It's Aegis. Shy Girl Anna would have "Flawless Aegis" but no Transcendent Offense, while Monster Anna has Shattered Aegis and Transcendent Offense. The most likely scenario is that sometime in their earlier days, where the Shy Girl would have faced weak/normal level opposition, the Monster ended up facing (an) enemy force(s) that was beyond her ability to keep the town safe from, forcing her to switch tactics to so as to ensure she fought elsewhere, where the town wouldn't end up as collateral.Luckier mostly, although the exact background I won't be able to pin down without knowing the tone of the quest. At-1 like it is now, it would have been that she was lucky. At +2 or above, then we start getting wtf levels of skill allowing her to wreck any attacks that did happen.
The Awkward Shy Girl never swapped to offensive loadouts as the Monsters did, would choke out in any situation that required confrontation with another human and was generally more of a door mat. However, you'd basically never lose a defensive battle.
Going by the mechanics back before Avalanche dropped them I think Shattered Aegis had a limit on the number of times it could activate a turn.My guess is that while Shattered Aegis only provides damage mitigation Flawless Aegis probably also provides a combat boost when defending people. One that would scale with how seriously Shy!Anna cared about the situation; allowing for her to unlock Wave Force when the situation is particularly grim.

Being stationary, and not limited by things like need to move, could require lot less technological innovation.
Now, she probably would have innovations, improvements, plenty of stuff to allow humanity make their arcologies safer in general, but nothing quite as game changing as Wave Force.

Depending on how discovery interacts with EW type AG's, and if she could level up a bit in controlled circumstances, start acquiring some more esoteric effects, Summit could be a complete OCP (as in: the kind of problem civilisations (antagonists in this case) encounter like a sentence encounter a full stop). Particularly if she can manufacture magic items that can be integrated and improved upon by Valks.There is one battlefield where I feel Summit has an edge. Not against others, but only vs her counterpart.

Otherwise I doubt Summit can handle much about the common AGs for this setting. A Type blocking her evasive teleports would be a disaster. OTOH, there's a chance she can absorb a core and start cross applying her skills. Not a good chance because I suspect Valk Cores count as alive, but it's there.
And Summit can comment that Magical Girl 'shadow' powersets happen all the damn time where she's from, she hoped she was an outlier.
