I think the current system is mechanically fine but it encourages being misinterpreted. People see it as testing out the equipment to find any kinks when kinks only exist when equipment is used early.

To offer an alternative @Sayle , maybe something like this. If we use experimental or theoretical equipment on a ship and it rolls permanent penalties, we get a vote to take it as is with the penalties or to send it back and get the scientists to redevelop it. If we choose the latter, we don't get the tech advance bonus and the equipment doesn't appear in standard form until the turn after next. This accommodates wanting to try and move risk earlier and makes the "penalties are permanent" deal obvious to players.

Using a utility ship as a testbed for technology it is not reliant on dor its main purpose is a convincing argument for me.

This quest loves to prototype, but personally I think this one needs to cook until we get the warp 8 core so the design natively includes the warp shunts.

It seems silly to design a new thruster only to have to redesign it to include warp shunts.

I do not think this ship needs the theoretical impulse tech so badly that we should risk double permanent rolls to get it out a class early.

Theoretical is way too much of a gamble and this ship will be just fine without it.

Personally I think eating a penalty for an extra turn on failed rolls beyond just waiting is what is probably needed to make it more of a cost but thats just me

Throwing something that is only an idea on paper at best onto a starship is a terrible idea and the chance of failure is too high.

On one hand, the ship doesn't really need the thrust if it's just doing non-stop milk runs. On the other hand, this is exactly the kind of class that we can have propulsion being wonky on without getting people killed.

I have to wonder if we get the Type-3 working will we have the type-4 available to stick on the future constitution class and how well the 2 and 3 stack up with current Klingon drives.

No reason to mess around with something that's not even experimental, much less prototype.
 
Right now this isn't an experimental drive. This is a gleam in a physicist's eye and an engineer shouting IT COULD WORK!!!!!

And it might. But come back when you have blueprints and a proof of concept to show the fundamentals are sound and this isnt a goose chase.
