while i kind of want to do both honestly they are asking for small and cheap so lets go with that.

The contract asks for a small ship, and this saves us industry for the NX-project. A small ship is also mentioned as being better-armed for its size.

Let's focus on producing a well-armed cargo ship which can both carry useful amounts of cargo, and act as a convoy escort by sprinkling them in amongst a larger convoy of our existing bulk freighters.

Whether these ships ultimately sail in convoy or independently, it doesn't change the fact that the contract explicitly calls for a "cheap, small, and effective" ship. Plus if they do sail in convoy, then if under attack by pirates, the convoy can break and there is a real chance at least some of the material will get through. I'm not convinced the same could be said of the larger ships (mostly because there will be fewer of them).

I'm thinking Small, but making 2 each year for a total of -18i. So we build them what's requested, and get enough capacity anyway.

Saving Industry elsewhere makes it available for this.
I feel like cargo capacity will be economically relevant in the future so we may as well do it right.
Fewer ships are easier to escort.
I'm thinking more available cargo carrying capacity will increase how fast available Industry grows. Also, we have the opportunity to define what constitutes a 'Small Cargo Ship'.
 
If we give this ship phase cannons, then I think there is a decent chance that two three of them escorting a convoy could deter any pirate we are likely to encounter. Remember that good pirates will not fight to the death; they have to balance the risk of damage to their ship against the gain of taking a cargo. An aggressive defence can often be enough to make a pirate ship withdraw to look for easier prey even in situations where the pirate might be able to win.

Making these ships easier to produce and more capable individual combatants also means they will be more useful in the Earth-Romulan War. Convert some of the cargo capacity for troop transports or racks of hyper-atomic missiles, and they're good to go.

Were this the future I'd scoff at the client thinking they know what's best for them, but resources are still scarce and we still use money, so the customer is always right.
 
also be interesting to note what we can or cannot put on a cargo ship?
we been building ships that are at least part time warships for a good bit now lets see what we can do with civy ships.

It's still a multi-year round trip to some of our colonies with a Warp 3 engine. That means trade can't be too important to our economy yet.

The smaller ship is apparently better armed/defended and since we lack the ships to provide escorts that additional level of protection seems indicated. Plus if we do start convoys in the future we're putting fewer eggs in one basket by having more smaller ships to haul the same cargo.
