GMs say that these two stack; each can generate its own "Raid Events" in addition to normally rolled Events, meaning a rare chance to make more progress than we could otherwise make. Definitely worth it.

Not only does it require 50 PP of investment due to it's unpopularity, it also requires the more concrete investment of 6 Excelsiors, an Apiata Queenship and 2 Apiata Stingers. The 6 Excelsiors are the most pressing point. If we eliminated that task force, we could, with the remaining ships:
Convert Task Force Royal into an 8-Explorer Task Force: replace 3 Renaissances, a Centuar-B and Kepler with 5 Excelsiors.
Create a Task Force for the Sathuri with 3 Renaissances and an Excelsior.
We could also do other activities like courting the Uaquoo.

If we don't do something to link up with polities on the Cardassian border, they get eaten by Cardassians. We saw this with the Chrystovians. If we don't think we need to commit ships to preventing that outcome in the future, that's fine... but I think we do.
That said, I for one am voting to switch to the Dobetians, which has no associated pp cost.
The Allupi are a sufficiently powerful minor power that the Cardassians aren't keen on taking them head on (expect spy games when the Cardassians do come for them). They also have a bunch of social practices that are not very Federation compatible.
Their neighbors, the Dobetians, are a smaller, weaker polity (and closer to the Cardassians?), and have fewer non-Federation compatible social constructs (we think, we haven't actually spent much time on them yet).

I went to bat for the WOLF option to move away from the Allupii, so putting money where my mouth is. As for BUG, the evil part of me wants them to duke it out, but the thinking part of me knows it'll get messy and drag us in anyway. The Rimward slave trade seems to be a blocker for a few FDS tags, it's also freaking slavery so that's my CAT vote.
Please note that Anti-Horizon border activity in Felis space will be supported by the Horizon Border Zone Sector Fleet rather than by a distinct task force; similarly, the Licori Border Zone Sector Fleet will be responsible for supporting Anti-Horizon activity in Licori space and the Paddah Sector Fleet will support Anti-Horizon activity in Bolian space. You will be asked to select Assets to assign to Missions against Targets.
Some missions will trigger an Event for handling by the HBZ, LBZ, or SBZ as appropriate, and is processed as a priority mission (we roll responders first) for those fleets. These events, unless specifically listed, are ineligible for dual-responders.
For events, yes the Miranda's are sub-optimal. But if anything fails to the combat engine, having the Miranda's present in Vanguard would be valuable. (They should not participate in Scout or Skirmish unless something has gone horribly wrong).
So, we're going to backstop it with 3 Miranda-As? I think that's a major mistake. We should be designing this sector like an opposed task force. And any sector where there's a risk of Miranda-As pairing shouldn't be a critical one. The best way to design the HBZ is to take the worst possible pairing it can generate and curate the ships until that pairing can reasonably handle any event. The filter out any ships that can be caught alone handling the special event if possible.
Don't forget that we have to pull ships from the garrison for missions! If we take the Excalibur and a Rennie, the sector is 2 Rennies, 3 Miris, and 1 Kepler, that is not where we want to be. It wouldn't be sufficient in a "normal" year, nevermind a year we've been specifically told to expect extra events. This is a "must succeed" sector and this deployment sets it up for failure.
2. The LBZ. This sector takes ships for anti-HoH missions in Licori space and for negotiations to resolve the civil war (or to intervene in it if it becomes bloody).
This fleet can't remove ships for missions at all. Take the Excelsior and a Centaur-B and we have a 3-ship garrison plus a Miranda. Those 4 ships won't handle the emergency HoH mission well if it happens. I feel this is badly undermanned.
With two of those ships gone it's staffed like a typical internal sector, but there's no margin for if we have more anti-HoH missions. Likewise its mutual support sectors, the LBZ and HBZ, will be having their ships eaten too and aren't likely to be able to support. Undermanned again.
4. The SBZ. Most notably for the half of the year after Q3.
So we've pulled two rennies in for refit from this sector and replaced them with Keplers. On the face of it this is okay, but this sector generates events to support anti-HoH missions. I feel tearing out two combat ships and replacing them with two Keplers is probably a mistake, but it's minor compared to the three above. A
Using a blooded Constellation-A and a Centaur-B is a pretty big waste of crucial event response ships. We could pull the three Miris from the HBZ (or two and one elsewhere) for the Vigour, at the very least, which can free a Rennie or blooded Centaur-B from an internal sector. A complex redeployment can probably free the Whale, too.
I could go through task forces individually but the fact is there are probably just too many of them. Ships are being spent in TFs instead of critical anti-HoH sectors. I feel this plan falls flat in crucial areas in exchange for trying to grab as much task force candy as it can stuff into its cheeks.
I guess I'll put together an alternative. It'll be a few hours.
I think SWB has a point in that we really, REALLY need to have very, VERY strong sector fleets now that the sector fleets dealing with the Harmony are our main line of action against them. Just at a minimum we should be taking basically every ship formerly serving in Task Force Boldly and dividing it up among those fleets, using the member world ships from that task force to free up Starfleet vessels from elsewhere.
Here is the tl;dr:
- Major reinforcement to the HBZ (9 ships, shifted from Miris), LBZ (8 ships, +2), and Paddah (7 ships, +2) sectors. All sectors have double Excelsiors and no chance of solo response from a Miranda - the worst we can get is the T'Mir. The objective here is to construct BZs that still function if two or more ships are missing doing other things.
- Modified the FDS ships to free up event responders.
- Sathuri TF unfortunately axed. In the unlikely event Welcome finishes it can redirect.
- Took the Sojourner from Goodfoot for the HBZ. The mission description is "no more than seven", so this should be fine if not ideal.
- A few tweaks and ship shuffles.

Here is the tl;dr:
- Major reinforcement to the HBZ (9 ships, shifted from Miris), LBZ (8 ships, +2), and Paddah (7 ships, +2) sectors. All sectors have double Excelsiors and no chance of solo response from a Miranda - the worst we can get is the T'Mir. The objective here is to construct BZs that still function if two or more ships are missing doing other things.
- Modified the FDS ships to free up event responders.
- Sathuri TF unfortunately axed. In the unlikely event Welcome finishes it can redirect.
- Took the Sojourner from Goodfoot for the HBZ. The mission description is "no more than seven", so this should be fine if not ideal.
- A few tweaks and ship shuffles.

I think you should replace one of the commanders with:

Does anyone think that the Affiliates project is sucking our PP dry since we are now officially spending at least of our PP on it a year? Its a little disconcerting since the more task forces we create to affiliate more species on we have to spend more PP and thus reducing our PP count even more.
