It's common for a quest's readership to exceed its voterbase, but this is like the first time in idk how long if ever that this quest's readership is actually turning out to vote (maybe because this vote is kinda close and comparatively straightforward). The last interlude of Turn 26 got over a hundred ratings, which is comparable or more than several of the Paths of Civilization posts that I quick checked. And that thing has a huge and rabidly active voterbase. And PoC has a much faster update rate than this quest.

I kinda wanna see just how far this goes.

That's more or less what I do under these kinds of circumstances; wait until there's a long stretch of no votes before moving on.

I think its more inertia and self fulfilling prophecy. Everyone knows and votes for Publicola's plans, so very few people bother to compete, so Publicola's basically the only option, so people vote for him. So everyone knows him...

Like, if someone wants to get something done their options amount to "convince Publicola to include it in his plan, or get like three votes." That tends to depress turnout.

...The CNS is now Switzerland. And with Garm Bel Iblis's militia and the Republic fortress/depot on Ord Mantell, we're ready for anything the Nazis Sith might send against us. Also, at Thrawn's instigation we set up a proper Admiralty Board for the CNS Navy, to ensure our fleet is competently commanded.


Watching The Watchmen Rolled 47 + 5 + 20 = 72
Turns out the Jedi Sentinels lost Lady Ciaran's comm-channel number after a faulty security patch roll-out by the Technical Division led to the Jedi Temple's computers crashing. "It was like Y10K all over again," explained a blushing Jedi Technician.

At least the intel exchange between our organizations is back up and running.


But What About The Younglings!? Rolled 91 + 10 + 20 = 121
Ciaran intervenes in the nick of time -- after ensuring that the younglings are evacuated, she persuades the Jedi High Council to venture out of their Tower and meet with the leaders of the protests. The Jedi Order sees how it is perceived by the broader galaxy, and promises to do better. The protests sputter out when the protestors realize the Jedi aren't Stupid!Evil, but an organization that's a little too hidebound, filled with people who have good-intentions despite their occasionally calamitous mistakes.

The reforms don't happen overnight, but there's been a clear shift in the Order's balance, in favor of the younger reform-minded crowd. Windu sulks, Yoda chuckles enigmatically, and Palpatine gnashes his teeth in frustration.


Sienar Custom Vessel (Chu'unthor) Rolled 43 + 10 + 20 = 73
It was expensive, but Raith Sienar got his hands on enough stygium to outfit a stealth field to cover the full 2 square kilometer breadth of the capital ship. The internal repairs were less satisfactory -- the training rooms are crude but usable -- but the Chu'unthor is at least able to fly without being detected, and we have enough engineers and other personnel to upgrade the internals even after it takes its maiden flight. (+1 Diplomacy/Lore Action for making contact with other Force Sects, Chu'unthor becomes an Abyss Watcher Base.


Deepen The Baobab Partnership Rolled 2 Rerolled 17 + 10 + 20 = 47
We meet Mungo Baobab. He's the heir of a financial empire, but has too much wanderlust to settle down in a corporate job. Sounds like a perfect fit for our organization, and I'm sure the rest of the family would appreciate our keeping an eye on him and helping him out of tight spots....


One Fried Paranoiac, Extra Crispy Rolled 47 + 10 + 20 + 12 = 89
Well, it certainly did nothing to ameliorate his paranoia, but Talesan Fry is now fully on board.

NB: We'll want to be somewhat careful in how we use him ('Remember Darra Thel-Tanis', but there should be plenty of innocuous actions (anti-Palpatine, pro-CNS) we can use him for.​

Well, we got what we came for -- we know which units were implanted with the broken inhibitor chips, how the chips are implanted, and how to modify them. We also got a whole lot more -- our agents gathered a significant amount of data on Kaminoan cloning techniques, which should be very useful for our employees and allies aboard the Arkanian Legacy.

We also discovered a recorded conversation between Chancellor Palpatine and Prime Minister Lama Su, indicating that the Republic would soon 'phase out' their purchase of Kamino-made clones, and start producing its own army of flash-grown clones via Spaarti cloning chambers. ("Now isn't that interesting....")

Or, you know, Kal Skirata (finally) trusts us enough to hand over those Republic Treasury encryption codes. Which means we get all the money.


Operation Ultra Rolled 32 + 15 + 20 + 2 = 79
Fry's Codebreaker is so absurdly powerful, that it hardly took a week after our agents returned from Kamino, before we intercepted a communications from Palpatine to the administrator of his secret cloning facilitis on Centax-2.

NB: with 'Tipoca City', counts as auto-success for 'Bad Moon Over Coruscant' and unlocked follow-up action. Also gives better odds/results for 'Treasury Auditing' (Stewardship), 'Rumblings of a Giant', 'Grassroots Movement' and 'Black Information' (Intrigue).​


Carrot and Stick Rolled 47 + 15 + 20 + 12 = 94
Thyferra takes the carrot, and shies away from the stick. Even better, Silas was able to orchestrate the sabotage and blackmail campaign before arriving on the planet, where he promptly offered his services to find a solution. Thyferra knows they're not welcome in the CNS, but think that other parties were responsible for the cold shoulder. And they're quite pleased to reap the rewards of Silas's smuggling expertise (increased trust in our organization means they won't think anything amiss if a few shipments go missing...).


Rust And Metalorn Rolled 96 + 15 + 20 +10 = 151
We steal the CB-3 cortosis droids. All the cortosis droids.

We also steal the schematics for some of the other droids being built in Metalorn's foundries -- which might include blueprints for the Hailfire-class droid tank, the 'seismic hover tank', Hyena-class droid bomber (all from Haor Chall Engineering), the P-series, W-series, and Q-series droideka droids, the droid tri-fighter, the Pistoeka 'buzz droid' (from Colicoid Creation Nest), the AAD-4 assault droid and Viper probe droid (from Arakyd Industries).

NB: Yeah, Metalorn is a major foundry world, and all of those companies are affiliates of the Techno Union, so this super-crit might be the equivalent of an auto-success for either 'Ball Busting' or 'Simply Mechanical Heist' or both. There are a lot of potential goodies here. If I had to pick and choose, I'd probably prefer the Colicoid droid schematics -- all of them appear in the films and seem incredibly useful, and could plausibly be found by hacking a single terminal. Plus the Mechis III action might let us steal schematics for non-battle droids, since the entire planet is dedicated to building all kinds of droid models for all kinds of companies, including Industrial Automaton (astromechs) and Cybot Galactica (protocol droids).​

We also stumbled upon the 'Unreal City' prison complex and staged a jailbreak, freeing a number of political enemies and unhappy competitors to Wat Tambor. (We may or may not have rescued Shaak Ti at the same time).

Finally, thanks to our earlier surveillance, the Silencer led a team to capture Wat Tambor without much difficulty and brought him back to Neutral Space as a captive. (They flew away on a small squadron of stolen Sheathipede-class shuttles -- those should come in handy for future missions).


Archaeological Expeditions (Yavin IV) Rolled 44 + 15 + 20 = 79
We visit a few temples, take a few corusca gems and ancient relics for 'study'... before we stumbled across a long-abandoned cargo pod containing a ancient battlesuit made of cortosis alloy that seems to sing of the dark side of the Force. Asajj claimed it for herself, obviously.

More interesting, the data terminal on the pod indicated it came from a space station registered to Suvam Tan, a Rodian inventor and treasure hunter who lived during the time of Revan! Ciaran's shatterpoint has been not-so-subtly hinting "There's more where that came from."

(NB: @Dr. Snark, it's not a super-critical success, but it's hard to find anything on Yavin IV (let alone the rest of the Yavin system) that isn't ludicrously valuable to some degree. I figure the Suvam Tan pod would be a decent enough reward without being OP, while also giving a sufficient hint to return or set up a permanent base to do more exploration.)​


No Match for a Good Blaster At Your Side Rolled 80 + 15 + 20 = 115
It turns out that designing custom Force-blasters is even easier than designing a new lightsaber -- so much that Ciaran should be able to get hers finished in short order. (This would either count as an auto-success for Ciaran to construct her own lava-crystal force blaster, or give a Personal Action to construct it as a 'free action' next turn).


Personal Shield Technology Rolled 47 + 20 + 20 = 87
It might take a few more months, but the Foundry assault has demonstrated the need for our agents to be outfitted with high-quality personal shields.

Thanks to her previous work with mechu-daru, it takes very little effort for Cheriss to adapt her custom frames to all kinds of droid variants, from basic battle droids to vulture-class starfighters, not to mention the slew of droid schematics returned from Metalorn. Of course, that doesn't take into account how her research into her own frame has advanced by leaps and bounds....


Padme is a bit busy when Ciaran comms her out of the blue, but she quickly gets over it when Ciaran tells her about her dinner with Count Dooku...


Form III (Soresu) Training: Reward: Martial Increase, Form III training Rolled 16 + 15 + 20 = 51
Obi-Wan sure was surprised when Ciaran's lightsaber starting leaving a trail in its wake.

Ciaran sure was surprised when Obi-Wan told her to put it away and gave her a training blade instead, so she can focus on getting the right form. Progress is slow and counter-intuitive (given her strengths and previous training), but Obi-Wan is patient and a master duelist. Slow and steady it is.


Miss Ciaran, I Expect You To Dine Rolled 77 + 5 + 20 + 40 + 17 + 8 = 167
Dooku tries ambushing us, to see how far our Makashi has advanced... only to be handily defeated after Ciaran pulls out her Moonlight Blade (Sora Bulq and Quinlan Vos try to intervene, but only succeed in embarrassing themselves). Dooku admits his frustration in his own master for not spending any time training him to a higher level; Ciaran surprises him by offering a helping hand.

Only now does Dooku realize the power of the Troll Side of the Force.

Ciaran volunteers her own DNA for the Miraluka genes. Asajj goes through the genemod and comes out with a slightly higher midichlorian count and an instinctive grasp of Force Sight. Also, she seems to have developed an appreciation for Ciaran's sense of humor. Be warned.


Cheriss Sair - Experimental Frame Development 59 + 20 + 26 + 20 = 125
At this rate, Cheriss might be able to beat HK-47 in a head-to-head spar. More importantly, all of that 'experimental technology' panned out magnificently -- she was practically vibrating in excitement when she told Ciaran about how much progress she'd made on those anomalous materials the Svivreni mineralogists had been sending her way.


Asajj Ventress - Journeys Of An Exile 60 + 5 + 19 + 20 = 104
Asajj Ventress gains a couple Minions of her own, and the Blackguard jump at the opportunity to join our nascent Moonlight Council.

NB: 'Moonlight' is more poetic than 'Gray', and Ciaran wields the signature weapon, and all our Abyss Agents wield silver lightsabers.

Jango Fett - Those Who Do Not Exist 32 + 5 + 24 + 20 = 81
The Cuy'val Dar ride again. Long ago, Jango recruited "the best in your field—the best soldiers, tacticians, sappers, communicators, survival experts. I picked you personally because I want you to train the best commandos in the galaxy." Now they all work for us.

Notably, this list includes Kligson (who runs his own paramilitary group), Cort Davin (a Mandalorian cowboy), Vhonte Tervho (a dual-wielding Mandalorian bounty hunter), Llats Ward (military historian, strategy & tactics teacher), and an unnamed Corellian mercenary (headcanon: he's Han Solo's deadbeat dad).


Corellia: 93 (+100 & Event)
Okay, there are a lot of possibilities here. The big question for @Dr. Snark is whether our salvage teams for 'Corellia' are limited to the surface of Corellia proper, or if their remit includes the rest of the Corellian system.

If we're limited to the surface, our salvage teams might have found artifacts related to the history of the Green Jedi, which might put us in contact with their Order now that we're on the planet. Or we might have discovered an entrance to the 'Selonian Tunnels', an underground metropolis where a race of isolationist otters find their home away from home. Or we might have rediscovered the swoop-racing course that once crossed through the Agrilat Crystal Swamps. Or we ventured into the disused Labor Valley and found long-buried caches of raw materials used by the 'Black Hole' hypermatter refinery. Or our paths might have intersected with any one of the dozens of corporations and organizations on Corellia proper.

If our salvage teams can venture throughout the system... well, that technically includes Centerpoint Station, but I'm sure Ciaran would have warned them to steer clear until we can send a properly-kitted team to look it over. The Corellian system, however, includes a number of other inhabited planets. One of these is Selonia, the homeworld of said isolationist otters, an industrial waterworld with a below-ground ecumenopolis, known for the legendary ruins of Kas'as Chen'ru Den.

Another nearby planet is Drall, homeworld to a race of burrowing rodents generally regarded as exceptional scientists, best known for the 35,000-year-old 'Great Archives of Mastigophorus'.

Notably, Drall is also the home of a former Jedi named Meloria. Just read her wiki page and tell me it isn't one ginormous plot hook.
Discovered to be Force-sensitive soon after her birth, Meloria was inducted into the Jedi Order to be trained in the ways of the Force. Meloria passed through her training half-heartedly; always resenting the fact that her destiny was supposedly predetermined.

While attempting to arrest a bounty hunter, Meloria accidentally killed an innocent bystander. She became distraught and found herself unable to deal with the anguish; she severed all ties with the Jedi Order and vowed to never use the Force again. Meloria fled to the nearby planet of Drall

Meloria used the last of her savings to purchase a cryogenic hibernation capsule. Safe inside her cave, she then froze herself within the unit. Meloria knew that if the Force willed it, she would be free, but until that time, she'd remain in stasis.
She doesn't like the Jedi, and so swore off using the Force. And now here we come, telling her that you don't have to be a Jedi to use the Force....

She sounds like she might be a good counterpart to Tyro for training our Walkers, depending on her personality. We do still need someone to teach them how to lightsaber good, don't we? Also, she'd probably enjoy learning Matukai. If she doesn't want to teach, then at worst she's a top level named Walker, at best she's a good martial/mediocre lore hero unit. Looks like fun.

Why would the training rooms be crude and less than satisfactory? We got a standard success, we paid for everything, and it's not like we're junk world scavengers mucking around with spare parts. There is no reason whatsoever why the training rooms wouldn't be of decent quality.

Why do we want a Moonlight Council? It doesn't make us money and it doesn't help us fight Sidious. We are not playing a Force master, we are playing a crime lord who uses the Force to advance her interests. We do not interact with the Force for its own sake.

Because @Dr. Snark was hinting that it might take more Sienar actions to get all the repairs done (the reward said "continued"...). So I wanted to provide justification for offering a partial reward this turn -- Raith focuses his attention on the stealth systems and making the Chu'unthor fully spaceworthy, but leaves the innards for later. This would allow us to fly it around the galaxy making contact with people (the +1 Diplomacy action) while leaving it for future repairs (if it's a base, then we can spend money on base upgrades...) to finalize the training rooms, archives, research labs, quarters, etc. that would give us a +1 Lore action to actually train with their techniques.

Read the wiki entry. She was not happy with the Jedi, which led her to the wholesale rejection of the Force as characteristic of that way of life.

tbh I thought we were siphoning that dream off into your quest, because this one isn't super-fitting for it. The idea that all these non-Jedi Force Sects will actually come together to form a Council of any kind is... kinda silly. You have a full gamut of philosophies here that are not going to all be compatible with one another. Not to mention that so many of them are full isolationist. A library of sorts? Yeah, that we can pull off. But the line doesn't go much farther and I don't think we should waste our efforts on pushing for more when we have so many better things to do.
 
We could call the collection of Force sects as more of an "Archive of the Force" or maybe the "Forum of the Whills".
It is kind of more of a melting pot of discussion and debate for the Force.

@Publicola, we are an information broker, but I'd started thinking that we weren't really doing that much information stuff lately. I looked in the OP to get a breakdown of our Information income (a paltry amount: less than 10% of our income) and it was worse than I thought. Since Turn 23 it's nothing but wiretaps. Nothing unique, interesting, or especially profitable, just wiretaps. We are an information broker and this is unacceptable, so I've come up with a bunch of ideas to run by you.

High society matchmaking (Taris, Naboo, etc.) - Replicate our success in this area in planets besides Coruscant. Coruscant does not have a monopoly on lonely rich people.
Middle society matchmaking (Coruscant, Taris, Naboo, etc.) - We have enough information at our fingertips that we can set up dating services for the middle classes. It'll make less money per person than High Society Matchmaking but we'd have a much larger base to make up for it. While the quality of the matchmaking will be lower than HSM due to having to solve for a larger number of people, it should still have a high qualitative edge over competitors due to the large amount of illegally-acquired information at our fingertips.
Restaurant surveillance - Business, politics, relationships, and more are discussed by the rich and wealthy in high quality settings. Record everything that happens here and exploit the results.
Home surveillance - Bug the homes of the rich and important. Exploit at will.
"Cantina" Surveillance - The rich and important often spend time in scandalous places doing scandalous things. Bug these places and exploit at will.
Tourism surveillance - The rich and important often spend time far away on a distant plant to do scandalous things without fear that they might be caught. Take this security away and exploit at will.
Advertising - In real life, companies buy information about people and use that information to target ads to them, making a ludicrous amount of money for all people involved. Get in on the action, both by selling information to companies and by being those information-exploiting companies.
Information brokering for gangs - Back in the day, we used to sell information about gangs to other gangs. Keep doing that and do it on planets besides Corsucant too.
Insider trading - You know what's illegal? Inside trading. You know who doesn't care? Us.
Corporate espionage - You know what we have a lot of? Idle Seekers. You know what we don't have a lot of? Seekers who are performing corporate espionage and sabotage against our clients' competitors and our own competitors.

Look at the name: "wiretaps". We only tap into communications from phones and such. Most people use phones for only a small fraction of the day and, to use an example, when two people are eating dinner together, they speak to each other directly, not via a phone. Wiretaps can only do so much. Visual and non-transmitted audio recording will get us far more information than wiretaps could.

There might be some bigger targets that should be called out by name, but there are a bunch of companies which really don't matter enough to get a name in Star Wars. Companies which sell backpacks or socks, for instance. Just note it down as "miscellaneous companies" as the target. I guess you could also do industry-targeting such as "rival media companies" to both make money from that and also increase the worth of our own media company.

I have to point out that if we do anything too major that it will be obvious. We have been using legitimate/semilegitimate sources for our income because it is more cost effective. We are making more money with less risk this way. We also have a considerable amount of attention on us from Sidious and Dooku who will be quite happy to catch us out. Which could be bad for our reputation.

Remember we are almost the de-facto leader of the CNS, which is currently huge in terms of territory. We don't sell secrets much anymore relatively speaking, we have what amounts to an intelligence agency that we are using this turn to... probably kidnap Wat Tambor, and get very high level intel on what the higher ups inn the republic are doing.

We have gone from info broker to Spymaster. That is not a bad thing really.

Edit: the match making ideas are possible, but probably lower return that we want right now.

"Cantina" Surveillance - The rich and important often spend time in scandalous places doing scandalous things. Bug these places and exploit at will.
It is kinda weird we don't have this as an option for our other cantinas, since we do in fact have Cantina Surveillance on Coruscant.

And the Tourism Surveillance would work as an upgrade for the places where we have a resort, like Naboo and Dantooine.

NB: We'll want to be somewhat careful in how we use him ('Remember Darra Thel-Tanis', but there should be plenty of innocuous actions (anti-Palpatine, pro-CNS) we can use him for.

Three of the information things I mentioned are legitimate and all the Surveillance ones get us blackmail and leverage on lots of important people. Beyond the money, that's a very useful thing for us to have in general and in the fight against Palpatine. It would reduce his ability to act against us and increases our own ability to act against him. We need every advantage we can get and an advantage which doesn't require actions and also makes us money is an advantage we definitely want to have.
