I think they're US Navy? The hat looks 'Admiral hat' to me.

So it's most likely the Captain and his former XO / Person No Longer Responsible For This Mess.

EDIT: Nope, oops.

(it's also beautiful)

So I have decided to download blender after not using it since like, 2016 in high school, and work on my tank, and this time I will pose it for you, send me some ideas for posing my thing.

1981 - H1 - The Lake Laogai Diplomatic Conference Ongoing - Chinese Disassembly And Intellectual Trade Deals
[X] Plan: Inhumanism
-[X] [Who will be sent?] Onishi Uma & Co.

-[X] [Meet-Up] CyPac/USSR/(India?), East Germany, West Germany, USA

-[X] [Questions - Congress]
--[X] What's the history of the Nazi genetic engineering project?
--[X] How much effort (in terms of resources and person-hours) was used to create the Lupi?
--[X] By what process was the genetic engineering accomplished? Nobody has even mapped the human genome yet, for crying out loud.
--[X] What ancillary technologies and techniques were developed to make the process possible?
--[X] Why canines? Why hybridization? Why not just enhance human physiology directly?
--[X] How many Lupi are there?
--[X] Is West Germany going to guarantee them the same rights as all its human citizens?

-[X] [Questions - Wolfsmenschen]
--[X] What was their life growing up?
--[X] What do they think about the world they've entered into? What about the world have they been exposed to?
--[X] What do they (or at least the representatives present) want from this? What justice, what reparations? How can we help you right now?

-[X] [Are Homo Lupus Human?]
--[X] That is the wrong question. The better question is: why does it matter?
(Why should they be human? What right does this assembly have to decide what is and is not worthy of dignity and respect, like some Victorian aristocrat-scholar measuring skulls? Because that's what this definition is really about: drawing lines in the sand and saying that you're not a person if you don't fit our expectations.
What if we create sapient computer programs? Or little green men from space come by to say hi? Or if humpback whales turn out to be sapient? Are we gonna have a little skull measuring party every time a new form of sapient life comes around?)

-[X] [Ban/Condemn Sapient Gene Creation]
--[X] No, genetic engineering is a tool that can be used for tremendous good - this attempt to ban the technology is nothing but another attempt to enclose and restrict the means of production to maintain the status quo as it serves those already in power.

Within a room secured by dozens upon dozens of security agents, military personnel, and a dozen other measures, four leaders of great nations met to change the future to designs made by one to the detriment of another. It would be a meeting to be immortalized in the future by a myriad of mediums, from movies to comics over books and even theater. A thousand different tellings of the same painting, of a nation, once risen from the ashes of civil war and Imperial Japanese Occupation, once more disintegrating into squabbling factions as what was united must divide again. All as one island decreed that help would arrive if border nations would be created to ease tensions and two vultures circled to carve out ever more space between them or to weaken that nation further for selfish gains or reasons.

And yet, another meeting was happening underneath the soil of a nation risen from Imperial Ambitions ground to ashes on its shores by the sacrifice of its sailors. Within that room, aside the manufacturing complexes churning out the machinery of war and electronics for the rise of a nation to global prominence, two minds of scientific prowess sat, each charting a path for their country they sought for reasons manifold and wide-reaching.

Leaning back, the head of Guangchous's many secret and ambitious projects within and underneath the hidden city of Mingxiang steepled their fingers, a crease on their brow as they beheld the man opposite them who had delivered news and opportunity alike.

"That is an...interesting proposal," Wei said, thinking over the three given trades, the corresponding folders with further information on each lying heavily on their desk. "But, and that is what confuses me the most, what reason could you have to make just such proposals?"

In response, Valentin Glushko smile thinly, stress, worry, and many sleepless nights evident on his face. "I have many reasons, but the most pressing one? More budget for my programs." Wei barked out a laugh at that honest answer, though Gluskho continued. "Yes, nothing is sacred when it comes to budget allocations. However, while that is a reason for trying to get certain things, another large one is the desire of the military to attain the 'Iron Tigers' you are producing for their own ends."

"And you volunteered to head the negotiations for political reasons, so we don't ask for military equipment or concessions in return. So instead, you merely offer something that would require little from the Union and saps economic strengths from us while bolstering your international reputation?" Wei asked, quirking a brow.

"Yes," was the simple answer in return. "And we both know you are more than a little tempted by our offers."

'True,' Wei thought. 'Jungmin would certainly not accept any refusal of mine unless I could convince him how it would negatively impact us on the whole. And...it wouldn't, not in any long-term capacity. But, still...' they thought, once more thinking over the three proposals given.

The first was...well, it hurt a bit, but in the overall scheme, it wouldn't impact them and aid the USSR's technical developments. Wei paused for a moment to internalize that thought before continuing. Selling Gen1 ITs would undoubtedly lead to them being reverse-engineered. Still, the Gen2 with the weaknesses and growing pains pasted over or removed was already in development and nearing completion and rollout this year, so they would still have a massive lead over the entire world. Selling all technical documents of their electronics, on the other hand...well. Glushko's offer of constructing a whole native space industry and Cosmodrome on the USSR's purse was very tempting, especially since the buildings would be completed within two years.

The second was the same as the first, but only the technical documents of non-military electronic designs would be sent, and the construction would take around four years in response. More time to ensure that the construction would be up to code and more time for the USSR to potentially renege on the deal or be stopped from its fulfillment.

The last was purely military. Technical documents on the Gen1 and 2 ITs and the Cosmodrome would be up in a year. Straightforward. And yet...

Which Offer Will Be Accepted?
[] Accept The First Offer

You Offer: Gen1 Iron Tigers (Current Native Rollout: 75% Complete) to the USSR (preventing further native rollout due to industrial limitations), Technical Documents of all Electronic Advancements made and in progress for the next five years.
They Give: Construction of native space industry + 1 Cosmodrome in Guangchou within two years. (4 Turns)
Both Agree To: 10 Years of Launch Co-Op and Co-Development of Spy and Comsats.

[] Accept The Second Offer
You Offer: Gen1 Iron Tigers (Current Native Rollout: 75% Complete) to the USSR (preventing further native rollout due to industrial limitations), Technical Documents of non-military Electronic Advancements made and in progress for the next five years.
They Give: Construction of native space industry + 1 Cosmodrome in Guangchou within about four years. (~8 Turns)
Both Agree To: 5 Years of Launch Co-Op and Co-Development of Spy and Comsats.

[] Accept The Third Offer
You Offer: Gen1 + Gen2 Iron Tiger Technical documents are provided to the USSR.
They Give: Construction of native space industry + 1 Cosmodrome in Guangchou within twelve months. (2 Turns)
Both Agree To: 15 Years of Launch Co-Op and Co-Development of Spy and Comsats.

Do we want spes?

All of our concerns are earthbound more or less...

Edit: Though having our own satellites is tempting...

Maybe we could just offer the original laufpanzer files and the remaining intact samples. In exchange for technical data that would boost our attempts at establishing space industry.

Nah, personally I think I'm good. We can go to space at our own pace. Compared to fixing a shit ton of our internal problems, space really isn't a priority.

I mean, this is more or less an oppprtunity to get some tech we still dont have or are not as proficient in. So we dont necessarily have to accept space tech.

I want space, I want to have a moon base that laughs at the westerners from our glorious vantage point on the moon.

USSR is on verge of collapse, so we probably should give them non-military electronics to stabilize them a bit. Question is, what to get in return?

Another thing is that Cosmodrome will help us both. I don't remember exactly, but having it closer to equator and ocean is better, and we are closer than Kazahstan, so making them construct Cosmodrome and then pay us to use it is pretty good deal.

All ussr is offering is basically some free action points. We could build a space program ourselves. Better to ask for something else. But yea, nonmil electronics and laufpanzer docus. Maybe some gen 1 IT but only after native rollout.

So the non military stuff immediately while the military spec gear is after native rollout, would the USSR accept that given their current military hard on for stuff?
