Hm, is the -10pp for the Centaur B option because Risa is not a formal member yet and the rest of the council frowns on giving our latest tech away to even high level affiliates because of the precedent it sets? Or because the Risans themselves think there's too much C stat in the design?
 
Okay guys, the problem with the Enterprise is that you're giving up two years of the research bonus that was the entire point of this in the first place!

I understand the sentiment, but the Enterprise won't launch for nearly two years. We need to pick a ship that we can actually send in for refit now.
 
Remember that we have these suggestions from the last two ArtofTacOps.

* Undertake building more waystations, and reinforcing them, to give better protective cover for passing convoys.
* Pre-position materials at Burrizz III through the MWCO.

* This is a fairly well-protected space, but in this case it may be best to push the UE and Tellar authorities to seed their minor colonies in the area with Stations. It may take some political will to get buy-in.

* Preposition supplies to reduce the chance of losing auxiliaries.

* Suggest to the Rethelians that additional defences in Rethelia will be crucial, including reinforced stations around infrastructure.
* Less of a military suggestion, but it would be good to suggest that the FDS help prepare the Seyek for being on the front of an Cardassian-Federation War to help make sure their support is as high as possible.
* Hacitorus will require protection
* Get Seyek a membership as soon as possible
* Push the Seyek to identify potential blocking systems

* A Starbase at Ollasa would be a luxury, but an outpost at Yashrr would be a necessity. The Caitians should be advised of this.

Suggestions:

Secure against possible infiltration from Arcadian Space, and OSA space.
Fortify Ke'luur and Ulen Gao, build Clover into a Starbase.
Ensure convoy escorts are ready in this area.
 
I think I'm okay with the T'Mir. The ship is due to be retired (or shipped to Intel) anyway come the first or second wave of production Keplers.

e: Although losing it for a quarter while it's on the anti-Hayant task force isn't great.

The Enterprise is the flagship. It's supposed to get the shiniest tech, including the prototypes that are undergoing final testing before being put into mass production.

Example: The M-5 multitronic unit.
The TOS Enterprise was never mentioned to be the flagship of Starfleet. The Enterprise-D was the only ship of that name in the Prime Timeline which was explicitly a flaship. Even the Enterprise-E was never mentioned for that position, and during First Contact, the Starfleet comms indicated there was a different flagship at the battle.

This is a boring answer I know, but the Lightning is a back-up responder in Sol sector, so if it goes down it won't be too critical an issue. It's in our most populated and advanced sector in the core of the Federation if anything goes wrong. It's on a Centaur-Class, which is one of our newer designs. It's a good, if dull, choice.

Our GMs have called the Enterprise-B the flagship here, and in the Abrams movies the Enterprise there was explicitly referred to as the flagship.

I don't think flagship is an official title anyway, more like an understanding internal to the fleet.
 

1) @OneirosTheWriter, can you add the fleet totals for our other affiliates as well? Namely: Ked Paddah, Laio, Tauni, and Ashidi. Probably requires a third screenshot.

2) Amarki and Apiata continue on their massive military buildup with +17C and +16C, respectively.

3) It's good to see that the Yan-Ros's auxiliary totals have been merged into the Honiani's. That was missing in the 2319 MWCD.

Thankfully, the Qloathi negotiated a solution. The Seyek, Fiiral, and Qloathi have formed the Sarqel Treaty Organisation, a massive undertaking that will see their militaries completely integrated by the end of the decade. With the Qloathi as neutral third partners, the Fiiral have agreed to contribute crew and materiel to the joint cause.

Stand aside, we got a new top dog in Federation town! 160C beats out even the Apiata!

In my opinion, the exposure of Rethelia is the #1 defensive problem we have against Cardassia. Oneiros confirmed in Discord that we can set priorities for Seyek and that if we did we should set them for Seyek only and not STO yet.

The Adrazzi Gulf is the black area to the "west" of our territory, right? How is the Orions involved in its defense? They just became an entirely interior sector after the new ratifications. So shouldn't it be more Apiata, Amarki, and Indoria that's critical for defending the region?

Our GMs have called the Enterprise-B the flagship here, and in the Abrams movies the Enterprise there was explicitly referred to as the flagship.
My understanding for Prime timeline is that it was due to the success of Kirk and NCC-1701 that the Enterprise became the flagship of Starfleet (perhaps due to its tendency to end up painted on the sides of the most advanced ships).

Besides the obvious fact that these are shit at combat, the thing that stands out the most to me are these are primarily courier ships. That is, ships with excellent presence and defense reaction.

When they think that "their ships appear to be falling behind compared to everyone else", they are not necessarily thinking that they're being outgunned. Because of course they're outgunned, since the very start, and they haven't seen it as serious enough issue for as long as we've known them.

I think what they want are superior courier ships.

A Centaur-B is slightly worse-off for their purposes, compared to a nominal upgraded Heavy Corvette, but given the cheaper cost (especially crew, likely) of the Centaur-B, its slightly superior science, and the slight bonus of "that least important stat (combat)", I think they'd be okay with the trade-off.

The flagship present at the battle was the ship of an admiral; when a flag officer (Commodore to Fleet Admiral) is in direct command of a ship, it's called a flagship. The Enterprise is the flagship of the entire Starfleet.

I'd recommend them the Kepler if we had them, but the Centaur-B is a better option than all their ships even if they let the phasers rust right off.

Like, they're a warp-speed emergency search and rescue service. They need science on their ships. We've seen them get involved in science incidents they couldn't handle.

ArtofTacOps calls out the Apiata, Amarki, and Orions as being responsible for the Andrazzi Front.

That said, I think I'll be backing SWB here.

Centaur-B is +1S -1P 0D compared to a nominally refit Heavy Corvette. I don't think S4 is that important for them, since most Federation members have gotten by with primarily S2 and S3 ships. The C-B's main advantage for the Risans is that it's really cost-efficient.

One other thing to consider is that the Risans have 7 Light Corvettes and 5 Heavy Corvettes that could be refit. Now building 3 Centaur-B's is very approx equivalent to refitting all those ships (for non-combat purposes), but that's a decent chunk of spare change (and technically, crew). Refitting their whole fleet is likely cheaper.

I wish we have the option to both refit their existing ships AND suggest the Centaur-B for new ship builds. Actually, @OneirosTheWriter, can we do that? Say, refit for a short-term priority and new Centaur-B for medium/long-term priority?
