I made the post to help move past these discussions, but thats not how the Tier System works.
1 is just they are absolutely in it since they have official documentation. 2 is guys without documentation who are still connected enough to the network they can be included easilly. Hank Hill is a tier 2 for example. They might not come up in the quest, but they likely exist in the world.
Tier 3 is the only one thats dicey. Its for setting derailing and completely disconnected works. And even then a GM might still find ways to use them.
I am not on the QM team, so I dont know what tier 2s and 3s are being used; but I gave the tier descriptions to hopefully make it so people can figure out how likely certain works are on their own

"Oh, I was looking for that!" the other ruby shouts above active gunfire. "Did you find the--"

With gems securing themselves we might want to shift our focus towards Chris in the meantime, both in martial (attack?) and stewardship (buy news Network) and possibly intrigue (sabotage) until after we research the Gem technology so we could better know how to counter-act their defenses.
