I'm really not so fond of Rima Alcard: -5 per die on a department is kinda painful, and I am not convinced the robotics/automation projects will be all that worthwhile, when I feel it is likely we'll get similar projects when we actually get low on Labor. And getting another Orbital die will free up free dice for LCI and other things.

I want Doctor Rima for light industry/robotics. Fully automated socialism.

Dr Taylor for Heavy industry and the bonus to department of alternate energy.

Dr dinesh for the agri dice and genetically engineered plants. I.E poultice plants, and, depending on how broad that bonus is, it could even effect things like our kudzu and potentially even just regular plants.

After that, honestly either a specialist for orbital. Or possibly graduates since we can use that to get an orbital, and possibly even other stuff like more tib dice.

so 1 LI, 1 Hi, 2 agri, and 1 each to tib and orbital from graduates. Seems a fair spread IMO. Though of course, the alternate is that it's possible to pick up multiple orbital dice.

Considering how much orbital we need to do, I'm thinking we need to grab two of them.

Interesting choice. We have some mega projects to do in light already so not sure if we need to unlock even more until the current ones are done but it's a neat idea.

In terms of demands, her goals are simple: Ensure that the overwhelming surge of power production that created so many of the problems that she has been working on for the last few years does not happen again in her career.

Very interesting. It improves DAE by 33% from 3 a turn to 4 a turn. That could make it useful enough to go for. And having a extra heavy industry dice till then is quite nice.

While he does ask that his creations be made freely available to the Brotherhood as well, it is a relatively small demand for a scientist of his capabilities.

Reforestation will likely involve gene modified trees, Bora's bonuses will be useful there as well.

I generally agree with @Lightwhispers 's plan.

First off we need Orbital picks to make our commitment more reasonable, while we could probably get away with not getting more Orbital dice, it'd be unwise not to. Of the three Orbital picks (ignoring the Graduates for now) Micheal O'Brian is mechanically the best Orbital pick, providing a die and a general die bonus. Furthermore narratively he is still solid as everything we build in space is going to need a generator, and if we can get smaller fusion easier to put in those stations and ships all the better.

The next choice is if we need a second orbtial die. I think we do, as we need to heavily invest in Orbital to meet our plan goals. Of Henessy and Castro, I'd be satisfied with either, one promises better G-drives earlier, the other promises better black water ships and fighters. I don't necessarily think we need both of them, or the full memery of O'Brian, Henessy, Cartro, plus Graduates (Orbital)

The question of the remaining 2 slots is between Bora, Bernard, Whittard, and Alcard. Of these Alcard is not currently needed narratively, are her speciality is for automation, and while we are likely to start more heavily towards that, it is still some years away. We will need our Cap Goods reserve to be significantly bulkier to commit in that direction, she is someone to keep an eye out for next plan though. Whittard is nice and the narrative of better logistics is great, but its not something we need, and the mechanical benefits are a bit lackluster. Bora and Bernard on the other hand...

Bora is a 2 dice for one pick, and while there may be some IF pushback, solving the caffeine issue is of national importance. Plus the potential synergy with Reforestation and the bonuses to our other genetically engineered species is great.

Bernard makes DAE a must have. While we are developing better Fusion, exactly how effective (and expensive) it will be is still up in the air, and we do need a source of Energy that is die efficient, cheep, and not going to tank our PS. Bernard makes DAE equivalent in Energy per die efficiency to V1 Fusion and liquid Tib. Taking him and immediately grabbing DAE effectively gives +60 Energy over the rest of the plan.

Reading about the Deep Red, the Pass disaster, and how the glaciers actually DRAIN Tiberium fields to regenerate themselves, on top of how it mutates to be more resistant to harvesting, one can't help but think Tiberium is more intelligent then we actually realize.
 
TBH, we really shouldn't turn down O'Brian. We paid through the nose to get the AEVA's +3 for Orbital, and O'Brian's +2 by itself is nearly as strong. Combined with his extra die, and he's easily the best candidate for Orbital, if we only had to pick one +Orbital person.
