Analysis. Options for them are a touch slim.
Research is fine - continue what we've been doing, get the Comms guys on the Firewall boost. Auditing, though...This line:

Fastener needs to roll 5 on 2d6 for Kinetic, and needs to roll 4 for 2 Computer successes. Disruption 4 and up to two new targets.
Guardrail needs to roll 3 and 3. Or 6 and 2. Easy, and gets us Disruption 2 and d3 new targets!
No Waterfall unfortunately . The only action that they are suited for has Kinetic 5. Now, this is doable, all that they would need is to roll is 6 on 2d6, but... (Certain sectors increase Kinetic and Subdue success requirements by 1), and nope to that. Kinetic 6 would need them to roll 9 on 2d6. They will have a to wait a bit longer still.

Continuation of last quarters research, and securing our EC ships. It's cheap and could easily prove critical. In planning the OFF vote, Infiltration did not seem to need boosting, and Subdue is not used at all yet. Firewall is nice, but also expensive. Lets pick the low hanging fruit first.

[][Audit] Integrity Office: Staff operating the Point 20 supercomputer centre at Ke'luur, the central hub of the HBZ, have started reporting data anomalies. Perhaps it is nothing, but it could represent a problem. (It is a problem, +1 to Harmony Access for any failed or marginal event within the HBZ or Okatha)
Computer troubles at one of our main supercomputer centre near the harmony is something that i think needs to be dealt with fast.

So, people on Discord had some valid critique about my plan this vote being too long and hard to comprehend. Hard to compare and judge them.
I tried to explain my reasoning for my picks, but I understand how daunting, especially OFF, is. I almost gave up there a few times.
So! Let me walk you through how I made it.
First, priorities. What are we looking for? last turn was targets, this turn are agent cells developments (need two teams, any skills), and Disruption. Because we have, as you can see, plenty of targets to pick from.
Also quite a few high Disruption missions give us new Targets.
So, high Disruption (3+) missions are these:
A Harmony Forward Supply Depot has been identified in the Luraperou System.
Mission: Raid the depot (Kinetic 5, Escape 1). Disruption 5.
A stealthed Listening Post has been identified at Alpha Apris III-2.
Mission: Raid the post, shutting down its operations. (Req: Infiltration 2, Kinetic 3, Escape 1). Disruption 4. On a clean success, test Computer, and if you get at least 2 successes, identify one new target and add +1 on the lowest HBZ Policework roll this quarter.
Mission: Bureaucratic Harassment (Req.: SophInt 3, Investigation 3). Disruption 3. Gain two new missions against the clinic.
Reminder: We roll 2d6+stat, 7 is one success, and every 3 over that is one more.
Forward Supply Depot Raid is tailor made for Waterfall (Kinetic 13, Subdue 10, Infiltration 6, Escape 5, Avg: 4*). It would need 19+ on a 2d6+13, so 6+ on a 2d6. But there is that pesky (Certain sectors increase Kinetic and Subdue success requirements by 1) among suspected penalties, which would require us to roll 9+, a bad bet. So I have discarded this one, for now
Listening Post Raid needs a team good at Kinetic, Infiltration, and Computers. The best fit is Fastener, with Kinetic 8, Computer 6, Infiltration 8. How likely are they to succeed? Infiltration needs 10 on a 2d6+8, so auto success. Kinetic needs to roll 5+, Escape is a sure thing again. Computer needs to roll 4 for maximum reward. Good odds all around, great rewards.
Known Singer Hub Destroy needs a great Kinetic score, so lets start with Waterfall (Kinetic 13, Subdue 10, Infiltration 6, Escape 5, Avg: 4*). Escape would need a roll of 8, so no go. Second best is Fastener (8 and 9), but those are the best fit for the above mission, so lets look further. There is Wave with 7/9 which would need to roll 6+ and 3+, and Guardrail with 8/8, which would need 4+ and 4+. The latter is better, and a good chance. There is, however, the option to hack instead (Mission: Information Hack (Req.: Computer + Infiltration 3, Escape 2). Disruption 2; d3 new targets.), which I ended up going with instead, because its even more likely to succeed, and I judged d3 new targets to be worth two Disruptions and the option to return to the hub in the future for more easy and profitable hacking missions. Edit: Or to destroy it next turn, if the hacking is one time only.
Health Clinic Harassment needs Sopint and Investigation. Our best Sophint team is Season, which also happens to be our best Investigation team (Kinetic 2, Subdue 8, Computer 9, Analysis 7, SophInt 11, Investigation 9, Infiltration 6), so this one was obvious. Rolls needed are 2+ and 4+, excellent odds.
And thats three teams taken. The last two need to train the Agent Cells to get us more teams, for hopefully obvious reasons. Not to mention that only Disruption 2 and Target acquisition missions remain, so no great loss.
And that's OFF done!
That took a while. I will post this now, and either edit the explanations for other votes in, or put them in a new post. But the worst is behind us now!
TECH vote is mostly a continuation of old research. The only decision here is to pick Daystorms assignment.
The choices are:
Backup core purge routine, develop a system to allow compromised Ambassadors to reassert control via the backup cores. [25pt]
Increase Decryption, +1 Firewall Level. [60pt]
Increase Resistance to Harmony Conversion, +1 Infiltration to attackers [50pt]
Neurological-Nadion effect simulations, +1 to Subdue for attackers. [40pt]
Alternate approach brainstorming, generate new options. [35pt]
Brainstorming is right out. Did we need more Infiltration or Subdue in the above vote? No. Firewall is good, but Phase 3 is a hard to understand vague mess so its hard to say how good, and it is expensive.
We are sending off 5 Ambassadors this year, and Chen has good bonuses for our EC ships. I highly doubt that EC ship or ships will not be critical to solving this crisis.
It's also cheap, a low hanging fruit.
AUDIT is a choice between another research team, checking our a fleet (which means what exactly?) or TF for penalties, and a check of our warmaking ability for one team, and which theater to check for the other.
The war penalties can wait a quarter or few, we do not expect this to go hot so soon, if ever. Checking fleets (?) and TFs would not help with this crisis. Research is vital for resolving this relatively peacefully though, so the research team it is. Next turn, I would probably check out the Gorn TF though, unless new options turn up.
Theater is easy, Coreward is the one that borders HoH.
SECURE is pretty much the same as last quarter, EXCEPT that Greenleaf got buffed and is no longer useless. Which resulted in it swapping with Yarden. I really do not expect any disagreement on this vote.
