With him wanting to ultimately leave a legacy and be known for his actions we have to be a bit different with how we use him, but there are avenues I could see developing. If he just wants to do big flashy fights right now that isn't much use to us. I can think of like 3 things we could use him for like that:
1. A plot against Superman, which isn't that useful right now. We want to wait until we have actual tools that could meaningfully harm him for an operation like that.
2. A public attack against a business competitor's specific hero unit. So some one like Fox, Freeze, Powers or Stagg. Something that would significantly hinder our rivals while giving Clayface the infamy he wants.
3. Maybe hiring him to help an ally in the local region. Could have him help the Menagerie or Bane when he moves in. Basically give them more power in their local area on our dime for more favors. This would probably be more deniable than other actions we could take to help them.
Now if he is willing to do quieter missions the options open up so much. Infiltration, spying, sabotage, assassinations so much shit he could be used for if he is willing to do it.

So apparently I overestimated how long some projects would take. In attempting to write out every sector in the DC Universe I'm already at 11 pages and I haven't even begun to start listing stuff, nor have I fully written everything out. The final product is going to be a 7202 words minimum considering I have to write "Sector X" 3601 times. That will likely come much later down the line but I am genuinely working to make this massive undertaking a reality.

Whoo, more bookkeeping and numbers and stuff! Seriously the Gotham event has kind of massively inflated how many characters you can interact with. Like I think there is like 3 to 4 encountered character sheet that came about just from this one event. So yeah, whether the event was worth it or not it certainly opened up a lot of doors considering that there is now like 100 more characters for you to be aware of and to interact with. That's always something.

It's fine. It's a good episode and a good idea. If I'd stuck 100% true to the DCAU you would've been onto something really interesting. Don't get disheartened though, asking questions is never a bad tack to take.

And the Russia's security was becoming increasingly in danger these last few years. The war with Avruskin, Ignition informing the world of Red Rocket, completion of the STRIPE Armor, the emergence of Superman and more.
The last one was what caused him to be here. Director Zastrow had been quite concern when the U.S. president announced that Superman had "special powers to deal with threats ordinary people cannot handle." Such a broad and meaningless statement gave the U.S. room to use this Superman for anything they wanted. Avruskin and Ignition already had whipped the metahuman department into a frenzy, but Superman pushed Zastrow to reach deep and bring back older projects they would rather let lie.
Thus, why he was out in the middle of the woods in Siberia with the closest town 24 kilometers away possibly on a suicide mission.
As Creote walked between the trees he reviewed what he knew about his target, Ivan Illyich Gort the Steel Wolf. A Soviet era super-soldier that was a symbol of the U.S.S.R.'s power during Stalin's reign. Super strength, durability, stamina, and decelerated aging. The first two confirmed through testing and service to the government. The last one shown by the surviving scientist reports after Stalin's death and agents monitoring him through the decades. He was created through a series of experiments during WWII and was fiercely loyal to Stalin.
Which is were the complications start to come in. When Khrushchev rose to power after Stalin's death as part of the de-Stalinisation of Soviet society he publicly banished Gort from society and the government. Of course, he was too useful as an agent to just be left alone and was approached with an offer to still work for Soviet interests just not as a symbol he used to be.
Those particular agents were found torn apart and hung in the trees. Since than the government's stance against Gort has been one of non-involvement and observation as long as he lived his life in exile.
It had been a couple decades since the last offer and Creote had been directly ordered by Director Zastrow to make a new one in light of recent events. As he weaved through the trees he stopped at the tree line unsurprised to see Gort already waiting for him. Sat on a crudely made chair in front of his cabin with folders on a stool next to him. Gort was staring him directly in his eyes.
Creote sighed internally, "Let's hope this time is different."
As Creote walked closer Gort rose out of his chair and signaled for him to stop about 2 meters away. Stopping, Aleksandr Creote got his first good look at Ivan Illyich Gort in person. He was taller man at 1.87 meters with an athletic build. All his visible muscles were well defined and he stood perfectly straight as if at attention. He looked just as he did in the first photos taken of him after the experiments in WWII with the only difference being a sprinkling of gray in his otherwise back hair. Gort stared him in the eyes with an intense focus as he waved at the folders behind him, "The reports your agents left on this Superman, are they true? Is America truly waving around their new super weapons so openly?"
Creote, thankful for a question and not his muscles tearing apart, provided a quick response, "Yes and its worse than that. They have already officially opened a school for the metahuman youth. The new arms race of public metahuman soldiers has already begun. If Russia wants to be able to keep up with other powers than we have to respond in kind."
Gort gave a curt nod at that and asked for Creote to continue describing the other threats reported in the files given to him. As Creote gave Gort more information he sensed a shift coming over Ivan Gort. His muscles start to tense, his straight stance bent a bit making him loom more and the intensity in his eyes amplified to the point Creote, despite his years of training, felt compelled to elaborate more on the reports. An aura of lethality and confrontation arose in the conversation and Creote had to stop his automatic response to reach for his weapon.
As Aleksandr Creote stared at the Steel Wolf he asked the question he was sent to ask, much like previous agents before him, and hoped his ending wouldn't be the same.

I didn't provide Steel Wolf's response so King crimson can decide what to do with the character and make it more likely to be canon. I could see Steel Wolf joining Russia, running off to join other rogue ex-soviet groups like The Hammer or just doing his own thing.

It just struck me that we're operating in quest with more than 200 different characters. That's insane considering we have only just started getting into the period where new characters are rapidly introduced. I fully expect 2 to 3 Superman villains to debut each turn for the next 7 or so turns so the characters will keep on coming in. I'm excited for this second of three planned phases (The first phase was pre-Superman, second phase is the arrival of superheroes and villains and the third is the post Justice League world). It'll be interesting to see how many of the characters listed here will stay relevant once we hit that final phase.

So I liked this omake although I do have some points to elaborate on it.
Russia's been sitting on metahumans for a while just like the US (the DEO and the Red Shadows went head to head in the Cold War). The concern with Superman would be that they currently don't have anything that seems to be able to match it (they have Vampires, Werebears, and a few more basic metahumans). Superman seems to be on a scale that they can't quite match and that's the major concern. It's not an issue with what you've written but I do think the additional context is interesting.
Furthermore Zastrow has been the Director of the Red Shadows for a long time and actually worked alongside Gort who often served as his second in command. Furthermore while Gort was kept hidden after Khrushchev took power he actually continued to work with the Red Shadows in secret until Zastrow was unable to hide him effectively. He only really got "banished" once we hit the sixties and such (he notably was working with Zastrow during the T.O. Morrow crisis which occurred under the Eisenhower administration). I also imagine that the agents sent to approach Gort with offers were people the government wanted to be rid of until Creote himself (because then Zastrow has this wonderful threat he can hang over others head and use that to get his way).
So long as he's allowed to get away with it Gort would 100% join up with Zastrow even if they don't agree on everything ideologically.
The one correction I caught was that you wrote "to useful" instead of "too useful" but that is a mistake I make all the time. I'd still recommend you fix it but it's not pressing
Because this is from Creote's perspective some of the inaccuracies (that Zastrow doesn't want Gort back for example) can work and the omake functions as canon. Congrats you've earned 500 exp

So I liked this omake although I do have some points to elaborate on it.
Russia's been sitting on metahumans for a while just like the US (the DEO and the Red Shadows went head to head in the Cold War). The concern with Superman would be that they currently don't have anything that seems to be able to match it (they have Vampires, Werebears, and a few more basic metahumans). Superman seems to be on a scale that they can't quite match and that's the major concern. It's not an issue with what you've written but I do think the additional context is interesting.

Yeah I figured that both the US and Russia have had methauman's for a while. Its just to baked in to DC lore for that not to be a thing (especially with you using the JSA). That's why I had Creote say "public metahuman soldiers ." Because as soon as something is public and acknowledged you can go much harder on it. No need to sneak around and obfuscate the fact your doing it. You can start making broader statements and recruitment like DOMA is doing with their school. That's what I imagine as the next arms race since they can just be more open about the recruitment and display of metahuman's to the public and other governments.
I'm fine with getting canon status through Creote's ignorance or misconceptions. I imagine knowing the exact details of the methuman division of Russia isn't something even the KGB might give to their normal agents. Since Creote is canon it does make me wonder when/if he'll fall in love with Savant (Brian Durlin) and what Savant's path will be.
So I was thinking and some stuff we should probably do next turn in response to what's happened in Gotham are:
- Build housing for Lexcorp Employees to help house and monitor all the Menagerie members we'll be hiring
-Potentially build orphanages for the children in the Menagerie if that isn't an automatic thing, same for Penguin's submarin
-Give Barbara something to do with the SCU to keep her happy
-Have the D'Aramis sisters do something that keeps them happy to make it harder for Bruce to convert them, possibly have them work on pharmaceuticals?
-Improve our exosuits to ensure we stay ahead of Wayne Enterprises if they do go down that route, thankfully we have STRIPE tech to integrate but we should also integrate the hidden weapons system soon as well to make sure they don't beat us to making police models
Something I'd like to add is that if we want another building we also need to hire more workers. This was mentioned after the first results from last turn:
You're starting to be understaffed with the inclusion of this new building. Another one goes up without more recruitment and you'll start experiencing penalties.
