What was long divided must unite.

When the Warlord Era waned at the beginning of the Second World War, its powers slowly drew their swords and loaded their guns to end the struggle once and for all. And yet, while mighty giants gathered in clouded halls and representatives gathered bribes to dance on their strings to the puppeteers' whims; one man arose. Held up by the workers of his home, Mao Zedong rose within the Party over decades to prominence with his zeal, cunning, and dedication to the cause. He was the one that guided the will of the people over the dangers and pitfalls which beset their righteous cause and the one who led them to safety into Shaanxi in the Long March. There, they rebuild.

Arms, Munitions, Equipment, Vehicles, Industry, Tools, and more were built by strong hands and iron minds. Thousands worked hand in hand, one titanic chain of interlinked industry producing the machine that would enable the liberation of the workers, for only the worker could free itself. The freedom of the Chinese would come from their hands, not the grace of those thinking themselves above their head or by stepping on anyone underneath them deliberately sacrificed. No! The workers would rise as one, and they would triumph as one! Indivisible, unassailable, invincible, the workers' will would not be denied, for there was a glorious future to be gained and built by sweat, labor, and unity!

What was long united must divide.

There were no concrete numbers.

How could there be? The Party ensured that there would not be any number to be drawn from other than vague memories of documents deliberately burned or falsely copied.

There was no number.

Only the echoes of crying children starving to death, mothers mourning over the skeletal remains of children and husbands as they struggled to even cry, their bodies too starved to do even that. Children stealing food from wherever they could, unafraid to murder to attain even a muddy piece of bread. Fathers, sons, and husbands doing everything in their power to feed their families, no matter the costs to their bodies or the lives of others. The markets that sold meat nobody questioned.

And yet, if one needed to put numbers to the "Five Bitter Years" famine that gripped China in the 50s and 60s, one would be right to conservatively guess at around 60-80 million dead. Later counts, made when the topic had become less politically charged and able to be accessed due to the political will to unearth skeletons to bury opponents, would put the number of death in the 75-85 million bracket.

"I traveled on a bus to my home village, hoping to get my parents to move in with me in my small one-room apartment in the city. We still had food, as we took it from the countryside, and I had a good job working for a local Party Man. I didn't see them anywhere when I arrived, and I was only told they had died. When I asked to see their bodies...nobody dared to look me in the eyes when they muttered that the dogs had eaten them before people noticed."

Thus It Has Ever Been.

The Great Leap Forward.

That was what they called the killing of millions in the deranged attempt to build greatness from little, all because they couldn't accept to wait another ten or twenty years.

Can you imagine that?

Twenty years. That would have been all it could have taken, and we would not only have been better off than now but also with far less lost in the process. All because one man decided that his imagined worldview was correct and that the scientists and scholars who had studied for years and decades, whose experiments and research had allowed them to attain worldwide recognition for the Chinese Education System, were false.

How could it not? They weren't politically reliable; their science, results, and evidence contradicted the Party Line.

Obviously, they were traitors to the nation, workers, and cause.

So they either recanted papers due to shameful errors...or died. Away, hidden, far from any who could hear the gunshots as bullets ripped into their bodies. Yet, at the same time, they still tried to beg the wardens to listen to reason, that the system would kill millions, and that eradicating so many animals would increase the insectoid population, leading to the loss of thousands of tons of grain everywhere.

Pàn Tú had been one of those guards, having been inducted into the ranks at the age of 22 thanks to his uncle keeping an eye out for him due to favors owed to Pàn's father. There, he had learned the three rules of living under the regime far better than anywhere else.

Do not dissent. Dissent was any action that went against the will of the Leader.

Do not speak treason. Treason was anything that contradicted the words of the Leader.

Do not keep subversion secret due to familial ties. Subversion was like a tree; it had to be burned out wholly, branches, trunk, and roots unless you wanted it to grow back more resilient than before.

However, he also learned other skill sets in those days when he lost count of how many he could have shot for trying to bring a better tomorrow.

Pàn learned how to interpret the Leader's will to whatever purpose fit his goals and convince those who mattered of his interpretation's legitimacy.

He gained experience in what it meant to talk and be listened to, to hold people's attention by wilfully obfuscating your words into phrases and sentences that had all the meaning wanted by those at the top and with watchful eyes. And how to warp them into whatever shape you needed to plant seeds of doubt, confusion, and dissatisfaction into those who listened, as tiny and ignorable as singular grains of sand.

But among them all, he learned one thing. A grain of sand may not grind a machine to a halt, or a corn of rice may not feed a family. But a dozen? A hundred? Thousands? Millions?

They would shatter the machinery as sure as they would feed the people.

And while Chairman Hua Guofeng acted in the open, trying to steer the nation into whatever unimportant direction he wanted it to venture into, people like Pàn Tú operated in the dark.

Gathering. The National Liberation Army would find itself with enough eager recruits to fight against even the staunchest defenses.

Watching. There could not be one moment where the wrong mind uncovered the NLA's movements without suitable pawns to deflect or eliminate.

Preparing. Guns were hoarded. Tanker crews were bribed. Regiments swayed. Villages and towns were stocked with munitions and materials. Fuel and Food slowly built up in secure locations.

Somehow, it was ironic that a thousand actions, ten thousand moves, and hundreds of thousands had but one mind to hold it all together in the end.

One person that saw fit to divide what had been united, so he may unite what had been divided. A task taken up from others and carried with steely determination, no matter the costs to the people, for the costs were already too great.

Hu Yaobang would not see that free nation he sought to bring about in thirteen months. Defeat, or the bullet and revolver in his table, would see to that.

Too much blood was on his hands to allow him to live another decade.

The reveal of the Iron Tigers would have shaken the popular consciousness far more than it had, had it been even a single week before that day. I am sorry, but displaying a technological edge in electronics and robotics one or two decades over every other nation paled significantly compared to the revelation happening in West Germany a mere five minutes after the first pictures of the Iron Tigers raced around the world.

However, what these miracle machines failed to elicit in the minds of the people at that moment, they sure as all hell managed to do so in the minds of military planners, strategists, tacticians, and all other manners of military riff-raff dedicated to making certain humanities armies got more 'ded killy.'

I would be amiss to mention that the first two attempts of the world to do just that flopped so hard into the ground that they embedded themselves into the eternal consciousness of their respective nations, ensuring that, no, they would perfect the horrid abominations they created, because they spent far too much and what the hell is the sunk cost fallacy?

Regardless of that tangent, it is undeniable that, in those early years, the doctrines of Mecha and Power Armor slowly embedded themselves into the marbles of the people across the world, aided, with some gleeful cackling by the minds behind the operation, various shows produced by Commiewood to lead the world into technological dead-ends or inefficient paths.

Yet, it is to no one's surprise that the development of the second, third, and fourth independent Mechas outside of the Communist Sphere followed the respective characteristics of the nations (or commission by a collection of countries at that time) they were developed by.

Japans...slightly adorable abomination deeply mired in the "First Gen Tank Look" derpiness that existed solely due to nobody having any idea what worked (or had the technology to make 'em in the first place) cemented the designers the first place of any Top 10 most wonky or idiotic vehicles of all time compilations. And yet, for all that we mock it, the Monarch was the bedrock for every other Mech in the western hemisphere which would follow. Every technology used in this machine had to be developed from zero and only brought to maturity over a decade after it had been built.

It was, for all intents and purposes, a test-bed for a nation terrified of a weapon of another country with legitimate grievances over their crimes against humanity which they had visited upon the Guang a few decades earlier, with less than zero effort to recognize them as such. Therefore, while we may mock it as target practice for artillery and Gen1 Iron Tigers, it was all it needed to be. A fortress that could allow the technology to mature as its existence tipped the scale ever so slightly in favor of Japan. It was the first Iron Fortress, and its children would guard Japanese cities and their citizens from the predations of Communism.

Now, I won't mince any words. The Viper is an abomination of the highest kind: able to function once brought to maturity. But, unfortunately for following generations, it was also the height of the American belief that they were unassailable in their homes and nothing could ever touch them at home, where it would hurt, instead of their imperialist possessions abroad or in the homes of their allies and "friends" all over.

The Viper was created to prowl the dunes and deserts of the Middle East and Africa, deep in China or the underbelly of the USSR. It was meant to eradicate supplies and logistics, convoys of light vehicles, and ambush targets once shepherded by the other branches of their military into suitable corridors. Its four chain-gatlins enabled a mass of fire unparalleled to any other vehicle on the planet, and its cannon (hidden in a "mouth" in subsequent iterations after its inception) could destroy tanks with decent accuracy.

And yet, it was a project created by a congress trying to side-step technological limitations by doing too much coke in their meetings, seeking the path of least resistance by creating the ultimate hangar queen and penultimate burden on subsequent US Mecha. We all know what PROJECT CENTIPEDE proposed, and we all thank whatever divinity is out there that this never came to be. Viper was a project of vanity and corruption, brought to fruition by engineers far too skilled to waste their time with such idiocy, yet one that proved one thing above all: where there is a budget, there is a way. The Viper would embed one thought into the mind of the Americans: heavy firepower forgave all sins.

In sharp contrast to all those above, the EDP sought only one thing for their Mecha: a proof of concept that could stand on solid ground.

The Weberknecht was the solution. Eight legs holding its body stable and fast with a speed of 67km/h top-speed over flat terrain, two arms with machineguns against infantry at the front, and its main draw at the back, a rocket battery with 12 shots, ready to unleash guided devastation to whatever target needed to be deleted from the earth.

The Weberknecht had been created to be able to exist even if it turned out that Mecha would be nothing more than fancy toys after all. Conservative to the extreme compared to its compatriots, it was, nonetheless, innovative in multiple aspects, the two foremost being its multi-legged locomotion and the missiles comprising its primary weapon. Filled with 120 guided missiles, the Weberknecht could, with the proper positioning, shoot at entire divisions of tanks from the cover of forests, destroy attacking helicopters, bring down jets, strike buildings, and take out advancing Mecha all on its own before vanishing back to resupply and fuel up again. The Weberknecht was the father of the Hunter-Killer Doctrines of the EPA, and it would not be unthroned so fast, no matter what Guangchou may have to say about it.

And Guangchou had a lot to say about it, mainly because they saw it as the only attempt by any other nation capable of threatening their machines in actual combat. The Monarch was regarded as little more than a fancy target for their pilots. The Viper was either mocked as utterly impractical in most environments or deemed a bold innovation in the sex toys industry. They did tut at the allocated budget; they themselves had made cheaper toys without burning millions upon millions on them.

But it was the Iron Tiger which, due to its near-miraculously perfect shape and doctrine, that would embed itself the most into the minds of a nation...

The pictures raced across the world.

Every nation that had any radio broadcasting service, television station, or other medium or mass information halted everything they were doing, ceased any publication or broadcast and program, anything that had nothing to do with what they were currently receiving from sources that couldn't be lying because those sources were the entire government of the Federal Republic of Germany.

Heads of state and politicians were ripped from sleep, meetings, or relaxation.

In Germany, thousands, then millions, looked and listened to the declaration by the government with shock, disbelief, bafflement, anger, confusion, fear, excitement, and a myriad of other emotions. Yet, at the same time, a young nation's understanding of its place in the world cracked, snapped, and broke under the revelations from those who couldn't lie about this, wouldn't, not even if they were held at gunpoint.

Religious leaders listened to the reports, saw the pictures, and stared blankly at their faiths' impending future, the theological complications that would arise, and the seeming impossibility that had happened.

A day passed as nothing but this information resounded worldwide: Humanity, Homo Sapiens, was no longer alone. From the depths of a hidden laboratory within West Germany, experiments had been freed, experiments to create another species of humanity. Experiments...that succeeded fully and wholly in all aspects.

The world resounded in horrified screaming, demanding answers, explanations, and the eradication of the things currently sitting in a temporary tent city outside their once home. Thousands of journalists flooded the location, with thousands more trying to catch glimpses of the Wolfsmenschen, or Homo Lupus, as they would be classified.

It was a week in which the entire world stood utterly still, no attention given to anything but this one issue; all eyes and minds focused on trying to understand what had happened and what it meant for humankind to be two once more.

Some rejected this outright; cults and priests in America outright called them demons incarnate or utter debasement of the holy form of the human body, beings to be exterminated and killed at once to wipe away this sin from the earth.

The Vatican, Jerusalem, and Mecca found themselves under veritable siege as the weeks passed, people trying to gain strength through faith and answers by Divinity, seeking to offload the burden of the world's changed path unto the shoulders of those versed in the scriptures and holy texts.

For some religions, like the animist faiths in the Third World and Catholicism, the answer came from ancient times or their roots and weave, Pope John Paul II declaring outright the Wolfsmenschen to be people, humans, despite their origins, beholden to God and bearer of souls as ancient texts and theological discussions had already answered the question of if people with animal characteristics could hold souls by another representative of God in the past.

Some shattered outright, parts of various religious sects worldwide unable to reconcile another human species with their faiths, while cells of other spiritual paths splintered over every little facet one could argue over.

Humanity shook in soul, and it roared in political rage. Germany, for all that it acted cagy on the origins of the Wolfsmenschen, had made it very clear that they, especially they, could not, would not, commit the first complete genocide upon an entire sub-species of humanity, nor would they stand aside so that others killed them in their stead. Humanity was now a duality and would remain for as long as Germany had a say in the matter.

What had little say in the matter were the communist nations of the world, silently staring at the news in silence. They saw little wolf-children play with each other in military fatigues in the temporary camp, a few rare adult figures walking around ensuring order among their many charges. They listened to the few interviews of these new people being confused about why they had been so violently ripped from their homes, questioning reporters, people, and soldiers alike if the purpose they had been created for was no longer needed and, if so if they were no longer needed.

The Communist Block stood in the middle of history, silently staring at its worst nightmare personified.

And it could only silently break down as the very fundament of its entire system had been altered irreversibly.

And across the world, on the other side of the globe, Guangchou received the news, all the news. Jungming has ordered it all to be broadcast, uncensored, too shocked to do anything but stare at the screen in his office broadcasting alien, yet noticeably human beings a world away.

It took him a day to be able to form coherent sentences again.

The world has changed...irreversibly. Humanity is no longer alone.

Despite the news, despite the shake-ups occurring around the world, everything in-between, from a crisis of faiths to new beliefs, the advents of a dark time and the peeking dawns of a new golden age in several fields of science, despite Homo Sapiens no longer being alone with itself, the world...moved on.

Food isn't shipped over oceans and moved with trains without people loading the freights. Steel and aluminum aren't smelted and cast in the forms needed for construction and manufacture further abroad without the workers staffing them. Factories do not produce their goods to be sold and further refined in other locations without human minds working shifts and clocking hours, nor do people purchase goods and attain services if nobody is there to provide them. As the people continued to be shocked and troubled by the news of the Wolfsmenschen, the elite of humanity silently pushed them back to work, taking over their panicking in selfless acts of neighborly love so that they continue to make money.

Slowly, humankind turned to a new status quo, routine making its inertia known as people returned to work and life, no longer spending days entirely focused on the news of far-off riots or protests, nor did they participate as much in those, but far more did they hear and see from talking heads and voices in the radios and TVs from sources telling them what to think or what to believe in those nations whose consensus was manufactured or left to make their decisions from the facts neutrally presented in countries where the allure of outrage driving profits had yet to settle deep and fester in the minds steering news and media.

As the news turned from the shock and pictures of the Homo Lupus existing to their departures into more permanent homes in a compound near Stuttgart and then to the bitter and cutthroat debates in the United Nations, the calm after the storm settled into everyone's minds, and those with the right pieces of information turned from immediate action to deliberate actions. Let others scream themselves hoarse, cry and complain; these people were now fact, as was the existence of Guangchous apparent technological edge over most of humanity, slim as it may be.

And so, days turned to weeks, and the world turned on as it was wont to do. Nations took stances, as did people and cultures, faiths declaring for one interpretation over another, with everything from demanding the complete eradication of the Wolfsmenschen to them being heralds of humanity's salvation via technology being touted and proclaimed across the world. Therefore, with some relief from those within Guangchou, those calling for sanity and accepting another member of the Human Union were not alone but manifold. Among the most notable ones who stood by Germany were France, Italy, Brazil, Japan, and Guangchou, each giving explicit statements that they would see attempts at genociding the Lupi as a reason for harsh sanctions up to and including war for some.

The tensions were still there, make no mistake, but they simmered down, replaced by cultural upheavals slowly emerging across the globe like glaciers of inevitable change. The technologies created and used to create Homo Lupus were now there, and even damaged as they were in the fight against those who had designed and used them, with the surviving prisoners often taking their lives rather than talking, these machines and books containing biotechnological wonders slowly emerged from vaults and closed laboratories within West Germany, select examples and information shared across the world. Some did in pan-national research pacts like those of the European Union as deft politicians crafted several binding agreements to tie the joined nations tighter together. In contrast, others left for foreign shores on diplomatic missions and goodwill exchanges, teams from around the world unlocking secrets of the human genome and biotechnological editing over the following years and decades, while others were sold to private companies seeking to crack secrets for profit and glory.

Those same businesses would, among them Cherry Petal Pharmaceuticals from Japan, in time, see their investments pay off, as demand for any product from cosmetics to genetic alterations gleaned from the creation of the Lupi seemed to be a bottomless pit. Though, they were not the only business that would grow far out of proportions with the number of subsidies and investments given, as Raven Incorporated within Brazil would grow to become a premier supplier of Mechanoid and Robotic products, alongside titans of industries like Lockheed Industria and Devils Gate Technologies within the US and Europe respectively.

Then again...the seeds that could become them had only just been planted. As ever, the future was uncertain and could turn either way.

Just like the roll of a dice could change humanity.

"How could we have missed something so-so..." Jungmin said, floundering and words failing as he looked at the reports in front of him, trying to figure out where he had gone wrong. Where had he failed to pay attention, was there something he could have done to prevent this crisis? Some program to catch this sort of thing before it could become this bad?

The silence in the room was deafening, with those leading experts, scientists, planners, politicians, and Union Leaders present all refusing to meet his eyes, very much aware of the recent ax taken to those who had tried to sweep the issue under the rug.

"There should have been some warning from the Union of Organized and Associated Healthcare Providers, some information, notice, fuck, even angry tirades! And if not from them, then from any one of you! We are supposed to be better than this, do better than this! Not leave the people out to suffer while we think everything is going wonderful because we do not dare question reality!" Jungmin carefully spoke, keeping most of his emotions under control as he glared into the room, his gaze slowly turning to pierce, then searching the crowd. "Where is Zhu Li Ming?" His quiet tone rang through the room like a gun, a few even flinching at the tone.

"They are in a coma, I believe," an aide answered after a few seconds, as none dared to speak. Then, receiving an impatient handwave to continue, the aide said further, "They fell into a coma about three years back, shortly before they could send their compiled report on the mounting crisis our healthcare system is facing, with none of their union members able to pick up and send the report in their stead."

"How."

"After some questioning, most of our doctors, nurses, and other healthcare personnel are working in shifts in excess of 100 hours per week, with many only able to work due to consumption of drugs like caffeine in horrifying amounts or more dangerous substances. That the recent population boom pushed our doctor per 10.000 people ratio to 0.5 has only exacerbated the issue. As a result, many are too focused on keeping the system going, too tired...or dead, to do anything else."

Jungmin took a single deep breath as he closed his eyes. "Give me accurate information. Then let us hear solutions. This is our number 1 priority in this Plan." Nobody dared to disagree.

Infrastructure
Thanks to the massive housing projects finished during this Plan, most of our people can now enjoy the comforts of modern living, living spaces having nearly doubled for the median person alongside access to services due to the integrated service level of the LSEEHs. Notably, the inclusion of these spaces for shops, citizen initiatives, government services, and more managed to avoid dead zones of urban living as known within the USSR, no part of any city devoid of people at any time in either work or away from it. Aside from that, the massive renovation and overhauling of our schooling system have finished, with notable gains across the board for student capabilities in every field already being observed by teachers across the nation. And we are not talking about statistically significant improvements, but noticeable ones! As a result, this generation will be the most educated and prepared in our nation's history!

Light+Heavy Industry

The two most important gains made in this Plan are, without question, the creation of the Twin Hammers Institute of Applied Industrial Automation and the Mingxiang Research Commune. Thanks to them, the dream of fully automatizing rote labor so the workers can turn their attention and minds to higher pursuits seem ever closer with every passing moment! Already, both have released and implemented massive gains in every field the scientists and engineers within have turned their attention to, moving easily automatized labor to the providence of machines while ensuring that our industrial capabilities rise with every month!

Yet, despite this, we must heavily urge toward the mass construction of consumer goods, or the trading thereof, in this Plan, as our internal economy is slowly burning itself up as people begin to accumulate too much money without anything to spend it on, devaluing it in a cruel reminder that we are not yet free from capitalism, even with all our efforts.

Agri-, And Aquaculture

Thanks to Experimental Farms, Expanded Crop Breeding Programs, and Insect and Marine Farming, our people's caloric and vitamin deficiencies have nearly completely been banished to the realm of the past. With the increasing mechanization of our fields and rising yields, thanks to improved crops, the people of Guangchou will soon be able to enjoy the announcement that the government will provide three meals per day per person without budgeting any part. Thanks to the pre-made food factories, immense variety for every meal is almost guaranteed! This is a day to be celebrated, to be sure, but also a reminder that we should refrain from rest and develop new agricultural programs and start initiatives during this Plan to stay well ahead. It wouldn't do to fall behind or go back to two meals now, now would it?

Intermission: Guang Politics, Or: How I Came To Love Acronyms
Foreword
To understand the Political System within Guangchou, one must first understand the island's history and surrounding lands, for one builds the other as it is influenced in turn. So do not worry; I won't bore you with a thousand-year histography about the early settlers of the island living under an early anarchistic tribal government, the [Seven God] War that unified the island into an early (and brittle) confederation of tribes, the [Burning Decade] that saw the island nearly starve to death as the lands almost turned permanently barren due to a volcanic eruption, the Su-Latra Dynasty founded by an exiled Indian Prince that sparked a Golden Age that lasted for so long that institutional knowledge about warfare on land had to be rebuilt from scratch, and lastly the War of Weeping, where the fractured island unified again under the Mizuchi Dynasty who had allied with the Five Temple Fortresses in the countries north, using their poison-orb bombs to critical effect in the unification war. This is to be an introductory lesson, after all and will provide an overview that will familiarize you with the vital parts one needs to gain the foundation required to delve deeper in one's own time.

Introduction
So, with that out of the way, let us start not at the beginning but in the middle: the day Wei Cai returned to Guangchou at the head of a convoy laden with munitions, arms, equipment, Nazi-German Trainers, and, as we now know, a contingent of scientists seeking to create a Wunderwaffe, which would become the basis of the modern "Iron Tigers" of Guangchou.

In those early days, before the second world war had even begun in any definition, Wei Cai knew he needed to move intelligently, and he needed to move stealthily, needing all his skill to avoid notice from the secret police of the Last Queen of Guangchou (Under an order of Wei Cai her name had been stricken from the records to remove a possible martyr from monarchists hands), because he would have precious little room to move once his revolution kicked off if he failed to gather the sympathy and alliance of several critical components of the country. Those were, in order of importance: The [Storm Flower] Fleet, which had most of the nation's ships and ready access to firing solutions onto the palace and several strategic positions alongside being a vital icon and idol to the populace. The [Moon Dragon] Marines who would form his elite strike team to storm the palace and power stations alongside war-critical factories. The Seventh Free Revolutionary Worker's Brigade (SFRWB), alongside the Allied Anarchist Council Cooperative of Determined Liberators of Humanity (AACCDLH), would give him the bodies needed to hold the land required to fight any protracted war should the monarchists or other reactionary forces rise to contest the revolution.

The [Storm Flower] Fleet and [Moon Dragon] Marines had been the easiest to convince, as his diary and historical records verify, as they had been critically neglected for years despite both having long been seen as elite formations and assignments worthy of prestige and pride for those serving in them. This came about as; apparently, the Last Queen used the budgets usually reserved for both to wine and dine the British Ambassador and his family, managing to uphold an Affair with Christopher Allen Jones, his wife Amelia-Rose, his three daughters Elizabeth, Kara, and Victoria, alongside two of their husbands, Royce and Maddox, in various combinations of knowledge and intersection, for years. While a subject of multiple bawdy novels, intellectual dissections of the political ramifications and intrigue, comedy movies, and more, the result was the same: one of the pillars of her power actively hated her and was all the more willing to throw in with a revolutionary that promised them the budget and accolades they believed they deserved and should get.

The SFRWB and AACCDLH were much more difficult to convince than the sailors and marines, as both organizations (or "organization" in the latter's case) had initially worked together only for the Fifth Free Revolutionary Worker's Brigade (FFRWB) to sell the AACCDLH out in 1913 to save several high-ranking members from executions (that still happened), resulting in severely diminished trust or willingness to cooperate, even after two reformations of the Brigade. It is not known how Wei Cai managed to get the AACCDLH to support him, but it is known that he managed to gain their support by proving the allegiance of the fleet and marines, causing many councils to believe they may have a chance to overthrow the monarchy. This was a belief not shared across all councils, a fact that Wei Cai would later use to betray and destroy the AACCDLH, but that is not yet here nor there. The SFRWB, on the other hand, took nearly three years to be convinced of his plans and success chance as both the leaders of the Brigade alongside their Shadow Council saw him as a mere upstart at first, then an idiotic rabble-rouser that would shatter their carefully planned actions and timeline, until he finally managed to get a vote of 58-46-9 in favor of following him to enact a revolution now, and not later.

A good thing, too, as the Last Queen would have gotten notice of this vote from a traitor in the SFRWBs ranks that night if she hadn't been too busy having sex with Royce and Amelia-Rose. The first notice she would get that anything was wrong was when she had breakfast with Ambassador Christopher Allen Jones after waking, hearing the first shot of a navy-initiated three-hour bombardment of critical locations, barracks, and called-in strikes by the Marines as they stormed essential infrastructure alongside the Eternally Free Volunteers of the AACCDLH and Worker Liberation Martyr-Squads of the SFRWB, with Wei Cai leading the charge into the palace himself. If records are to be trusted, he executed the Last Queen as she engaged in a prolonged firefight with him, ending in her being stabbed with a sword as she tried to skewer Wei Cai herself.

Having secured the capital and main governmental offices, alongside vital infrastructure, he would spend a short year-long conflict up and down the island, putting down stalwart monarchist regiments and those reactionary forces that tried to perform their revolutions in reaction to the communist uprising in the capital.

It was on the final day, July 6th, 1937, that he declared complete control over the island to an ecstatic crowd in the capital and over the radio to the young nation reborn, declaring a day of celebration for a new dawn to their people and a better, brighter, future ahead. Now, the workers of Guangchou would lead themselves in the newly inaugurated General Congress of the Guang Peoples Revolution (GCGPR). Wei Cai fully expected to fall into complete obscurity to his contemporaries, with his name only being noted in history books as merely a catalyst of the revolutionary fervor of the people.

On July 7th, 1937, Imperial Japan invaded China, starting the beginning of what many Guang Historians call: The Long Nightmare.

The Long Nightmare Begins
There are, in total, nine inhabited islands between Guangchou and Japan. Those islands have long served as natural waypoints for trade between the two islands, with many cultural and technological exchanges happening during each twist and turn of history. It should come with no wonder then that those islands would also turn into melting places of the cultures of Guangchou and Japan alongside a melting pot of their peoples, each century bringing closer ties and own cultural changes with them.

On September 20th, 1937, the Imperial Japanese Navy began to use these islands as basing points while protecting supply convoys and seeking out ships suspected of transporting military or civilian goods to China, intercepting and destroying any of the latter with impunity for three months. However, that state of affairs lasted for only three months as the IJN sunk a Guangchou freighter carrying refugees from the mainland to the islands, specifically the ones (currently) held by Guangchou. Enraged by the loss of life (and the sinking of a Guang Freighter), the young nation demanded an apology and to keep out of the sovereign waters of the country, which caused the IJN Flottila responsible to back off under orders from Vice-Admiral Oikawa Koshiro. Fearing an escalation that the navy would be ill-equipped to recover from, Koshiro ignored the shuffling of refugees from Guangchou and their (never proven) supply effort of arms and equipment to Mao as he gathered strength and allies.

This state of not-quite-cold-war ended on January 30th, 1938, when Admiral Takahashi Sankichi ordered Vice-Admiral Oikawa Koshiro to prevent any transfer of equipment or refugees, seeking to cut off that pressure valve from the Chinese Forces and create more internal turmoil. Though initially reluctant, Koshiro did as ordered, resulting in the deaths of a speculated 7.600 refugees being transferred and 800 Guang Sailors crewing the boats.

Outraged, the GCGPR ordered the Guang Navy to set out and heavily and maliciously patrol and enforce their sea borders to ensure the safety of those they had voted to protect, leading to the start of the Guangchou-Japanese War of 1938-1950.

The Bloody Days
After a mere four weeks, these battles with the IJN would lead to the destruction of the Guangchou Peoples Navy and the heavy casualties the Second Imperial Fleet took before resigning itself to quarantining the island with heavy guns and aerial bombardments.

Under Admiral Azure "Iron Dragon" Ju, many tales of sacrifice and perseverance in the face of overwhelming odds would be etched into the collective minds of the Guang People, with The Gunners of Nine, Xa Li's Gambit, the Scorched Trail being high up there. Yet, none compare to the Battle for the Iron Reef. A battle that every single armchair historian and navy enthusiast loves to dissect and replay, seeking to emulate, understand, improve, and experience, with modern navies seeing it as a near mandatory lesson as one of the prime examples of ingenuity overcoming overwhelming odds.

For nearly five entire days, naval guns thundered across the waves, and sailors and pilots on both sides died in the massive battle fought across a near hundred engagements both on the sea and in the air. It was a battle that would decide the fate of the island, as Guangchou had just finished repairing the damage its civil war and the Sino-Japanese War had caused, with many fearfully looking at the near-empty warehouses where less than a week's worth of ammunition laid, all war-material production having been focused on the navy as a priority under the GCGPR orders. It was a battle that pushed even the experienced sailors and pilots of Guangchou to the edge of what they could biologically provide. Many went beyond thanks to the use of various drugs abused to gain that critical awareness or banish the exhaustion many felt during this time. Yet, even as ships sank beneath the waves, they refused to die. Their crews sent shell after shell into the Japanese until their guns were submerged fully, and some not even then when they had intentionally breached themselves into a reef. Finally, when the supply of ammunition began to run dry, Admiral Azure ordered the navy out for one last fight, seeking to cut such a deep wound into the IJN to leave them no other choice but to take their losses and run.

In this battle, his flagship, the "Peace In Our Time," crashed into the IJN Carrier "Zuikaku," where he would find his end as internal munitions detonated, taking the ship with him to the grave. Mauled and their ammunition depleted, the Japanese decided that losing 28 vessels was too much and retreated.

However, they did so temporarily and under the understanding that they had, though tactically lost, strategically won, as the Guang Navy was now destroyed or utterly incapable of resisting any further attempts at fighting back. And yet, the feared invasion didn't come. There would be no Japanese boots on Guang Soil.

But their planes would rule Guang Skies.

The Last Flame
The loss of so many ships, even with the massive increase in the beginning set-up to the Sino-Japanese War, lead to a furor among the IJN, with more than one person committing seppuku, voluntarily or not, from the fallout of that disastrous battle. Yet, seeking to salvage something from all this death and destruction, IJ military intelligence quickly realized that attempting to invade Guangchou over the sea would incur only more losses and bog up yet more soldiers needed in China, alongside testing their overstretched logistics, even more, the skies of Guangchou were more than open. Moreover, what little airplanes the nation still had would almost certainly, be used to either secure select cities from bombardment or grounded thoroughly to preserve them in case the IJN attempted a naval landing. Alongside those facts was the undisputable reality that they now fully controlled the contested islands between Guangchou and Japan.

Operation B and LC were born.

Operation LC would poison relationships between Guangchou and Japan forever, as the disappearance of nearly 13.000 people, almost all Guang or Guang-Descendent, from the Disputed Islands under Japanese Rule caused a massive dissonance in the Guangs normally anti-racist cultural values, with hatred against the Japanese seen as acceptable by most. Japan never commented on the final fate of those 13.000 people, but many believe them to have ended up as victims of Unit 731 due to several records obtained by Guangchou Intelligence.

Many know Guangchou as a nation that has seen a mass campaign in industrialization and modernization during the after-war period, often thinking that the island hadn't held any modern infrastructure or industry before that point. They are wrong.

Before the war, Guangchou had been an example of modernization and technological progress, embracing many of the technologies brought by the times and seeking to implement them across as many parts of the island as possible, leading to a nation that, had Operation B not been crafted, would have emerged as Kingmaker or even Hegemon of the Asian Sphere over perhaps all but the US.

Operation B turned that progress into dust, ash, molten slag, and broken dreams, as the Imperial Japanese Airforce used the nation's cities and industries as target practice for every kind of bomb and crew. Initial estimates put the casualties of the six-year-long bombing campaign at nearly 200.000 people, directly, and around 5 million due to starvation and after-effects. The series of paintings depicting the initial bombing runs using incendiary ammunition on Guang cities (which mainly consisted of wood) are as horrific as they are hauntingly beautiful.

But above all else, what this operation damaged beyond all others, was the budding democratic worker's republic of Guangchou. The General Congress of the Guang Peoples Revolution relied on the ability to connect itself across the nation via various information ways, alongside accessible and undisturbed travel. With the bombing runs of the IJA destroying power plants, factories, and devastating cities, most people had no time to engage in politics or the capability to do so across the country. There was no railway to connect them, no ships that wouldn't be sunk, every vehicle that traversed the roads turned into a target for pilots and Japanese ships, and what radios existed were jammed into uselessness by Japanese code-breakers and radio operators, sowing dissent, paranoia, and hopelessness among the people with propaganda.

It was here that Wei Cai once more stepped up.

The Sheperd
It should be said that, for all his later faults, the man hadn't wanted to become the main focal point of political power in Guangchou, having written in his diary of his fear that such would unearth an ugly side of him, he would have rather let sleep. And yet, for all his wants, the world gave him a choice that seemed to consist out of standing by and watching all he had fought for collapse, ripe for the taking of capitalist powers, or taking control and ensuring that this would not kill Guangchou, and they would emerge stronger than ever once they healed.

It is here that the basis of Guangchou's Political System begins, and yet it is where it died.

With its political system now utterly reliant on easily intercepted missives or dangerous treks across the island, now mainly carried out by runners, Wei Cai divided the nation into seven districts. Each district had been placed to ensure that a person would travel from its center to its edge in the same amount of time as in any other section, with each practically a nation of their own. Moreover, each district would further elect a single person into an overseer position, whose first job was to ensure the people under them would not die and to follow the directives of Wei Cai second. A necessary feature, as Wei Cai didn't have the information required to run a centrally planned or executed industry or political system.

Each district would initially start at various points. Yet, due to the war, bombings, pressure from the people, and Wei Cai, alongside his purge of the AACCDLH, end up in the same way: "Local Congresses" electing a politician to supervise and advise the Great Leader, who in turn hands down directives and orders.

Each of these "Local Congresses" holds 100 voting seats, with another 200 non-voting ones, with seats allocated to Unions per member numbers divided by the total of all Workers within a district, with at least one voting seat assigned per Union with 500 members. As membership within a Union was made mandatory in 1942, such a decision created a mess of politics and alliances within these LC, as Unions fought tooth and nail to absorb each other and stay relevant rather than be booted from a congress altogether as not enough seats were available and they would be handed out on a half-yearly basis in a lottery.

Over time, and thanks to political maneuvering, each district's LC would end up in the hands of either one or two Unions, each practically dominating the civilian political side of Guangchou. Those are, in no particular order:

Each of those LC holds, in theory, the legislative power to elect any Great Leader they so choose and, in extreme cases, initiate a No-Confidence Vote against the current GL, forcing them to either step down or be voted upon. But, in practice, each LC is merely a local governmental organ passing up their problems and successes for their elected politician, with orders and missives being handed down again from the GL using the elected politician.

All of this is enforced, if not overtly, then subtly, with the military of Guangchou entirely and only being subject to the Great Leader, making them, essentially, the sole perpetrator of force in the nation.

Even with the reveal of the Wolfsmenschen, Iron Tigers, your healthcare crisis, and the dawning beginning of a civil war within China, the world still moved on. As much as many people claimed, the fact remained the same: people still needed to work, and work still needed to be done. The world had changed radically, yet nothing at all had changed in the world.

While most people talked about the Wolfsmenschen within Guangchou, Jungmin himself had to take up the mantle of government once more, starting with breathing a sigh of relief in a briefing with your military and foreign affairs office as the USSR withdrew its troops from the Afghan Border, easing tensions in the region.

Jungmin also quietly welcomed Andrei Dmitrievich Sakharov to the nation's nuclear team, momentarily dancing around the issue of The Bomb, before admitting that, though Guangchou would be safer with one, it would not seek any further expansion than that. Probably, he added under his breath after the man had left to be brought up to speed on the Experimental Molten Salt Reactor currently being planned and constructed.

And yet, the seemingly innocuous and most consequential decision for the man comes not in the form of a crisis, a meeting, or a person but an invitation.

The Federal Republic of Germany will host an international event on the 10th of July 1981, across any national, ideological, and religious border within the nation, inviting dignitaries and diplomats of every conceivable stripe and persuasion from across the world, all to meet and decide as one Humanity. Not over the fate of the Wolfsmenschen but on how humankind will collectively move forward into this uncertain future.

It is a broad and vague topic and platform. Yet, one that many within Guangchou feel needs to be spoken about and addressed by the international community, if not to resolve, then to see who draws what lines and which corners need to be taken or watched. That such a meeting would be a massive boon for any foreign diplomacy also weighs into the debates in the Local Congresses on who to forward and nominate to be sent to represent Guangchou.

Sitting in his living room, James White stared at the ending credits of the show he had just watched, the last episode finishing in the same manner as the previous 23. Then, standing up, White slowly crosses the room to eject the cassette from his TV, looking at the label denoting the name of the episode and length of the same.

"The Price of War," White spoke gently, softly, as if tasting the words to see if they made sense or fit within his work. A slow nod followed, his mind going through the happenings again, a piece he had written last year but nearly scrapped altogether because he hadn't liked what it spoke of, what it entailed, and the viewpoints said within. Above that, it just hadn't fit within the setting and the characters, so it almost went into the bin.

Until he got a call from someone wanting to produce a show based upon Sector General, seeking his approval or refusal. To say that the realization of said person being from the other side of the world and economic ideology had been a shock was to call a sleeping cat uncomfortable.

And yet, he hadn't seen the reason to refuse. After all, what was the worst that could happen? That they slandered his work to shoehorn in their propaganda, causing him trouble with the government? He had given them the okay but refused the money to stave just such accusations off, on the off chance that they would produce a lasting legacy in the minds of the newer generations he couldn't do with books alone.

Putting the cassette into its box with the others, he turned to the kitchen, Peggy having called him to help her deck the table. A smile was on his lips, and a vigor in his steps, feeling younger and more hopeful for a better future than ever. The show had been more faithful than any counterpart produced in the West would have been.

The construction of pharmaceutical plants in Das Capital proceeds with speed and urgency. "And that is how we got factories that talk with each other?" You dead-panned back, causing Wei to wince.

"Please don't say that. It is bad enough that the engineers are flooding the internal communications of Mingxiang with AI-Overlord Jokes; I do not need you to do the same. But, yes, that is how we got a specific factory module to check and update numbers with connected modules capable of planning in advance without human intervention, more than what Mingxiang can do right now due to a test of a new script being used."

"And what does that mean, concretely?"

"We have many things to look over and implement once we develop Mingxiang 2.0. But, aside from that, our medical sector is set to be the most productive and disturbance-proof industry in the world once it fully spools up."

He could still not understand how a nation had the money to create massive weapons far more advanced than any could dream of yet lacked even the most basic medical infrastructure. There had been African nations with better healthcare, for crying out loud!

Shaking his head, Patrick focused on the here and now; there were still three more hours before his first break and another twelve to be spent vaccinating this town.

Some would say that looking into the happenings and going on in the country of an ally is rather rude, especially if you make this in preparation for whether you want to send military forces there or not.

However, you required information about what was happening in China. Unfortunately, the information you receive is scattered, sometimes contradictory, and all-around bad news no matter which way you spin them unless you go full delusional mode. You don't do the latter, though, so you need more information.

You got that.

Alongside a headache due to drinking more booze than you should, trying to purge the memory of the reports you got and as a way to skirt your responsibilities you would now have to act upon.

The information you got was, at once, incredibly detailed on the goings-on and horrifyingly depressing in what is portrayed. In short, there were three "official" sides in the oncoming civil war.

Chairman Hua Guofeng led what could ostensibly be called the Communist Hardliners, internally a block of politicians unwilling to let go of the principles of the revolution and cause even if they would be able to attain valuable allies, military aid, or strategic wins by abandoning several programs pioneered to ensure that communism is one step closer than the day before. The CH is also the faction with the smallest military force. Most of the army seems either "neutral" or actively subsumed into the other two factions silently gearing up for a violent takeover. Helping them would require substantial aid, militarily and materially, yet enable you to push hard reforms through the hard power you'd wield over them thanks to your assistance.

The second faction is what can only be called Warlords 2.0. A collection of generals within the army that have, through one way or another, managed to veil their identities from investigations, yet managed to accrue undeniable power and allegiances from divisions and regiments, multiple provinces poised to declare their loyalty to the to be spared in the more-than-certain looting and reprisals to follow to those who resist their takeover. Their goal is to create an authoritarian workers' dictatorship, which, not unlike Guangchou, is backed by military might but wholly unchecked by any civilian governance in any way beyond those family members and allies sent to plunder the people for personal gain. Aid for them would be the least, and it would yield meager results to get them to put away any power they couldn't grab right back once they have established themselves.

The National Liberation Army, led by Hu Yaobang, is the last faction. They are, at once, the ones with the most popular support by the people and the ones most scattered around the country. They are also worryingly happy to accept aid from the West and seek a reconciliation with the Chinese Republic Exile Government in Taiwan, if not outright re-unification. Sending them assistance would be straight-up idiotic, as they see communism as a failed ideology designed to make them suffer. Yet, with a few accidents and friendly fire incidents, control could be usurped and melded to your purpose. Yet, it would be incredibly difficult to manufacture such and require planning and execution beyond what you are willing to trust on the off-chance that you'd get China under the thumb of Guangchou.

Regardless of which faction you'd choose to help, militarily or otherwise, the war will happen in the next year. If not sooner.

When we first arrived on the island, we were ushered into a small hall with several boards on the side of the room displayed prominently, numbers and locations, alongside photographs, pinned underneath the names of clinics and hospitals needing staff. After that, on a podium, a woman at the front welcomed us, thanked everyone for choosing to work in Guangchou, and then said that we could choose any position we'd like on the boards as they all needed to be filled.

That was exciting, with everyone quickly shuffling around to look at what positions we could gain, many hoping to get some of the more prestigious ones before the others would take them.

That excitement quickly turned into confusion at the sheer number of positions offered, with multiple hospitals saying: All Positions Open.

I should have taken the cue and marched back onto the boat and home. But instead, I took a position as a surgeon in a rural clinic alongside a nurse, hoping to get more experience in a less established clinic.

And now? I cannot leave. I have surgeries every hour that I am allowed to work, with the very second I can operate again, followed by correcting maladies, fixing damages, or any surgery that one could think about.

It is terrifying that healthcare has degraded in such a manner here, yet I cannot help but feel a sense of pride in my work. Every person I operate on needs my help; every life I save here is one I couldn't have saved back home. And, though it is a small part, I know that, in a few years, I will be one of the most experienced surgeons on the island, able to get senior positions in any hospital I wish to work in. But, of course, that is only outweighed by the number of lives I save.

To summarize a lengthy meeting where you took a more in-depth look at how your horde of offspring was doing in their respective schooling environments.

Ma Li managed to gain several friends, roping Bo Ni into various shenanigans that almost resulted in a forest being burnt down (by her re-telling of the story) or a bush catching fire, as Bo Ni tattled to you. Nevertheless, both were doing very well in school, with Bo Ni coming more and more out of his shell, getting comfortable with the other students, and finding some peers to spend time with, particularly in the art program offered.

Chaoxiang is turning out to be an utter delight to be around, according to her teachers, always polite and helpful, with Daiyu seemingly taking any chance he gets to play-act his favorite scenes from books and comics as the hero. Conversely, Hu has a quick mind, able to quickly learn anything he sets out to learn. Of course, each has some friends, but they are more close-knit than your other spawn.

Jangmi, Bara, and Mei are, all without fail, either asleep or too young to reach any conclusion about their developing character aside from being somewhat active in their groups and attentive to what is taught.

In short, you are as happy as a fish in water with their progress outside your home.

It is undeniable that, even with all the efforts in the world, Guangchou could never be a leading actor on the world stage as a peer next to powers like the USSR and the USA. Even if your home managed to fully mobilize every single centimeter of land in the most effective way possible and work as efficiently as practicable, with not a single source of power, production, and breakthrough of science wasted, you would still not be able to compare to the juggernauts of economic potential and power that were these two giants.

Then again...you didn't need to do so on your own.

The power of communism lies inherently in its capacity for cooperative and communal action rather than individual progress and achievements. Guangchou didn't need to be equal to the world's superpowers; it didn't need to stand as tall and mighty as the two. It merely needed to join an accord of like-minded nations seeking to better themselves and each other through cooperation, collective action, trade, and scientific exchanges to better each other as they helped themselves in equal measures. A bit of realpolitik mixed with enlightened self-interest was sure to bring even those recalcitrant to the idea to the table, with ideological and diplomatic ties stringing along the rest.

All that is to say that an idea in your head was made not merely feasible but could potentially become something that would change the world's political landscape for the better.

The primary purpose is to help each other develop one's production capacity through industrial aid and the transfer of intellectual property. With the help of Guangchou, a dozen possibilities are opened, least of all the use of western intellectual properties.

An entry into Cy-Pac would depend on you sponsoring a diplomatic solution that both sides would agree with, negotiated by a neutral third party so nobody would feel like they are taken advantage of. Therefore, after being elected for a second time with 63.1% of the nation's vote, joining Cy-Pac is seen by her and Guinea as an excellent way to ensure the country will be treated with the respect it deserves, alongside the economic benefits from Cy-Pac. Under the deteriorating economy and unrest leading to his coup, the nation is under severe stress and urgently needed revitalizing factors, most of all industrial aid to ensure that the current downward spiral can be halted and reversed. With Cy-Pac founded on principles of mutual developmental aid and Guangchous diplomats promising such help, convincing him to sign was only a matter of weeks rather than months.

With enough nations agreeing to join, this has become a non-issue, though the repayment will turn into a sore issue should Madagascar be unable to pay back in equal measure soon-ish.

It took some time, but even though the diplomats remained headstrong, they could not deny that the price they asked for was far too high for the value they would bring to the Pact. (Ugh, you can taste the slime of capitalist vernacular on your tongue. Bleh.) And although you didn't outright tell them "no," you also didn't say "yes," either. Instead, you both found a happy middle ground (you are, however, not a Centrist!) where Guangchou would aid North Korea with training and computation time. At the same time, North Korea would join and contribute to the Cybernetic Pact before you'd build a SupComp in the next Plan for them.

You worked your diplomatic skills to the bones here, seemingly a dozen issues with the solution you had devised being raised whenever one was laid to rest. Still, in the end, though the result was nothing like you had started with, the resulting coalition seemed to be able to force the Khomeinists to fall into line or be outed as Imperialist Tyrants masquerading under the guise of religion and revolution.

Well...they did out themselves. Iran is now very much asking for weapons instead of diplomats, and the threat has lit a fire under everyone's metaphorical ass, with the country drawing lines in the sand and joining the Cybernetic Pact without reservation, knowing that Guangchou is, while odd (and maybe heretical, some mumble), good on its words.

You had gone into the negotiations of Cy-Pac half-expecting to turn the sixth clause into a re-settlement, or diaspora/exile deal with many other nations less socially free as yours, only to be surprised by so many agreeing to the sixth Guiding Principle without reservation. Even if many are merely paying lip service to that idea, their agreeing to it is enough to give Guangchou an in with many a nation, alongside an excellent excuse to distribute propaganda without rankling egos too much. And yet, out of more than twenty-five nations, only one decided to make a fuss.

Well, if they didn't want to agree like everyone else? Then they didn't get to join like everyone else. Simple as.

When you told the diplomats that, you could pinpoint the very moment they realized you weren't going to haggle and that the other nations around them weren't pleased about them trying to do such a thing in the first place. At that moment, Mengistu Haile Mariam used that pause to strong-arm himself into the limelight by lambasting the diplomats about trying to prevent the single most significant step into an African Unity that had ever existed without outside interference, all over non-issues that would cost them nothing to agree to, and even less to observe.

That opened the gates for other nations to pile on, resulting in a meeting that resulted in the diplomats having to recuse themselves for a time before joining once more, having relayed their failed power play back home, all to agree to join without any reservations or modifications to the Guiding Principles.

A union of states working closely together under a united directive, without giving up autonomy and independence, they do not wish to surrender. Though each nation remains distinct, they all work closely together to present a united front against those who wish them harm. Rather than merging or acting closer to a single entity, Cy-Pac will remain what it is intended to be, and any further cohesive or federative actions are left for the future to figure out. (6 Advancements total, +10% Cohesion is retained when choosing an Advancement.)

Advancements require 100% Cohesion, and reset the same to 0%, with 1 Cy-Pac Action = +5% Cohesion. Cy-Pac has 1 free Action for its Actions to use, representing all nations working together. Each Advancement gains you another Action, and you can use Guangchou Actions as Cy-Pac Actions.

Advancements are stuff like Interlocking Military Commands (aiding you in military operations), Industrial Tooling Initiatives (improve industrial actions across the board), Pan-National Design and Research Charter (boosts in R&D), or a Cy-Pac Space Agency (SPAAAAAAAAAAAACE!!!).

With the signing of the Cybernetic Pact done, the ink drying and the photographs racing around the world, alongside the ripples and effects this monumental coalition of nations will have upon history, it is time to turn the attention of the attendants if the Conference to another matter: The International Congress for All Mankind.

For you, Guangchou, comes first the matter of whom to send, as that will say much about how you regard the matter.

The first part is a general period of arrival, where diplomats and dignitaries can mingle and speak with representatives from around the world and sound out the intentions of each other. During this period, you may be able to talk with some nations you otherwise couldn't, or gain advantages for later in either the Conference or afterwards.

You are going to raise absoulte hell if that volunteer is in airquotes.

The third, and last part will be about two votes, symbolic in nature until they are cast in the UN session taking place a few weeks after the Congress. The second vote is to condem and ban research into, or creation of, another species of mankind, be it by gene editing/manipulation of existing people, artificial creation via embryos, and wholesale construction of sapient beings by artificial means.

Within a room secured by dozens upon dozens of security agents, military personnel, and a dozen other measures, four leaders of great nations met to change the future to designs made by one to the detriment of another. It would be a meeting to be immortalized in the future by a myriad of mediums, from movies to comics over books and even theater. A thousand different tellings of the same painting, of a nation, once risen from the ashes of civil war and Imperial Japanese Occupation, once more disintegrating into squabbling factions as what was united must divide again. All as one island decreed that help would arrive if border nations would be created to ease tensions and two vultures circled to carve out ever more space between them or to weaken that nation further for selfish gains or reasons.

And yet, another meeting was happening underneath the soil of a nation risen from Imperial Ambitions ground to ashes on its shores by the sacrifice of its sailors. Within that room, aside the manufacturing complexes churning out the machinery of war and electronics for the rise of a nation to global prominence, two minds of scientific prowess sat, each charting a path for their country they sought for reasons manifold and wide-reaching.

Leaning back, the head of Guangchous's many secret and ambitious projects within and underneath the hidden city of Mingxiang steepled their fingers, a crease on their brow as they beheld the man opposite them who had delivered news and opportunity alike.

"That is an...interesting proposal," Wei said, thinking over the three given trades, the corresponding folders with further information on each lying heavily on their desk. "But, and that is what confuses me the most, what reason could you have to make just such proposals?"

In response, Valentin Glushko smile thinly, stress, worry, and many sleepless nights evident on his face. "I have many reasons, but the most pressing one? More budget for my programs." Wei barked out a laugh at that honest answer, though Gluskho continued. "Yes, nothing is sacred when it comes to budget allocations. However, while that is a reason for trying to get certain things, another large one is the desire of the military to attain the 'Iron Tigers' you are producing for their own ends."

"And you volunteered to head the negotiations for political reasons, so we don't ask for military equipment or concessions in return. So instead, you merely offer something that would require little from the Union and saps economic strengths from us while bolstering your international reputation?" Wei asked, quirking a brow.

"Yes," was the simple answer in return. "And we both know you are more than a little tempted by our offers."

'True,' Wei thought. 'Jungmin would certainly not accept any refusal of mine unless I could convince him how it would negatively impact us on the whole. And...it wouldn't, not in any long-term capacity. But, still...' they thought, once more thinking over the three proposals given.

The first was...well, it hurt a bit, but in the overall scheme, it wouldn't impact them and aid the USSR's technical developments. Wei paused for a moment to internalize that thought before continuing. Selling Gen1 ITs would undoubtedly lead to them being reverse-engineered. Still, the Gen2 with the weaknesses and growing pains pasted over or removed was already in development and nearing completion and rollout this year, so they would still have a massive lead over the entire world. Selling all technical documents of their electronics, on the other hand...well. Glushko's offer of constructing a whole native space industry and Cosmodrome on the USSR's purse was very tempting, especially since the buildings would be completed within two years.

The second was the same as the first, but only the technical documents of non-military electronic designs would be sent, and the construction would take around four years in response. More time to ensure that the construction would be up to code and more time for the USSR to potentially renege on the deal or be stopped from its fulfillment.

The last was purely military. Technical documents on the Gen1 and 2 ITs and the Cosmodrome would be up in a year. Straightforward. And yet...
