For runework, bear in mind it might not be a literal bomb. It might release toxins into his blood or something like that. It's a kill switch but not necessarily literally explosive.

Although this might be a way of making it work.I'm thinking what we want to do is get the public eye on the bandit problems we've all been having, how much of a pain they are with everyone--but that we've been doing our part to keep the peace--while, we even managed to take down one of the bandit camps not too long ago!
It's just a shame that we're in such a time of troubles, where everyone's pulling together to help each other out.
Basically, we make Horra's insane wealth look suspicious--or at least really gauche by pointing out how everyone else is having trouble, and yet he's magically coming out smelling like roses. This is set-up for the Trial Proper of course.
