Board of Inquiry into the loss of the USS Sappho (NCC-1812) in Action at Broken Chains system
The abrupt loss of the USS Sappho to relatively limited hits alarmed Starfleet Tactical Command's Battle Review Division, which impanelled a Board of Inquiry under Commodore Mrr'shan into its loss alongside the offices of the Starfleet Judge Advocate General. After a thorough review of the recovered hulk of the USS Sappho, interviews with surviving crew, and review of sensor logs, the Board of Inquiry has found Captain Xuggaed and her senior staff were not negligent in their duty, and the USS Sappho performed admirably in the circumstances.

The unusual circumstances surrounding the final confrontation with the renegade foreign agent on Vulcan, with its attendant civilian death toll and grave injuries to a serving starship Captain, attracted considerable attention within Starfleet. A preliminary investigation led to the impanelling of a Board of Inquiry under Rear Admiral Rivers. Establishing liability was deeply complicated by the memory loss and grave injuries sustained by Captain Korrem, leaving us with only the testimony of Commander Jameson. In light of the heretofore exemplary service of Captain Eros Korrem and his wounds which necessitate a medical discharge from Starfleet Service, the Board of Inquiry felt that the interests of justice were served in the unanimous acceptance of Commander Jameson's account. To this end, Captain Korrem is being allowed an honourable separation under reasons of Medical Discharge from Starfleet. It is believed he will return to his native Orion space.

Court-Martial into Conduct of Captain Zolani Volanan at Ordasia VII
As Captain of the Constitution-B class cruiser USS Hood, Captain Zolani Volanan was involved in an alleged Prime Directive breach. As a result, a Court Martial was constituted under the guidance of Starfleet Justice, Commodore Harlon Caster. The fact of a Prime Directive breach was not contested by Captain Volanan. However, the incident was thoroughly investigated as part of sentencing inquiries, with cause for the breach being presented by Captain Volanan and her counsel. It was eventually established that good cause for the Prime Directive breach was established, and that the presence of ongoing contamination by Orion Empire elements justified much of the intrusion. The final resolution of Justice Caster was to record an official Reprimand in Captain Volanan's file, but allow her to resume command of the USS Hood.

Kirk has like thirty such reprimands. It's a slap on wrist for a technical violation.

It's probably not going to hurt Volanen's career anymore than that moon Nash blew up hurt hers.

Technical violations with just cause should result in no reprimand.

Can the commander Starfleet officially pardon all such cases, or at least expunge their records?

A reprimand like that is more like a mark of good judgement. That lady is going to reach the EC panel one day.

Honestly, if Volannen hadn't called it a PD breach herself, it might not have even reached court martial. Protecting prewarp civs is the entire concept around which the PD is based, and others have gotten off with existing contamination as a "PD doesn't apply" reasoning in their own logs. Most notably I remember Nash Ka'Sharren making that note.

To be fair, we voted Sulu into Commander Starfleet without even knowing what his bonus would be.
It's not even bonus. I'd be okay with an argument like "he's seen more rare diseases than the rest of Starfleet combined, don't you want a guy like that in charge of Medical next time we hit a biophage?".

The Expansionists are not ones to pass up on the opportunity to further expand the Federation by taking control of the Straits, while the Mercantilists argue that this is an opportunity to wring economic concessions from the Ashalla Pact for the promise of limited access.

Major Development Councillors, however, have yet to really weigh in. You suspect they lean towards the Mercantilist-Pacifist proposal, but they're not fully convinced.

N'Gir gives you a sharp look. "Well, if we're going to set up an Access Zone, I need to know if you can handle the responsibility. And if we're going to shut the Cardassians out entirely, I need to know that you'll be ready for whatever response they make."

Okay, maybe closing the Straits isn't a good idea right now. And that sweet BR/SR we could get. Hmm, what would the D-requirement for thz Access Zone be though?
 
I'm for the Access Zone mostly because regular interaction with the Cardassians and their allies is something we're sorely missing, since Celos deliberately shut us out.

But a question for our GMs? We have predictions on the possible Cardassian reactions, but what about the Dawiar or Lecarre?
