What makes you think these guys are Gihren's men. They are in fact a major thorn and problem for Zeon in general and Gihren in particular because it was his failure of a nat 1 that let them get away and acquire all the advanced weapons they have right now.....callsign be damned, if he weren't a Gihren man I'd think this was Gato.

If we dodge blindly we need some way to recover. This isn't a flashbang that would be used on people. This was a tech ordinance designed to shut down our sensors it will not wear off unless we try to fix it. Until it is fixed we need to do something to mitigate the loss of our tracking and sensors.

I will say there is a chance it will work.
The QM is allowing it so it would be. Military operation always have phrases like this. They are designed to be able to be used in a situation without arousing suspicion but are just different from what would normally be used that it is noticeable to those that have been briefed on what they are which would be the members of the operation so the entire battlegroup we are with. This is a standard and simple thing that is in use today and there is no reason it would stop any time soon.

It is most likely hoping that our new type abilities save us. But I really don't like the OPness that the new types became so I would rather we not reley on them at all and go like Char where is was just that great of a pilot without his new type ability.
