Mat is in an odd position here. She's one of the best Windsight people in the Old World, and has seen a lot of Divine Power being thrown around. More than that, she's felt the personal touch of three different gods (Mork, Ranald, and Gazul)The main issue I have with the priestess idea is that we... have very little information on what it would entail. Would it even solve the issue of needing some kind of training in magic? We don't know, which makes it kind of hard to recommend as a solution.
So Mat can say with certainty that Divine Magic is still Magic, if not Wind Magic. What kind of training the Divine Magic requires to use however, she is unlikely to know/learn as those are likely to be as secret as the training and Spells of the Colleges.
Essentially, there is attrition as some apprentices are always lost to training, either to miscasts, or losing their will to advance and becoming perpetuals. Mat doesn't know what kind of attrition the Divine version applies. She does know that properly and fully trained Priests, at least some of them, some of the time, can wield Divine Magic. Which seems like a fair trade for never courting miscasts, since priests aren't hated for random magic phenomenons. They get "Wrath of the Gods" instead. Which at least is usually not a risk for anyone not the Priest.
