Given the transcendental paperwork snarl that's preventing him from retiring because he's already legally dead, I would be compelled to write an omake in which Starfleet's personnel database eats a paradox to the face and collapses into a transdimensional Ouroboros singularity, causing demented scritchings at the walls of reality as the boundaries between life and death are literally blurred. At least in Starfleet's paperwork.
Would we see Leslie's personnel file joining Rincewind's lifetimer on Death's desk?
EDIT: My brain is weird. I now want a Star Trek/Discworld/Star Control crossover. Rincewind ends up on a Starfleet ship just in time for first contact with the Spathi.
I'm fairly sure there have been other events where we've lost serious amounts of Affiliate/Ally relations before. IIRC there was a string of bad luck with the Honiani a while back that set us back by over -50 Relations at least.
Task Forces and increased Diplo push numbers are taking up a large amount of our pp. You know what would be neat? A big, expensive pp option that made a single push per year free going forward or something.
As far as the PP shortage goes the completion of Arsenal of Liberty should make shipyards and related infrastructure cheaper to buy. So reduced costs for new berths and maybe HIP cost reduction in next years snakepit might make yard expansions a little more viable.

Coffee was the order of the day for most of the sophonts gathered around the meeting room. A pair of Apiatan aides were all but mainlining a sweetened drink from their homeworld, the only thing that let them keep up with the dizzying array of instructions you and the rest of the Admiralty were handing out.
The USS Courageous was a peculiar ship, you reflected. When discussing the incident with Ainsworth, the outgoing commander of the Explorer Corps, she had confided in you that the nickname for the ship in Mission Control was 'Canary'. You hadn't got it at first, of course, so you had to listen through a talk on coal mines and gas deposits from the native earther.
Well, it had followed through on that nickname once more, managing to stumble upon an entire Breen warfleet. The notoriously secretive Breen had proved no less secretive this time around, and only a last ditch Dreamer Collective intervention staved off final disaster and a lonely anonymous grave.
You make a quick note to yourself to send the Dreamers a thank you note.
There was no keeping the crippling of a ship with the notoriety of the Courageous quiet. It started with the rumour boards of any number of Starfleet watching social collectives, and shortly after the journalists on the deep space beat. By the time Courageous returned to Federation space, your message queue was on the verge of burdening the HQ mainframe. A slight exaggeration, but not as much of one as you'd like.
The Council was predictably in turmoil, with closed-door debates on the prospect of war somewhat closer than you had expected. The Development faction had played the swing vote between the Hawks and Expansionists on the one side, and Pacifists and Mercantilists on the other. In the end, they fell in on the side of the President. However, no one, even the most ardent of the Pacifist faction, wanted to see the Breen left to proceed with their unprovoked assault unopposed. Moreover, no one wanted to see the nascent Romulan government backslide into xenophobia.
The office of the President has already summoned you to provide the President with options on how to proceed. What you have to say could have a tremendous impact on the future course of the Federation. For the first time, you start to really understand, bone-deep, the awesome power that comes with your position. Sure, you've always understood intellectually that Commander, Starfleet has been the joint most-powerful person in the Federation, but all the different ways you could push a course of action that would drag the fates of more than a hundred billion along with you are abundantly clear. You could even push a vote for war that would bring the Development faction on board.
Of course, that way lies madness and Admiral Rogers. At its worst extent, Admiral Cartwright. You must keep the needs of the Federation first and foremost. And so, as the ideas of the leading lights of the Tactical and Operations commands are exchanged around you, you sit back and do you best to fix in your mind what the Federation needs here.

Absolutely useful for the Romulans to hold on. Also a little worrying for the Klingons, but it's not like it's full military operations.

My instinctive response is "haha no" but there's merit in this. The Romulans might or might not understand, but it'd certainly match the stereotypical view of the Federation and if I were the Breen I'd grab the olive branch desperately to avoid getting invaded. We might be able to wring out some concessions, but probably not an end to the fighting-they know this is do or die.
