Okay, so, Thortur Skarfr is a non-entity in a quick internet search, so let's try and decode each word.

Skarfr is apparently Old Norse for 'Cormorant', which is a kind of bird. I can't find anything for Thortur though.

I think i got it:

Njáls saga - Wikipedia

Boom. He' a lawyer and a sage who was literally burnt to death in his own home after a settlement he was trying to make broke down because the one pressing the suit was convinced to only be willing to accept blood vengeance instead of weregild, and thus rejected money payment for a spurious reason to push forward. Njal stuck with the others and was burned to death when a war party set fire to their home, because he refused to abandon them. Presumably, anyone who tries to disrupt this will be burned by fire (Or their home burned by fire with them trapped within), and anyone who continues to do this will have... Something else happen to them.

EDIT: Noticably, the event that IF alluded to a while ago when he randomly brought up that "Norse people can be extremely petty, why, one of the sagas has a woman literally sit on a grudge from her husband striking her for ten years, then refuses to give him her hair so he can string his broken bow, letting him be killed because of that." Was from this Saga. That seems like a Hint given in advance.

I think all of that is probably correct and goes together like this (interpretations in bold), which leaves figuring out what happened to Thorthur Skarfr as the main remaining puzzle, I think?

'Let all the Little-Watchers [land spirits] bear witness to Stronghoof's Sireling [this horse]. Let them know no rest till ESONTRIARWOR [Stone Warrior = Steinarr] is driven from the land in mind, body, and soul. May any who dare disrupt this righteous act have their face suffer worse than the downy-cheeks of RJUNNTABLS [Burnt-Njal's]. Let all who continue learn the pain of Thorthur Skarfr meeting Helgi Droplaugarson.'

With anyone who disrupts it suffering horrible fire and then [???]...whatever happened to Thorthur Skarfr.

Little-Watchers must be the spirits of the land that get disturbed by Nidthing poles.
Stronghoof's Sireling -> presumably someone who was sired byS Stronghoof i.e. a child of Stronghoof.
ESONTRIARWOR: Alectai speculated that it may be Steinarr.

Njáls saga (aka he Story of Burnt Njáll) on wikipedia.
The saga deals with a process of blood feuds in the Icelandic Commonwealth, showing how the requirements of honor could lead to minor slights spiralling into destructive and prolonged bloodshed. Insults where a character's manhood is called into question are especially prominent and may reflect an author critical of an overly restrictive ideal of masculinity.[2] Another characteristic of the narrative is the presence of omens and prophetic dreams. It is disputed whether this reflects a fatalistic outlook on the part of the author.

The principal characters in the saga are the friends Njáll Þorgeirsson,[3] a lawyer and a sage, and Gunnar Hámundarson, a formidable warrior. Gunnar's wife, Hallgerðr langbrók, instigates a feud that leads to the death of many characters over several decades including the killing by fire of the eponymous "Burnt Njáll".[4]

Spiraling revenge spirals (like we are dealing with)

"Insults where a character's manhood is called into question are especially prominent"
Insults to a characters manhoo (like accusations of Seidr?)

found something:

Thorthur Skarfr

The names of some common seabirds also have Scandinavian origins. For example, arspag (black-backed gull) derives from ON svart-bakkr; and sgarbh (cormorant) from ON skarfr

Internet search may be stumbling on the fact that this is unfortunate English transcription of two different Norse letters; Þorður. May also be transcribed "Thordur" or "Tordur". Name is a short form of Thor-fridur, "Thor's peace".

More quotes from wiki on Bjurnt Njal
Magnus Magnusson finds it "a little pathetic, now, to read how vulnerable these men were to calls on their honour; it was fatally easy to goad them into action to avenge some suspicion of an insult".[14]
Fatally easy to goad them into actions to avenge some suspicion of an insult
Fatally easy to goad them into action

Again very thematically fitting.
Easily goaded into (self) destructive actions sounds like an issue of norse culture relevant to the quest. And something "the Enemy" would probably want to strengthen as one of the mines to keep the norse from unfucking their situation.

I'm not so sure Burnt Njal's cheeks refers to fire. Burnt Njal was unable to grow a beard, so his cheeks likely "burned" with frostbite. That would fit with the face of anyone messing with the scorn pole being specifically mentioned, along with the rosy cheeks of Njal. It'd be a rather clever piece of misdirection

We're not weak against Ice though, we're weak against Water, this'd be a poor trap against one of Hallr's line if that's the initial retaliation. Could be doable though.

The "Dick-Chopped Off" effect though is absolutely horrifying though for anyone but Halla though, yeah.

There's a Thord Cormorant who got pinned with a spear through his scrotum by Helgi :o

That's definitely it then. Which would make the meaning of the whole thing:

'Let all the Little-Watchers [land spirits] bear witness to Stronghoof's Sireling [this horse]. That's possible, yeah. So either fire or frost...probably the latter given that it's targeted against our family, you're right (we're not weak to ice, but we are resistant to fire, so he wouldn't use that). A frost attack right in the face sounds unpleasant, and the follow-up groin shot is very nasty.

Actually, I suspect that the Horse is actually a distraction intentionally delivered to stir this shit up. I suspect Hasvir had a kenning that was "Stronghoof", and he literally named the horse after his father's kenning in order to create a distraction.

Wait, hang on, what does Horra and Hasvir mean, translated to english? Steinarr's name was done as a kenning as well! And we know the feud started because Hallr butchered Horra's father because he was harassing the Seeress.

For context in quest:
[ ] While it wouldn't matter for many years, the child is completely incapable of growing any kind of facial hair.
-Gain Flaw: Beardless - Makes it very hard to earn orthstirr if you are a man. Has no effect if you are a woman, though still qualifies as a 'flaw' for the purposes of boons.
Maybe it isn't refering to literal or figurative burns, but beardlessness.
->
Being seen as unmanly. "very hard to earn othstirr if you are a man"

I suppose it could be stretched to include a water based attack that would quickly freeze in the cold as well. Snow may also be a candidate by the same logic.

Someone want to run translations of Horra and Hasvir, just to be sure? I suspect that's the play, since he's been planning this for a long ass time. Long enough that he could easily muddy the waters by using the horse's name as a decoy or a red herring.

Note that the "scorn-pole" looks like its a another translation of nithing pole.
A nithing pole consisted of a long, wooden pole with a recently cut horse head at the end, and at times with the skin of the horse laid over the pole.[1] The nithing pole was directed towards the enemy and target of the curse. The curse could be carved in runes on the pole.
So it may not even be a distraction, just a classic part of the curse.
