This ship design is going to end up costing at least 130 points for the first couple ships after weapons
It would cost 12 points extra to give it quad nacelles

Its fair to question if the capability is worth the cost; I obviously think so, but we can both disagree
But you are arguing that the Treasury cant afford a ~9% increase in cost per unit in return for improved survivability and capability.
Which is a less convincing argument

Honestly, I find the knock-on effe ts argument to be very convincing.

I just like the idea of efficient cruise being so high and I want it maneuverable when it gets there.

I mean, I'm also fine with just two engines. 10-15% cost savings is pretty good when I intend to go pretty hard on phasers and torpedoes.

We're obviously not going to agree on much this design, it'd better going forward if you just didn't quote me for it.

Our biggest limitation is strategic materials, and quad nacelles consume twice as much of them.

Sure, it's a bit more costly, but the Federation was always gonna be pricey. As for sprint, it's always useful for a warship to have the ability to avoid unfavorable fights. This is the time for Starfleet to put it's money where it's mouth is when they say "there will never be another Andoria/Arcadia"

I do think Cruise is a fairly weak option, since we already have the boost from the warp core to cruise (+.8!), we might as well invest in also improving sprint. This is meant as more tactical ship, even if it should have some strong secondary capabilities.
 
Two engines, two nacelles and full coverage phasers + torpedoes? Still costs 130 points
The CONOPS of this ship was never going to be cheap, and Starfleet have finally accepted the premise that you have to pay for capability, even if it took a major war and the decimation of its order of battle to do so

An engine, going by the last project, is five cost, so... I think I like Quads. The engine necessary to boost impulse to equal (or higher) than the other options isn't much at all.

While Max Efficient Cruise is tempting... Between the better health, "armor", and better emergency response speed. (and, paradoxically, better "beams" ) while it'll double the nacelle material cost for an extra set of nacelles, and hopefully Gen 4 can match effectiveness so we can "downsize" later when it comes time to refit. Otherwise, Sprint is a loss op consideration, and cruise's only benefit is maintaining warp seven like it's nothing. Nothing to scoff at, that last point; but falls short of better response times that quad gains us, never mind the better hull/shields/phasers strengths additional it gives.
