What sort of tone should I shoot for with this Quest?

What I would do if that was a single-player game:

[ ] Donate to the public - (with a plan to assign Pamela) Improving reputation, fulfilling our promise to go green, making Pamela happy (@King crimson Am I right that there will be a subvote to what public cause to choose?")
[ ] Build surveillance satellites (With a plan to assign both Mercy and Luthor ) Very useful in our war. Synergistic with our goal to go space. I prefer to have that before attacking into enemy territory
[ ] Learn about space (With a plan to assign Ivo) High synergy with the action above. Good use for Ivo's learning
[ ] Build Ivo housing in a sublab - necessary to both mitigate the effect of two actions without Amazo, keeping him away from pissing off our emploee and making ridding of him an easier option.
[ ] Investigate inside the company - Necessary countermeasure against the enemy
[ ] Tighten security - Necessary countermeasure against the enemy
[ ] Improve banking and payment service on phone - we still need to make money and that thing annoys me.
[ ] Improve armor - Helps our security forces in defensive actions, gives some protection to Luthor against assassination attempt, makes money
 
I feel like we should try to hire more people (ex-cons and assistants imo) to be able to tackle more difficult actions in the future.
 
If we treat Ivo not horribly he won't necessarily betray us. If we treat him well, he may even become loyal. Needling him by not giving him the AMAZO project seems like an own goal as a lower cooperation increases his likelihood of betrayal.

Also, donate to the public is nice. But, Lex already has a great reputation with the public. May be better to use the action to hire someone else. Or to have Pamela actually do what we hired her to do and research.
 
Getting assistants would be nice especially for non-learning actions, but I feel like there are some things we simply need to finish because of our poor performance last turn. Hiring assistants is something we can do when we have the ability to commit Luthor, Pamela, and Mercy (and when they all have a good enough cooperation score for that) so we can maximize the roll and maybe get a critical success.

I think we should do what Ukranian Ranger suggested except swap space for Amazo and donate for botany.
 
One important thing to note

Pamela has cooperation score 0.8. If we bring it to 1.0 we will get an extra action. We aren't like to improve cooperation score by just letting her research stuff for us. We need something to actually please her. This is why I want to let her to donate our money for various save rainforests programs and stuff like that. She is even fit for the job with her high diplomact.

Only if the roll goes well. If it's minor enough I'll autoselect but if you pass the DC by at least 20 you can pick from a subvote. I will say that if the goal is to make Pamela happy there are far more efficient options (this one focuses on public perception a lot rather than solely doing what Isley wants to get done)

Let's do this instead of donate then, for a safer action with more focus directly on what Pamela would want.

I mostly do agree with Ranger's plan, however the " Build surveillance satellites " action has too high of a DC for us to safely consider to take (even with both Lex and Mercy assigned to it). Also, given how badly last turn went, we need to put heroes on actions that we want to succeed as much as possible, which means both Tighten security and Investigate inside the company require hero assignment. Here's my take on Ukrainian Ranger's plan:

[ ] Meet with Lucy Lane to reassure her
[ ] The A.M.A.Z.O. project (Ivo)
[ ] Research botany (Isley)
[ ] Build Ivo housing in a sublab
[ ] Investigate inside the company (Luthor)

So the voting moratorium is now over. Feel free to vote to your hearts content. I enjoyed seeing the discussion on how to approach the problems of last vote. It'll be neat to see how things ultimately play out

I understand that donating to the public is not as good as going green, but I like actions that do several things at once and I like that it utilizes Pamela herself.

Vegan meat... Does is it really promote Pamela's agenda? She is a weird type who may not think that eating plants is better than eating animals

With this kind of approach, we'll never take high DC actions. It is fine to go for high DC because rewards are good. Yes, we may low roll. It is life.

Okay, now in all seriousness, I really like this plan. Sure, it's not ideal, but I think ThatGuyWithIdeas gave a pretty damn well argument in my eyes, or maybe I just liked his ideas better this time? You may never know the answer.

I want to take out Woodrow now because he is in the prime spot of disgruntled scientist that tends to create supervillains. I don't want plant boy running around with a grudge against us

I am fine with either going space or A.M.A.Z.O and vote for both to increase chances of one of thing to be there and don't repeat last turn

edit: seeing no support for spy satellites I'll go for improved banking instead.

Edit2: space seems to have zero interest, too. And I actually missed investigating the sword option

Yes, I do admit that the " Build surveillance satellites " action might be feasable with Lex and Mercy (Base DC : 54 ; Lex + Mercy give a bonus to the roll of 42.6 which should be rounded up to 43). However, doing this means we have no one to cover the " Investigate inside the company " and " Tighten security " actions, which I believe to be actions that we really can not afford to fail (or even get a bare success on them), especially considering that the League of Shadows interffered with the roll on Tighten Security. Had we not thrown Mercy last turn on that action we would had most likely had a crit fail there.
(EDIT: Swapped Research botany for Investigate the sword)

My problem with doing only " Investigate inside the company " and " Tighten security " is that 1)those are purely defensive action that give no initiative in this war 2)they offer no long term benefits like satellites do.

I strongly considered this. My problem with this - it is 38 DC stewardship action and without Luthor assigned it has uncomfortably high chance to backfire. I suggest you to go less effective (for purposes of making Pamela happy) but easier to accomplish and with less potential to backfire - donate to public and choose eco-friendly projects to donate to in a resulting subvote. We don't even have to assign Pamela on it, 15 DC is very reasonable for a non-hero action.
