She's technically 201, but is under-ranked because she isn't interested in taking the tests.
Which really fits her character; after all what is the point of the Ace rankings? As far as I recall it literally boils down to a 300 unit priority list that people got overly competitive about. From a purely practical standpoint as long as your rank is under 315 (there are roughly 640 Aces) it doesn't matter what number since the reward is the same; you can ask for a 300 Frame and immediately get it (assuming you are being deployed to combat). Shuri's existing score is deep enough into the list she doesn't have to worry about getting bumped so there is no incentive for her to improve it.

Other then the fame that comes with a higher rank and we all know how much Shuri loves and cares about her fame...
 
There's political power, but the same issue there as with fame.

Shuri probably should care more about political power, as it's the only way to keep the shit that happened to her from happening again. She doesn't, though, for better or worse.

There's also allocation of assignments; the UN needs an accurate read on everyone's power at some point in order to send them to optimal tasks. That can wait for graduation, though.
 
The Pakistani govt built her up a powerbase in using her as a propaganda icon.
And her bestie is an under-commissioner in the UN, whose father is a UN high commissioner and whose mother was like an OF-6 in the military. And that was before coming to Perth and ending up on the same team as the Rank One Valkyrie.

Girl can afford not to care; she has access to more levers of power than 90% of the UN's Aces.
It's like having a rich person not care about fashion and walk around in ripped jeans and fliplops; its very different from when a homeless person does it.
 
Anyone can "afford not to care", but not caring at the same time as accomplishing results is another thing entirely.

Sandra is hardly all-powerful; just because she has opinions doesn't mean she can enact them.

Or, to put it another way, Sandra + dedicated Shuri is more (and perhaps a lot more, given her celebrity status) politically effective than Sandra alone.

Not everyone has the mental setup to care though.

Do remember that Shuri is 16, and is still rocking major PTSD from losing most of her original squadron in a series of politically-inspired decisions of dubious military value, and then being attacked and maimed by presumably Valkyries working for factional interests inside the UN. It's entirely reasonable that she might be feeling.....distaste for politics.

This is the classic Problem of Government. Good leaders very rarely want the job while the majority of those who do should never be allowed to have it.

This also brings up a good point: While Shuri most likely was a good leader, due to her PTSD and burnout she might not be up to it any more. Just look at the disaster that was her flight before Sandra took over.

That flight was not a disaster.

That was working exactly like Shuri intended, weeding out those who wanted the prestige of being part of her flight but not the effort needed to keep up with her when they get thrown into battle. I would not be one bit surprised if Sandra quietly worked to shift those cadets into more suitable flights.

Now?

Koujirou and Setsuna are young, but Yukari, Anna and Shuri are getting them into shape pretty damn quickly. They won't keep up with Shuri this year, and they won't keep up next year. But in third year? I'd expect them on the 300 list. Sandra might end up the poorest combatant of the flight, but her leadership skills are top notch and she's no slouch at fighting.

1 year, although that's somewhat mistaken.

I mean, if Sandra and/or Anna ask for her to stay as liaison or assistant it's unlikely the UN is going to say no without a very good reason. And there's nothing that says 'convoluted reasons why the flight keeps running into Yukari' can't happen.

She's a third year, so 1 year.
One thousand combat rating, not hours. She is at 11.000 and aces start at 12.000, although those are the ones that die a lot.

Anna stood 10 feet in front of her foe as the battle went on around them. Well it was quieting down as the UN was currently in the process of a rapid withdraw.

Type 0 Class A Damocles stared back, looming over her. Its sudden appearance was the reason the UN was withdrawing.

Anna knew it was almost a certainty she was about to die.

...Still she had learned a thing or two from the Academy.

Anna teleported, not enough to stave off the impossible interdiction. Her right arm, right leg and ribcage were carved away by the Types insane weaponry.

Damn. Even as she teleported again, her medical suite was regenerating the massive injuries.

A heartbeat later, Damocles was about to impale her-

Anna dodged, but not quite enough. She grunted as a gigantic lance pierced her stomach.

Still, she grinned as blood flowed from her mouth, locking eyes with the enemy.

A thrum of higgs particles, and--

The teleport was complete.

Damocles screamed, a echo that shook the region for miles around. The Type 0 Class A antagonist began to tear at itself. Anna was sent flying into a new crater, crumpling into a bloody heap.

She watched as exotic matter and rivers of bread began to spill out of the Type Zero Class A's convulsing body.

There was so much bread.

Rye bread.

Whole wheat.

The world returned as she heard the spike in coms-

There was a burst, and several squadrons teleported around Anna. Several medics did what they could to stabilize her, while Last Word began securing the perimeter and the remains of Damocles.

"H-how?" Vivas asked in stunned awe.

Anna looked up at her and shrugged. "I downloaded the recipes."

He can definitely already do that (he didwas it properly in the tournament). He just thinks using all of his impeller on his attack is a good idea because obviously the enemy won't be around to counterattack him after, right? Only that doesn't quite work out.
