Spending resources on a non-essential morale project (which is all the Argus Array amounts to for the next 4 years) while we're engaged in a diplomatic knife-fight is not a good idea. Let's at least try to practice good governance in fictional form.
To be fair, we'll probably always or nearly always be doing something important, and Starfleet's scientific mission isn't inconsequential just because we also have military and diplomatic functions.

Given the Argus Array explicitly only grants a reroll in one theater of space, expecting it to help a situation in another galaxy is overly optimistic in my opinion. Still it's a cool project and I'd love to build one near the CBZ just to make the spoonies paranoid. Too many other things we need though and with all the member ships we have called up we don't have as much pp to throw around as in the past.
Since the Argus telescope array is definitely a subspace instrument of unprecedented sensitivity, I would not be at all surprised if it is the only instrument capable of detecting an extra-galactic transmission. And might do so routinely, even if it's more likely to actually help in the context of stuff happening closer to it.

I mean, the Hubble Space Telescope did everything from observing the nearest stars to taking pictures of the farthest depths of the observable universe.

The Hubble has even found other Habitable planets for us AFAIK as well as a bona fide Water World IIRC. And as the saying goes. Where there is water There is Life.

Come on, this is a good year to take care of some stuff that's been piling up for a while and that we should really get to.

I want to make Personel a Vice Admiral position, yeah. But I question the usefulness of a listening post that we don't really need, and a 1mt berth when Federalization will give us many more. More FDS Task Force attachments might help eventually, but we had three of them this deployment vote. None of these three items are things that have been piling up, and together they cost 72pp. I'll trade them and the Vice Admiral position for the Argus, absolutely. I'm not enthused by it taking four years to build, but better to start it now than never.

I feel like this is a good split of diplomatic resources. The Bajoran Diaspora and the Vermillions become affiliates, meaning that we start to get a trickle of crew income from them and they get auto-rolls every year. The Gorn at least lets us make a little progress this year and ideally a mini-intelligence report. Then the OSA and the Licori help our diplomatic efforts. I know we need to do the Felis too, but clearing Horizon tags faster on the OSA and Licori helps free up ships to concentrate on the Felis. Beyond that, we get our long-delayed listening posts for the Romulans, an additional Security attachment will no doubt be useful, and finally do the Personnel promotion we've been discussing for a decade. Finally, I am jumping on those additional engineering ships!

Does it just create more of the same old security force attachments that enable Raid events, or will the new attachments have new capabilities? We already have (I think( three attachments that can do raids.

Is that what they do? I thoguht they just created an attachment of that type, so for example we could have two FDS attachments fielded instead of just one.

No, not really. But that wasn't how I had understood it to work. Need more clarification.

I don't feel strongly enough about this snakepit to vote currently. None of the serious plans have items that I strongly disagree with.

A question for the GMs, which they might not have decided on yet, themselves. When the five Federalize their navies, do their engineering teams come too? And would we then have requests from those governments to build X at Y, which I presume their teams are currently doing quietly in the background?
 
Starfleet Intelligence expansion is about putting an extra Office into the field-deployable Departments, so that they are more likely to be available/in a high alert or state of emergency you will have increased options available. They also by necessity mean extra task force attachments can be generated.

That's something that needs to be ironed out as part of the Federalisation process. In particular, whether groups like the Tellarite Colonial Engineers group joins, or remains separate in order to carry out work like this.
