They have a policy of uplift for pre-warp cultures, and they say that it was an uplift gone wrong that led to their unfortunate history with the Tauni. Despite their best intentions, Tauni dissidents began to take violent action. The Captain of the vessel faced by the Courageous was one who lost family in one of the terrorist actions of the Tauni separatists, and this tragically escaped the bureaucracy's notice so he was unable to get the proper help. They deeply regret the incident and have en route compensation for the lost auxiliary ships to the Tauni government via Starfleet, as well as compensation for any harm that befell members of the Courageous' crew.
hmmm, yeah that's bullshit. it's close to being a believable lie but they overextend. An uplift started with good intentions going wrong is very believable, there is a reason the federation doesn't do them. If they had left it at that and said that the captain who took a swing at courageous misread the situation then they would have a biased sounding but believable claim. Instead they add unneeded details like the captain losing family, and how they would of course have given him therapy if not for some small understandable mistake. Even in the unlikely event that they are not lying about the captain, that they would seek to excuse his behavior rather than admit fault is a red flag, and we've already had one instance of them lying and getting violent when caught.
They seem to have a strong resemblance to the reach from Dc comics. a species that conquers by pretending to be an ally and then subverting the target species government until they can convince it to hand over control. Then they go full exploitive alien overlord. They could be based off them, or it could just be the idea for them was to provide an example of why so many people find the federation suspicious.
