No, shy girl!Anna is the "Positive" mirror of Anna.
She's the other option we had, and by WOG, she would have been a powerful Arcology defender-type. E26 would not have fallen, and *puts on VS Debate hat* if Monster!Anna tried to attack Shy Anna's E26, she'd get swatted.

Well, the idea is that Shy Anna is a perfect defender, so yeah, as long as Shy Anna has something to defend, she wins.
But Shy Anna can only defend one area, but not go out and destroy breaches so while she can defend a stronghold, it leaves the enemy forces free to move around her.
While Monster Anna can't defend the stronghold, but can go out and hunt down enemies and take down their strongholds.
