I don't see why? IIRC this was dreamed up by a player as a means to capture and study undead, and ran from there.considering the proposal SHOULD make sense on that minimum requirement.

No requirement on the QM for this to meet our mysterious puppet masters goals, as it has some concrete benefit potential, so it's not a 'trap option'. Just some more rope we asked for specifically.
None of this is required or especially helpful to record the type and density of undead the army encounters in Sylvania. Not like we have to track down every single roaming wight.
If you want to ship off bits of 'live' undead for some unknown reward, then sure, these guys could get them eventually, and probably get us an appointment with some of Van Hal's old colleagues in the bargain.
