... The test, to follow your analogy, would be to check the board layouts, do X-ray and ultrasonic scans and to look where goes what. Not "let's switch on the power and see what happens".

We don't need any such comparisons since we know how the mechanics work out - we would have to crit-fail two rolls (first to fail the research and the second about the range of the failure) which is mathematically a very unlikely event to happen.

Exactly my point. Even this super-careful test by Vulkans of all people has a chance of blowing up a star system.

Imagine the object, even scanning of which might blow up your whole city, and say to me whether you would allow said scanning at all, let alone, say, next door to yoy.
 
Okay if we fail and blow up the system we will have caused exactly what we said this war was about preventing. Do not expect that to go over well with federation citizens already unsure of this war.

The Ked Paddah are watching. Let's play it safe and show them how 'prudent' we are for diplomatic purposes. Even if we don't cause an explosion, that we were looking to risk it makes us look reckless to them, and I want them feeling good about us.

But mechanically it does not offer unique insight, just rp. We are not going to suddenly understand Licori tech or whatever.

Because anytime one of our explorers pokes an temporal or spatial anomaly, something like this could happen.

Well, let's face it, Starfleet's MO is poking things with a stick to see what happens so I wouldn't be surprised if Starfleet would have eventually done something of the sorts without Q interference.
