Ngl, it's hard to be interested in the mechanics of the system when we don't know why the Soyuz half complete costs about as much as the Sagarmatha in civilian industry. A ship that masses around two and a half times the Soyuz and has an expensive quad nacelle layout and 3 impulse engines that would cost nearly as much as the two high performance ones.Looks are coming along nicely. We're all in on going fast so boosting maneuverability is an easy call. We're pushing the budget hard already though if we're aiming for cheaper than existing cruisers.

They have to decloak to attack, with only two exceptions that iirc haven't occurred yet.You can't dodge what you can't see. If we're building these to fight cloaked ships, the extra maneuverability provides very little benefit. Extra sensors to see through the cloak would be good, but more speed... Eh. I'd rather have a sixth, twelth, and eighteenth, ship than having extra maneuverability.
Ships can't fire and be cloaked at the same time, at least not for a while. Given that it's REALLY important you can be away from where they were pointing their Disruptors at before the fire them off and our ships become an epitaph.
