If we're ever going to take a risk like the energy conference, it's now or never. If we roll well, we can follow this up with a bunch of safe low-risk options going forward.
 
I think you're overvaluing the reward to be honest. He'll get a trait like "Poltical Tiger Rider". I just don't like taking the risky option in Planquests. We should be hedging our bets, not going all in.

Statistical Planning over in VSNKh Quest was absurdly, not-worth-it risky but we did it anyways and it kinda singlehandedly saved the Soviet Union. Hell, taking Granger at all was a risky option in this one too. Taking risks pays off if you win, that's the point of a risky option there's something good behind it to make up for the risk. Taking every risky option every time isn't a good idea but only ever accepting 99% chance bets won't get you any shinies either.

I literally said hedge our bets. You can't hedge a bet you don't take. We know literally nothing about Seo Thoki. As a bet, it's a total blind bet, with unclear odds other than 'risky' and unclear rewards. I don't really get where you're putting that bet against betting on Granger or Stat Planning. In both cases we had clear ideas about the benefits and risks, plus those had potential fallout over time, not pass or fail our choice of successor.

Plus I advocated Chicago, which is another huge gamble. Acting as if I'm afraid of risk is disingenuous.

With Chicago becoming an ever more critical part of the Initiative's overall economic system, and one with a significant military presence, making the introductions in Chicago will be a mark of confidence in the military's ability to protect him, and an indication that the Initiative's newfound aggression will continue, and the high levels of funding along with it.
I am actually partial to Chicago Planned City option, it holds the promise of driving back the Tib and protecting everyone that enters the expanded GDI territories.

It would normally be customary for the Secretary to say a few words as the refinery module came online. However, by giving the honor to Seo, it would be possible to indicate him as your successor,push him into the ceremonial limelight, and gather support from the Starbound party. However, it is only a ceremonial statement, and will have low risks, but also limited scope for rewards.

Yeah that's fine, if we have to reroll that's the cost of doing business. I'm not that attached to him that I won't gamble with his candidacy.

And Chicago's not a gamble, it's one of the most heavily fortified locations in North America, he's gonna have a platoon of Zone Troopers as his personal bodyguard or some shit, and it's pandering to one of the larger Parliamentary parties. I don't see how that's risky, it's one of the safe "choose a side" options like the Developmentalist PAC and the Enterprise refinery. His chances of being hurt or killed are probably greater riding a spaceship into orbit than going on a heavily supervised visit to a massive fortress tbh.

An unbiased and eager audience who are willing to listen to Seo Thoki's ideas on Tiberium. It could give Seo a lot of support when he takes over as Treasury Secretary and Tiberium Mutates.
