I'm going with the simple and non-magical version of what is causing these ghost ships panicking crews. Like in RL the cause of ghost ships was not magical or a curse but simply the result of the crew getting scared when the vapours from the major amount of alcohol and spirts they were transporting igniting in a flashy but ultimately harmless to the health of the ship explosion. The crew see the fire and blast and flee. It is the reason for nearly all the ghost ships from the age of sail afterall.
A couple of history shows and documentaries of the age of sail and on ghost ships in particular. They even recreated the effect and the results match up with the reports of how ghost ships were. It was a while back and I don't remember the names but they were on the History Channel back when it had actual history shows on it.

Well we've let our navy rot for years and if I've learned anything from history having the best navy is super important but maybe we can get some intrigue options to see what's going on. I wonder if we can also start figuring out crude metal clad boats?
We are currently in a time on unprecedented achivements, innovations, discoveries and victories. It is glorious to know that our children shall not have to look into a history book to see our greatest triumphs but rather see it with their own eyes right outside their doorsteps.
What I write today is that another historical victory has occurred. Perhaps unknown to some parts of the empire, the brave citizens of banderburd, fowlsville and cooptown have bravely battled and defeated one of griffinkind's most feared enemies. They did so suffering fewer casualties and fewer deaths than ever before in recorded history. It is with unrestrained pride and joy that the Office of Disease Control (ODC) can declare that the Featherpox outbreak in Kestrella can be declared over a scant few months after it occured.
This momentus occurance is attributed to the great coordination of the ODC and the cooperation and bravery of the citizens. In the face of an enemy known of destroying towns, crippling provinces and bringing untold suffering, the brave souls of Kestrella made the empire proud in their defiance against the Featherless crone.
Featherpox has for long had a justly earned reputation of fear, paranoia and suffering. There are few sorrier sights than its victims. Burning with fever, deliriously mumbling and the most characteristic symptom of naked, rash filled skin paint a gruesome picture.
When the first griffins start losing their feathers, when they fall in the middle of the street from exhaustion and fever it is natural to fear it and to flee from it, ignorant of the fact that you already carry the disease.
The true danger of Featherpox is not the weakness it impairs upon it's victims but in how contagious the plague is. A Griffin with Featherpox will most times recover if taken care of. However, direct contact with the victim will cause any caretaker to themselves fall ill. Entire towns starving, freezing, burning with fever or succumbing to secondary infections, surrounding towns isolating themselves and driving off all refugees. Trade coming to a halt, rationing, starvation, all of this is what we have come to expect from Featherpox outbreak.
Well no more. Through heroic effort, ingenious solutions and tireless dedication we have come out of this ordeal. Not one Griffin died in their home, starving and alone. We shall mourn those who succumbed to the disease but thanks to the ODC, the brave citizens of Kastella and the foresight of our Emperor, there will be those among the living to remember them.

Featherpox is best treated with care and assistance. the ODC will help provide efficient coverings and masks to help prevent caretakers from falling ill.

so, i imagined featherpox as basically measels but with the very unfun addition of all your feathers falling out. the disease would mostly spread through skin to skin contact but also possibly spread through the fallen feathers of the victims.
also, did you know that the "beak" of the plague doctor outfit was usually filled with aromatic herbs and flowers? before germ theory came it was believed that "Bad air" was responsible for many diseases so by exposing themselves to the "good" air of flowers they would be safe.

So heres the thing what should we do about the ghost ship, should we ramp up our navy and send them out in hopes of figuring out what happened or maybe try to press towards ariships. Or a third option just ignore it for now and hope the neighpon deal with it since there the naval power.

Build more ships it helps in looking for the cause and our ships are also trade vessels. The airships are still several years worth of research away from even a prototype. And the Neighpon are going to start spreading their navy farther looking for new lands to set up their colonies so we need to pick up some of the slack.

Have to agree there our navy has lacked attention for years now its time to give it some love, though we shouldnt neglect the airship, we should try to get them functioning soon as they will be very nice to have.

Staring on the reseach is fine but we can't focus on it we have other economic research options we need to keep pursuing. With the new way the budget and cost is being done we can't do what we have been and focused on military applications anymore. The airship, until it is fully developed as a proper machine(if it can actually work), will not have much economic power.
The cogs are our trade ships as well. Even when we have the cannon ships they are still going to be used. Also if it is anything magical cannon ships are not going to do anything. If it is pirates cogs are more than enough because no one in the area has anything better, if it is the mundane explanation for ghost ships then we lose nothing.
