If we drip feed onto Apartment Blocks, everyone will have high quality housing in one year.

If we are consistently rolling below average, then we should plan around it. Instead of assuming the average of a D100 is 50, have it at 45 instead. It might help with dice allocation and buffers.
 
Okay. Based on Map the ZONE Priorities might be making sure that the Tibetan BLUE ZONE gets a corridor of safety or at least reinforced. Perhaps through Old Pakistan with the Karachi project. They are totally surrounded.

With both Arcologies and Communal Housing complete, we're down to something like 4 points of population in low quality housing. We can probably get away with slow rolling the next phase of Arcologies and doing logistical stuff.

We should definitely put foward a phase of Apartment Complexes this quarter, just to get those last four LQH points into housing--and give a little breathing room for those in communal housing that really need their own space.

I'd like to do that alongside ICS, and maybe Fortress Towns now that new rifles are in and shells are on the way.
 
Should anybody be interested I did an analysis for our military plan goals as well and the required number of dice (before Philly 5) is 4.22 needed Dice per turn assuming average rolls of 50 and 4.46 needed Dice per turn assuming average rolls of 46.

I do not recall GDI successfully targeting major warlords in the mainline games; the only occasion I recall that might sort of fit is Renegade. And I dont believe we have been targeting warlords here in this quest.
