What the miracle is there is that an apparition got transformed into an unlimited and constant AV source. There's nothing that says that there can't possibly be easier ways to get finite sources of AV that need work put in for each harvest.
It still runs into one of the problems with trying to recreate the snek juice cooler, in that you only get so many tries before your prey gets wise to your intentions.

The fastest way to getting Abel back is through necromancy, which requires Dhar.

So I am trying to tempt the thread into using technically-legal amounts of Dhar first, to get a foot in the door that we can scale up later.

Well damn. Grey College and letting her decide managed to beat out the Gold College by more than two-to-one. That's nasty.

The benefits of having a Lady Magister as your master vs an uncertain future in the other colleges makes it a very weighted choice.

Given that the only legal amount of Dhar use is exactly zero, I can see a minor problem with your plan ;)

Nothing! Nothing I say. Wights and vampires have not done a bad thing, to anyone, ever. And the slander they get for nothing at all is just heartbreaking.

I mean, Alkharad gutted Mathilde that one time. Sure, was trying to assassinate Him in his own home, but it's still rude. He wasn't even going to drink her blood!
 
If your entire population are immortal undead entities that do not need food, water, clothing or shelter, do you still need paperwork to administer them?
If you want to have a decent overview of what is happening in your realm, yes. Unless you can personally control and know where everyone is and what they do, but I think that might be hard even for Nagash himself.

Also you still need mortals, if only for the tithe of vampire-food.

Unless I am mistaken that is his end game, being alone with his puppets in a dead and empty world. For a super-genius he is not very clever that way .
 
Just bad luck.
Ghouls can't do it, Skeletons and Zombies can't do it, Ghosts are physically incapable of handling the paperwork, who else is left?
At best Necromancer-apprentices could be forced to do it.
I'll have you know that ghosts have a long and proud history of being writers.

So proud in fact that if your story is written by a ghost, tradition states that you hide that fact to give other, lesser stories a chance at competing.
