Looking back at Project Halley, the Archer class, we had options that included minimal or no secondary hull; reusing the Archer sphere and keeping the weight down might be an interesting option for a flying science lab.

And reusing the Archer's primary hull would be a good way to save on Cost. It already uses the modern Duratanium Alloy, too.
 
The defense satellite could offer some interesting geometries to keep things fresh. Is it stackable in a cargobay? Are they shaped like pyramids, spheres, or like mini spacedocks?

We have to balance the internal volume, ease of transport, ease of construction, and also ability for the satellite to move or get resupplied. I think sprinkling a bunch of these near our stations or tiny outposts would be very useful going into a war.

If we do go science ship I hope the brief specifically calls out fighting ability. We know there's a need for a common fighter that can do some patrolling and fill out task groups and I'd like to see this platform work for it. Plus have a cargo bay.

So Defense Satellites are interesting, gives our Pharos a much needed defensive boost, and in peace means we can move more ships to the frontier. I also think having a Defense satellite on the book for Starfleet means we'll have them for future conflicts like the Dominion war and that would be great.

On the other hand mobile defense is better and ships are more versatile in general. The more Warp 8 hulls w/ rapid launchers we can get online the better.

Beside I think we identified a need for a bioscience/disaster relief ship. So hospital ship with biosurvey labs, plus some cargo for relief supplies.

I think i am going for the defense Sats.

Allows for cheap defenses than having to keep a ship close all the time.

Its likely going to be a few sensors, computers, very light, shields, engines for turning and staying in orbit +1-2 Phaser.
All powered by a fusion reactor.

Please no. For all the Archer was capable at her duties, the orb design in Trek style is eye searing.
Seconded.

Plus it's a rough galaxy out there - a saucer is more tactically viable, and we can't really afford to neglect fighting ability across the fleet (even for ships that ideally should be behind the lines) or else we're right back at step one. Minimum viability in this day and age is avoiding getting bushwhacked by a Bird of Prey, and that's a lot easier with a permissive hullform.
 
ORBs are for engineering vessels that need the space to fit in all the industrial machinery not for studying cows on the frontier where it is far more likely to encounter hostile forces/space entitie
 
I like both, but ultimately I think we need to put out more hulls using the new warp 8 engine so I'm gonna go for the biosciences ship. Something with enough teeth on it to be a deterrent and bulk out the fleet with a solid set of modules focused on its scientific specialty. Maybe a little bit of cargo space too.
