I mean...I don't think those plans are possible. If we can make plans to beat Trigon, we've beyond won. Like we're so powerful, everything else is inconsequential.
No I mean.

Plan A might be "Just kill Raven (if that wouldn't just make it even easier for Trigon to enter our universe)."

Plan B might be "seal Raven in an expendable pocket dimension; if Trigon wants to eat that, let him."

Plan C might be "strand Raven on Earth (Number that is not the number of our Earth), so that if Trigon eats [i}A[/i] universe it won't be OUR universe"

Plan D might be "figure out magical ritual that makes Raven non-viable as an access point for Trigon."

Plan E might be "send Raven to a distant planet where there are entities who might actually be able to directly, meaningfully, help Raven stop Trigon, such as New Genesis or maybe Oa."

I can't think of any more plans off the top of my head, but THOSE are the kind of plans I'm thinking about.

Basically, I'm treating Trigon (and his ability to enter universes through Raven) like an upscaled version of a thermonuclear bomb. You don't defend against a thermonuclear bomb by standing there and hoping you'll be able to kill it before it explodes. You defend against it by not being there when it goes off.

Unless we play secret mentor to put Raven & her friends through situations where they bond in trials by fire? It's a maybe but that'd be us metagaming.
That is Plan Z because it still involves us being in very close proximity to fights between Raven and Trigon, and relies entirely on our own ability to ensure that Raven wins those fights.
 
So I underestimated just how long the update would take me. Suffice to say while it will come today it will come later in the day (shooting for 10 PM PST).

Kyoto has gotten easy, so much so that we'd be foolish not to take it IMO. A few other spots seem to have gotten easier (I think Boston used to be higher?). Moscow has gotten considerably harder, as has Gotham; those DCs are escalating steadily. Most of the others seem to be movign a little at the margins but not massively. Cairo is very hard, and I think used to be easier.

Hm. We need a spreadsheet of DCs for this or something.

And remember we have the one that is still in process in Tokyo. We want to look into one in the EU as well as a good way to better keep tabs on that market. So UK, France, Germany would be the top picks for me there, not sure which are best in DC though and which open up the most potential recruitment.

Well, Russia has been cranking up security for some time now, and I gather they have some muscular/militaristic concerns close to home.

Also, Russia now has specific reason to suspect us of having some kind of exotic mind control technology. If I were them, I wouldn't let Lex build a giant tower in the middle of their capital city either. :p

I mean, Japan is (and was in the 1990s) a pretty big national economy, so if the US can profitably support several LexCorp branch headquarters, Japan should be able to support two, I would think.

The big problem there is the high DC to build in most European countries. Iceland (Rekjavik) and Greece (Athens) seem like the best options for us to get our foot in the door. The DC on spots like London, Paris, and Berlin may decline once we already have more operations in EU countries- then again, it may not.

Or we may specifically be running into issues with building headquarters in those particular cities, say due to regulatory obstacles to new skyscraper construction. @King crimson , is that a factor?

As in you'll start getting less and less benefits with each city built in the country. At this point in Japan opening a second building would give you less returns than the first one did. Japan can support more than one LexCorp building before it starts getting actively detrimental for you but building a new building there will give you less and less each time you do it. Does that explain things?

Yes. It's why certain older cities of historical import will usually have higher DC's because it is harder to find space and get permission to build a building there.

Huh, yeah. Most of those are a LOT easier.

Though it's noteworthy that building in non-London cities in the UK probably won't attract as much business (London is the nation's economic center, especially for high finance, and a major center for the EU as a whole at least until as long as the British don't do something stupid like Brexit). Similarly, Marseille is no Paris. Hamburg is a major business center for Germany and might be a good choice for our first headquarters on the European mainland. The various Eastern European choices are worthwhile too, obviously, though we need to bear in mind that building in Hungary, Poland, or Romania will present bigger language barriers than France, Germany, or Austria (or Britain, obviously :p )

It's also notable that the DC for Kyoto seems to have gone down with the establishment of an HQ in Tokyo. There may be a similar effect in other countries where having two HQs in the same country, or an HQ in a neighboring country, brings down the DC. On the other hand, as @King crimson points out, having multiple HQs in the same country hits diminishing economic returns.

Using GDP as a proxy for the size of a national economy, the US had (in 1995) a GDP of 7.6 trillion dollars, compared to 5.4 trillion for Japan, 2.6 for Germany, 1.6 for France, and 1.3 for Britain.

So we will almost certainly hit the point of diminishing financial returns in a given country by building more than one HQ there for all non-US countries, and we are probably well past the point of diminishing returns in the United States what with having SIX buildings in the United States.

@King crimson , are we not only past the point of diminishing returns but past the point of profitability for new towers in the United States? Because more Action Points is great but I don't want to cut into our profits, especially when spreading out overseas is a good option along those lines.

You can still break even on a few American cities but you are getting close. The main benefit of building more American branches of LexCorp is that it makes it easier to recruit individuals from those places and influence the locations development a bit.

Economically you are past the point of diminishing returns but in terms of potential recruitment you are not (except in a few select areas).

Does that help explain things?

Anyway, if we want to pick countries with high GDP (indicating a strong economy), secondary sites in Britain, Germany, or France outside the capitals would be what we want, assuming we're averse to having to spend multiple AP or commit a hero team-up to get the job done. Manchester, Dresden, or Marseille are obvious candidates; Hamburg may be a bit more of a thriving business city and more profitable.

Rome is low enough DC to be worth picking in its own right.

Sao Paolo is a great target, with Brazil being one of the largest emerging markets circa 1995 (second only to China). Seoul is potentially a good choice since South Korea is still a rapidly growing economy approaching fully developed status at this point. Great place for us to open up manufacturing

Rekjavik and Athens are low-DC choices, but serve mainly as entry points to the EU economy as a whole. Knowing what we now know about what happened to the economy of Greece after the 2007-8 recession, we may want to stay the hell out of there on purely economic considerations, EXCEPT that it's an obvious access point to Wonder Woman's home, several of her allies and antagonists, and so forth.

The eastern European options in general are low-DC choices but tie into relatively weak national economies (still growing and recovering from being stuck behind the Iron Curtain). Growth potential there is strong, but immediate profitability may be an issue.

I imagine that the cities where we have a reasonable chance of breaking even financially are the cities that are in the process of growing rapidly and becoming major corporate centers (Atlanta being the obvious one with a low DC and a bright future in real life).

Frankly, my opinion is that most individual non-fictitious American cities don't have enough characters of interest to be worth it. About the only place I might go for is Central City, which has a large rogue's gallery of (and this is important) relatively non-murderous and managably not-so-bonkers super-villains we might be able to recruit. Or such is my impression, I may be overly influenced by that one episode of the DCAU.

Central City does have some pretty nice rogues. However if we are talking about viable cities for recruiting a lot of individuals, Dakota City, Atlanta (the Impulse comics took place there if I am remembering right), Boston (has a good amount of Wonder Woman supporting cast), El Paso (has a good amount of individuals who aren't super crazy and have powers) and San Francisco (if you are willing to get involved with some dangerous magic users) are all pretty viable as well in my opinion.

San Francisco is also probably in the process of becoming a major tech center as in real life. If we can avoid doing anything stupid, it may also be a good place to recruit programmers for our ambition to become DC Comics' counterpart of Google, Facebook, Amazon, or some combination of the above.

EDIT: With that said, the DC for building an HQ in San Francisco is 77, probably because real estate prices are already high there, only getting higher, aaaand because it's earthquake country so physically designing the building is harder.

(Though come to think of it so are quite a few other places with lower DCs like Mexico City)

So I figured I might as well put into perspective how many options have been added. I spent about two days compressing and folding as many actions as possible into other actions. You still have over twenty new different action excluding supercomputer special actions (which I'm sure will also balloon soon as people get more used to having it and come up with suggestions for it). In the meantime enjoy the update. I got this done early so I figured I'd put it up now. This quest keeps on getting bigger and bigger and I'm frankly astounded every time we get to the action phase just how many irons you have in the fire. DC 50 Your forces are equipped with the best equipment money can buy. However you can go even further. By customizing the individuals equipment to suit their needs you can further improve their equipment.

[ ] Fortify LexCorp tower
DC 35 While your security system has effortlessly stopped the assassination attempt the fact still remains that assassins managed to get into your tower.With the hidden weapons systems you have recently discovered how to make you can further improve the security of the building while decreasing the obtrusiveness of your current defenses. DC 22 You have effectively made Metropolis more secure than ever before. However with Intergang riled up is may be best to further fortify Metropolis to ensure that your city remains perfectly safe. With access to forcefields you can make Metropolis safer than it ever was before

DC 44 Rebecca has offered to create mystic wards around Metropolis to prevent another attack. Rebecca's increased understanding of how wards work will make this action both easier and more effective

[ ] Patrol Metropolis with security forces
DC 2 Your forces are incredibly powerful and have unmatched capability. However they have very little field experience. Why not give your forces some field experience? Sure this will probably increase resentment amongst the police but you can essentially supplant them in every way since your own forces are vastly superior. Furthermore this will let you catch any of the League of Shadows who are hiding in your city.

[ ] Fortify LexCorp's non-Metropolis holdings
DC 138 So far most of the attacks have been concentrated on Metropolis but LexCorp has branches outside of your city. Making them even more defensively formidable will help keep things that way. Forcefields are the natural escalation of your defensive measures and you now have access to them.


[ ] Crush all criminals
DC 38 Metropolis is your city and you refuse to let it be infested by rats. Purge the city of all crime and crack down on groups like Intergang. There is no room in your perfect world for parasites

[ ] Crush petty criminals
DC 14 With your alliance with Tobias Whale crushing all criminals is no longer optimal but you can certainly ensure that some of the rabble gets swept under the rug. This should make things easier for you in the long run as you have no intention of truly allowing anyone other than yourself to have control of your city.

[ ] Attack Intergang
DC 56 Fighting Intergang is likely to be immensely difficult given that they have access to alien technology but you are sure that with the League of Shadows assistance you can make due and crush Intergang into the dirt where they belong.

[ ] Attempt to take Falcone's Batman bounty
DC ??? While the money is chump change for you the reputation being able to take down this mysterious vigilante would earn you would be well worth it and you would earn the goodwill of the man who currently controls Gotham. Alberto Falcone has recovered from his injuries, however now Carmine has been brutalized by a vigilante. With Carmine in the hospital and Alberto acting as head of the family the bounty on Batman's head has now been raised to 20,000,000 dollars.

[ ] Summon demons
DC 19 Carstairs apparently has significant knowledge in demonology and can evidently summon demons with a little bit of prep time. Demons could make useful minions and they tend to be physically powerful although you'd have to be wary as not only would revealing that you are working with demons probably turn people against you but demons are notorious for trying to make things worse for everyone who gets involved with them

[ ] Overthrow Qurac
DC 53 Qurac is an unstable middle eastern country with numerous violent insurgent groups attempting to overthrow the government. Sounds like the perfect place to test your weapons and get your forces combat experience. Who knows you may even succeed in taking over the place

[ ] Overthrow Santa Prisca
DC 134 Santa Prisca is a Central American country ruled by a dictatorship. It is ideally situated for smuggling various goods through the Americas. Lois Lane's article has confirmed that there are secret prison facilities and ongoing human experimentation in the country. However due to the world learning of their indiscretions the Priscian government has doubled down on security and is actively gearing up for a defensive war.

[ ] Overthrow Markovia
DC 90 Markovia is a small european country that is absolutely rich in resources. However it is ruled by a benevolent monarch who is beloved by the people. This monarch is extremely restrictive of outsiders ability to enter the country. Thus if you want access to all of their resources the monarchy must be toppled

[ ] Overthrow Bhutran
DC 34 With the diplomatic incident the prince caused in China before his banishment the country has been in turmoil. Most of its neighbors do not truly care if this small nation were to fall tomorrow. Bhutran does have a gang problem but you can easily solve that and being able to operate so close to China might help you pierce the veil as to what exactly they are doing there

[ ] Conquer Zambesi
DC 156 With the death of Mustapha Maksai the country has devolved into conflict between multiple different warlords. Conquering the country yourself will likely be hard to keep secret and will face significant resistance but if you could have a country all to yourself the benefits might be well worth it.

[ ] Overthrow Biyalia
DC ??? This small country has finally united for the first time in generations. Overthrowing it would return things to the status quo and potentially let you come to dominate the country. You just don't know how effective such plans will be since the country is a virtual unknown

[ ] Attack Nanda Parbat
DC 45 You have learned from the assassins you interrogated that they came from Nanda Parbat. After researching it a little you have learned that Nanda Parbat is a small isolated city in the mountains of Nepal. Attacking the city may get you into a bit of a diplomatic snafu but the opportunity to completely destroy the League of Shadows might be worth it. If you can get the US military to back you up then you the assault should be significantly easier than it would have been if you were alone. You are no longer at war with the League but attacking early could prevent some unfortunate surprises.

[ ] Combat Training
DC 50 Learning how to fight and further enhancing one's body can only lead to greater and greater successes in future combat operations. Training to improve in a fight can often be brutal but it might be worth it to increase your capability to fight off your attackers (If this option is selected a hero must be assigned to it)

[ ] Send someone to get trained by the League of Shadows in Nepal
DC 26 Your deal with Ra's allowed you to send one of your people to go and train under Ra's men. This could potentially be a vital opportunity but it will require whoever goes on that trip to comit to training for at least a year.

[ ] Build an orbital weapon
DC 36 The space race may be over but the final frontier is still a goldmine of various opportunities. Constructing an orbital weapon will give you firepower that virtually no one else has.

[ ] Begin development of combat exosuit
DC 44 A combat exosuit is an idea you've been floating around for a while. This exosuit would enhance the wearers strength and agility while providing an excellent defense. It may end up being too expensive for mass distribution but it will undoubtedly pave the way for things like private powered armor.

[ ] Equip your forces with improved weapons
DC 23 Your numerous advances in weapons while semi-unconventional could prove useful for your men. Arming them with your newest tech will increase your forces fighting skills.

[ ] Arm the US Government with your tech
DC 16 The US government has always been a useful partner to have for LexCorp. Selling your new tech to them will keep them heavily invested in LexCorp and will earn you friends beyond just General Eiling. You have no intention of letting the US forget just how important LexCorp is to them

[ ] Create another advanced armor
DC 43 Both you and Pamela have new advanced armor. Perhaps it is necessary to give your other important LexCorp employees access to this armor. While production might be difficult keeping your employees safe from the League of Shadows and other threats is a positive benefit.

[ ] Integrate advances in armor into exosuits
DC 35 You have not yet begun production of the exosuits. As such you can find a way to integrate your advances in armor design into the final exosuit product in order to increase its defensive capabilities.

[ ] Integrate flight units into exosuits
DC 21 Your exosuits aren't being produced yet. As such you can find a way to integrate your flight units into the final project allowing them increased mobility. This will give you a leg up on everyone else who are still primarily used to combat on a two dimensional plane

[ ] Integrate hidden weapons system into exosuits
DC 5 Your exosuits lack an immediate offensive potential. The hidden weapons system you've developed will help cover this oversight while still keeping the armors friendly looking to the casual observer.

[ ] The note 7 special
DC 4 Cell phones are rather ubiquitous and people don't think much of them. However if built the right way cell phones can be rigged as surprisingly powerful explosives. With your genius you could easily come up with a design that would allow you to remotely detonate your cell phones. Sure you might earn some bad publicity from having your exploding phone kill someone but the ability to surreptitiously assassinate someone is too nice to pass up.

[ ] Begin a PMC

Diplomacy: You are currently allied to many different major powers. Currently these allies have proved beneficial for you. For all of your strength and cunning there is no reason to go it alone. Certainly the various individuals you've brought under your banner have only made LexCorp more impressive in the long run. As such you want to keep on expanding the useful people trapped in your orbit.

DC 10 Somehow after the conclusion of your war you have managed to end on good terms with the League of Shadows. Furthermore you have currently entered into an alliance with the League in order to deal with Intergang. A meeting with them could be just what you need to get the cooperation between your two organizations to run smoothly.

DC 35 Everyone loves a good charity event and you've got the resources to spare to donate to the cause of your choice. When the public adores you the masses will be easy to lead in whichever direction you want them to go. An empire lives and dies by its people and your empire will be the greatest of all time. People are currently quite happy with your actions. At this point donating the same amount would only have diminishing returns making it much harder to increase your public image

After having met with them you can't say you trust them but they have been buying what you've been selling. Perhaps more business will get them to turn to your side. Furthermore with your new consulting position perhaps you could make further inquests to get them dependant on your technology

DC 9 The move might be controversial but the damage to Metropolis has created climate in which people want to own guns. Selling your weapons and donating them to guns rights activists will help get them to support you in turn even if such a move may alienate more liberal individuals.

DC 20 Vicki Vale has written an article to your specifications and has proven to be a worthwhile investment for you. Perhaps giving her more information would help secure her as an asset and gain you more positive goodwill.

The only problem is that you can't get caught supporting them or you may end up facing international scrutiny. (The four warlords with the most power are currently Matthew Bland, Aku Kwesi, Joseph Kijaro and Abraham Attah)

DC 38 This is a small country that lives in terror of the nearby China. If you can get passed the fears that working with an American capitalist might draw the ire of China then you can very easily convince Bhutran to work however you want it to.

Granted the reporter is a minor nuisance right now compared to the League and whoever framed you but you didn't get as far as you have by ignoring problems and letting them grow larger. They certainly want to talk to you know that they know you have managed to give someone powers. With the DEO ending soon you may want to speak with Director Bones before he becomes unreachable

DC 26 While the organization is still fledgling and is only starting to develop you could certainly discuss policy with Agent Prince. Figuring out how the DOMA is going to be shaped can only benefit you in the long run.

LexCorp is a leader in far more fields than it ever was under your fathers reign. You intend to continue this expansion. After all you can conquer anything you set your mind to. All you have to do now is prove it to the rest of the world.

DC 12 There are always more people looking in search of a job and with Ignition's attack you need to replace the workers you've lost. Still having more workers is almost certainly never a bad thing.

Oooh, that tower completion action. Hmmm. Spending 1 AP to gain 3 AP on future turns would be nice but we'd have to put a couple of heroes on it to be reasonably sure of success.
