[X] Reject additional security measures

What if the next Dr. Mobius was born in a Yellow Zone? Is that really a resource we want to give to NOD?

Well I guess I know our next infrastructure priority. We need to build enough housing to finally shutdown the refugee camps. Which we really should do seeing as the war has been over for 3 years now.

For the colleges it looks like a choice between the Hawks and the Yellow Zone. Well the Hawks are basically never going to be our allies without us bribing them with military factories, so I guess Yellow Zones it is.

For education looks like it's on to Technical schools. Very important. Try keeping a society running without plumbers and welders.

Just spend more dice on the military and have Granger stand in front of a bunch of zone troopers making speeches about grand strategy and patriotism or something. No way in hell are we gonna let NOD stop us from squeezing them dry.

If there was something like, blanket making guns harder to get, or just massively increasing our numbers of police or something like that sure. As it is, the only immediate options we have are to push yellow zoners away when our main desire is to bring them in closer, in order to prevent Nod or such getting their claws in them.

So as is, discriminating against yellow zoners is a no.

I agree with the intent and reasoning behind rejection, but...
[X] Institute additional security reviews
I don't mind if Reject wins, but I do think its important not to appear like we're ignoring the attack.
Its fine to not want to figuratively attack our citizens' education, but its not as moral when our citizens' education is literally being attacked by NOD. We can cease the security reviews after things calm down and the Yellow Zones get better recordkeeping.

I think I am gonna take some leave for a bit, the recent terrorist attack that killed several Masters students and a lecturer was some heavy stuff. Lone terror attack, so I hope we continue to get yellow zone investment. Only way to beat terrorism is not giving in.

This spells out why you don't give in to terrorism.

This is likely to take some time however. Building stations for drop support is not a cheap process, especially not when a single mechanized platoon takes multiple launches, and requires fusion support in order to make a launch. Expand this to an entire RCT, and GDI at this time quite simply does not have the capacity to make a serious attempt to assemble these orbital forces. Either the forces must be assembled in orbit, or massive construction of additional lift capacity is required.

It seems like Orbital Drop RCT will not be able to be completed this plan, so a shifted focus to completing Enterprise will likely be necessary.

[ ] North Boston Chip Fabrication (Phase 3)
GDI's newest Chip Fabricator is ready to enter full scale production. While this will begin to require substantial amounts of energy, it will also provide much of the capital goods required to begin replacing old equipment and bringing online projects like the Zone Armors currently being stockpiled for a lack of chips. It will also begin outputting some substantial amounts of consumer goods with supplies that are not immediately needed. While it will not fully fix the Capital goods crisis, it will solve the chips crisis in the immediate term.
(Progress 561/600: 15 resources per die) ( ++++ Capital Goods +++ Consumer Goods -- Labor --- Energy)

I think whatever plan wins should have 2 dice on Boston to make absolutely certain it completes. I think it has a 4th phase as well, so it won't be wasted either.

[ ] High Orbit Ion Cannons
While Space Command's standard array of mostly low orbit Ion Cannons are well positioned to defend against Brotherhood nuclear devices, they are far less well positioned to stop an incoming fleet. By building and repositioning ion cannons in far higher orbits, along with adding a number of Lunar and Lagrange Clusters, the Space Force wants to intercept an incoming fleet long before it has a chance to begin landings on earth. (Progress 0/75: 30 resources per die)
@Ithillid I am curious. Is this alone enough to fulfill the Philadelphia II, Orbital RCT or Ion Cannon requirement of the main Four Year Plan or is a second stage of Ion Cannons required?

A ban or de facto ban of Yellow Zoner students in tertiary education would likely vaporize Dr. Granger's hard built good will among the Yellow Zones and the label of segregationist would not be good for us in the Blue Zones outside the pro-Hawk districts as well. Our political fate is tied to the Yellow Zones now so let us not offend them. Of course, this will not please the Hawks and it will be harder for us to draw up the next Four Year plan in a few turns.

It would be. It is a relatively easy way to do it, but as other people have called it, there are other ways to do it. And you completed that part of the plan anyway.

Boston does have 4th phase, right? So worst case we go way over and it rolls onto the next phase.
Boston has a fourth and fifth phase. 1200 and 2400 points respectively.
