The easiest way to avoid mission creep is to kill any possibility of it.
 
On the one hand, yes, it's a dangerous quadrant, a different configuration could make the ship more survivable, and the Intrepid class shows the value of a science vessel with teeth and versatility.

But on the other hand, spheres are objectively very funny so they win.

I think that anything more capable than a sphere is going to risk the seductive call of capability bloat. "We've already made the surveyor more maneuverable, and we're spending this effort on making it survivable against threats, it would be a waste if we left it nearly entirely unarmed" -> "we've already made our maneuverable, well-armed surveyor expensive due to all the guns and engines we've stuck on it, if we gave it the bare minimum defenses it would waste all the time and effort we've put into the design already" -> suddenly your surveyor craft costs a ton and can barely survey but on the other hand it has the guns and defenses of a light cruiser.

Given the, shall we say, unpredictable design discipline of this bureau, I think people should generally avoid the temptation.

Out of the eight ships we've made so far, we have never maximized a ship's Science score. Not once.
As I said 223 pages ago, we still have never maximized a ship for Science. As a dedicated survey ship, this is the perfect opportunity to optimize a ship for Science over everything else, and that calls for as much internal space to cram in Science-related components as possible.

On one hand I would be fine with that in a vacuum, on the other hand, do you really think people won't chase the non-science shinies and end up accidentally creating yet another multirole warship? :V

Whoever wins between the Meatball (Sphere) or the Pancake (Full Saucer), I agree with the others about having our first maxed-out Surveyor Vessel.

I know that for the flexibility and capability of what I want the ship to do it needs internal space. I am not going to vote to maximize the armament and I suspect a lot of other Full Saucer voters won't either. Therefore I think Full Saucer won't be a significant percentage increase in the cost of the ship but a Sphere hull runs the risk of relegating it to being a niche ship we build very few of like the Merchant class. I also suspect that if we go for a Sphere primary hull we will end up voting for a large secondary hull that could end up costing at least 2 industry, so it could end up costing just as much as a Full Saucer with minimal second hull like the canon NX or Akira class style I am envisioning.
