I don't think this is a role our explorers can or should be tasked with doing as a dedicated mission, as opposed to perhaps doing it incidentally at the captain's discretion within the bounds of protocol. Deterring an imperialist power will usually call for a longterm commitment, not just a one-time show of force, and our explorers will be moving on from each first contact in short order. Timelines for second contact are dubious.

If we build it for range it's probably going to be the only ship in our arsenal capable of the deployments to do this for a long while. We could say we'll wait for our expansion to catch up with vulnerable populations but that means quite a bit of time before we get there.

We've already put in the work in to make it survivable. We want the antimatter pods for long range explorations. The medical Science us practically required, and long range also requires the expanded crew Quarters.

It would be a huge wasted opportunity to have this flying Starbase that is basically relegated to interior duties. The entire point of giving it all those guns and the super nacelles was so it could ventire into the unknown without fear.

I wonder what a Starfleet Megafreighter would look like?
I'm gonna guess something like 4 of the big 6 cargo bays, a fabricator, some crew amenities for long hauls, maximum cruise, 4 phaser strips for minimum all around anti piracy coverage, one or two shuttlebays, and maybe a set of big cargo transporters?

This combination seems to best fill the needs of an explorer class, even it if doesn't have quite the legs it might. Giving it a +9 Science score should allow it to properly Starfleet Bullshit the various Negative Space Wedgies it is inevitably going to encounter.

And Geology seems like the most able to sacrifice specialized spaces for.

Maximum capabilities for our explorer please, a shame about the range but we'd be having to sacrifice astrometrics to give them the proper amenities needed for it which is less than ideal. The large cargo bay is noted to be vital in the case of emergency humanitarian interventions and that is very much a capability we want our explorer to have for performing first contacts. The geology lab is also incredibly important for mining surveying purposes so giving both of these up in exchange for a slightly higher raw science score does not seem worth it to me.

Whilst we're still a bit early for it (DITL speculation gives ~2245 as the ISD) something like the Ptolemy-class is the most likely. Less a true mega freighter and more a tug that can be given a variety of modular canisters depending on just what it's transporting, also allowing it to perform medical and colony transport duties amongst many others.
